SUBJECT: 4.9(a)--Resol�ution Ratifying and A�uthorizing a Grant from the California
Highwa Patrol's Cannabis Tax Fund Grant Program
Recommendation
Authorize and approve the following:
(1) Adopt Resolution ratifying the application for, and authorizing, the acceptance of
funding from the California Highway Patrol's Cannabis Tax Fund Grant Program, if
awarded, in the amount of$480,ll 5;
(2) Authorize the City Manager, or designee, to execute said contract and any associated
amendments; and
(3) Authorize the City Manager to administratively appropriate the grant funds.
Fiscal Impact
This Cannabis Tax Fund Grant Program does not reguire matching funds. There is no negative
�scal impact in accepting this grant.
AZteNnative Action
The City Council could choose not to adopt the resolution to ratify the grant application. RPD
would lose the opportunity to focus additional efforts toward DUI enforcement.
Background/Analysis
On February 23, 2026, RPD submitted a grant application for the Cannabis Grant Operations
through the California Highway Patrol in the amount of$480,115. The grant period is from Ju1y
1, 2026, through June 30, 2027. The application is requesting funding for overtime for DUI
enforcement operations, two fu11y outfitted patrol vehicles, media campaigns, educational
materials and presentations.

If awarded, the grant wi11 assist RPD with targeted enforcement to combat the issue of DUIs and
to keep the roads safe. The application also requests funds to purchase two patrol vehicles that
will be used during DUI enforcement operations. The application also includes a request for
funding for educational materials and for advertising on social media and radio, as well as funds
for educational presentations at the high schools.
Environmental�eview
Rati�ying the grant application is not a project as defined by the California Environmental
Quality Act, there�ore, no further action is required at this time.

RESOLUTION NO. 2026-
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF REDDING
APPROVING THE APPLICATION FOR CANNABIS TAX FUND GRANT
PROGRAM GRANT FUNDS
WHEREAS, the California Highway Patrol has been delegated the responsibility by the
Legislature of the State of California for the administration of the Cannabis Tax Fund Grant
Program, setting up necessary procedures governing the application; and
WHEREAS, said procedures established by the California Highway Patrol require the
Applicant to certi�y by resolution the approval of the application to the State; and
WHEREAS, successful Applicants will enter into an agreement with the California
Highway Patrol to complete the Grant Scope;
NOW, THEREFORE, BE IT RESOLVED that the City Council hereby:
APPROVES THE FILING OF AN APPLICATION FOR THE CANNABIS TAX GRANT
IN THE AMOUNT OF $480,115; AND
1. Certifies that said Applicant has or will have available, prior to commencement of any
work on the project included in this application,the sufficient funds to complete the project
if the grant is awarded; and
2. Certifies that if the project is awarded, the Applicant has or will have sufficient funds to
operate and maintain the project, and
3. Certifies that the Applicant has reviewed, understands, and agrees to the General
Provisions contained in the program regulations; and
4. Delegates the authority to the City Manager, or his designee, to conduct a11 negotiations,
sign and submit all documents, including, but not limited to applications, agreements,
amendments, and payment requests, which may be necessary for the completion of the
Grant Scope; and
5. Agrees to comply with all applicable federal, state and local laws, ordinances, rules,
regulations and guidelines.
I HEREBY CERTIFY that the foregoing resolution was introduced and adopted by the
City Council of the City of Redding at a regular meeting held on the 17th day of March, 2026,by
the following vote:
