SUBJECT: 4.5(a)--Award of Bid Sched�ule 5672 - Insulators, Pins, Braces and G�uy
Assemblies
Recommendation
Authorize and approve the following actions relative to Bid Schedule No. 5672 — Insulators,
Pins, Braces and Guy Assemblies for the Redding Electric Utility:
(1) Award Bid 5672 to OneSource Supply Sol�utions for an annual eval�uated price of
$300,795.80,plus 7.25 percent sales tax of$21,807.70 for a total amount of$322,603.50;
(2) Authorize the Purchasing Officer to extend the bid award annually with OneSource
Supply Solutions through February 28, 2031, if mutually agreeable, with a11 pricing,
terms and conditions remaining the same; and
(3) Authorize the City Manager, ar designee, to approve an additional $60,000 per fiscal year
as a contingency for unforeseen operational requirements.
Fiscal Impact
The purchase of insulators, pins, braces, and assemblies was included in the City of Redding
Electric Utility's (REU) General System Improvements Fiscal Year 2025-27 Biennial Budget.
These costs include the annual recurring expenditures for installing infrastructure reguired to
maintain reliable electric service.
In the five-year plan presented to the City Council (Council) in June 2025, this and other General
System Improvements, were anticipated to be funded by bond proceeds. If related capital costs
exceed the approved budget, staff will return to Council with recommended budget adjustments.
Alternative Actzon
The City Council could choose not to award the bid to OneSource Supply Solutions and provide
alternative direetion to staff.

Background/Analysis
REU maintains a comprehensive inventory of electric system components to support ongoing
operations, system reliability, and infrastructure replacement projects. Insulators, pins, braces
and guy assemblies are critical hardware components used in the construction, maintenance, and
repair of overhead distribution facilities. These materials support residential and commercial
development, emergency repairs, and planned capital improvement projects throughout REU's
service territory. The current supply contract for these materials is expiring, requiring staff to
solicit new competitive bids.
On February 19, 2026, staff opened bids for Bid Schedule No. 5672. Two responsive bids were
received. Based on a comprehensive evaluation of pricing and responsiveness, OneSource
Supply Solutions submitted the lowest responsive and responsible evaluated bid totaling
$300,795.80 annually. The evaluation confirmed compliance with bid specifications and product
requirements.
Awarding this bid ensures price stability, maintains warehouse inventory levels, and supports
uninterrupted electric utility operations. The recommended contingency authority provides
flexibility for unforeseen operational demands during the contract term.
Environmental Review
This is not a project defined under the California Environmental Quality Act, and no further
action is required.
Council Priority/City Manager Goals
