SUBJECT: 4.11(b)--Award Bid Sched�ule No. 5642 Stillwater Outfall Building -Phase II
Recommendation
Authorize and approve the following actions relative to Bid Schedule No. 5642, Stillwater
Outfall Building—Phase II for the City of Redding Stillwater Wastewater Treatment Plant:
(1) Award the project to the lowest bidder, Converse Construction Inc., in the amount of
$243,041;
(2) Approve an additional$79,000 to cover the cost of administration and inspection fees;
(3) Approve $91,000 for project development costs;
(4) Approve $35,000 to provide construction contingency funding;
(5) Autharize the City Manager, or designee, to approve additional increases in either the
construction management or construction contingency amounts up to a total of$10,000;
and
(6) Find that the project is categorically exempt from environmental review under the
California Environmental Quality Act, pursuant to Section 15301-Existing Facilities and
Section 15303-New Construction or Conversion of Existing Structures.
Fiscal Impact
Stillwater Outfall Building — Phase II (Project) is fully funded by the Wastewater Utility. The
project was included in the approved Budget for Fiscal Year 25-26.

Project cost components are estimates and allowable shifting of the project development,
construction, construction management, and construction contingency funds may be necessary to
balance the project within the approved budget.
Alternative Action
The City Council (Council) may choose not to award the bid for the project and provide staff
with alternate direction. If the project is not awarded, the wastewater treatment plant outfall
building will continue to use the existing undersized electrical system. The existing system wi11
continue to prohibit the necessary electrical load for the dechlorination process, analytical
equipment, and security measures for the site. In addition, staff will need to continue to provide
augmented power via a portable electrical generator.
Background/Analysis
Attached is a project tabulation of bids received and opened on February 12, 2026. The low bid
in the amount of $243,041 was received from Converse Construction, Inc. of Redding,
California. The engineer's estimate was $255,000. Total project development costs for this
project are estimated to be $91,000. Project development costs include engineering, surveying,
right-of-way, environmental, and consultant services.
The project includes modifications to the Stillwater Wastewater Treatment Plant to provide
electrical power to the existing outfall building via a new electric service. The modifications
include disconnecting existing feeder conductors, as well as providing and installing new service
entrance equipment, a 50-kW backup propane generator, automatic transfer switch, cond�uit,
conductors, and other miscellaneous electrical improvements. In addition, site improvements
incl�uding a new propane tank, chain link fencing, and light poles will be installed.
Environmental Review
Staff has determined that the project quali�es as categorically exempt from environmental
review under California Environmental Quality Act Guidelines Section 15301-Existing Facilities
and Section 15303-New Construction or Conversion of Existing Structures. Class 1 exemptions
include the minor alteration of existing public and private facilities, equipment, and
topographical features. Class 3 exemptions consist of construction, conversion, and location of
new small facilities, structures, and equipment. The facility modification and improvements wi11
enhance reliable service for public health and safety, and will not result in expansion of use.
The action area has been reviewed and does not have significant values for wildlife habitat or
other environmental resources. The project has no potential to have a significant effect on the
environment.
