Fiscal Impact There is no fiscal impact by adopting the resolution. AZteNnative Action The City Council could decline to adopt a resolution declaring April as Fair Housing Month. Background/Analysis The City of Redding (City) has histarically recognized April as Fair Housing Month. The City and Legal Services of Northern California, along with other Shasta Fair Housing Alliance partners, collaborate regarding educating the community about fair housing laws. The purpose of Fair Housing month is to bring awareness and educate citizens and landlords about their rights and responsibilities with respect to discrimination based on race, color, ancestry, national origin, religion,physical disabilities, gender, age, and maritaUfamilial status. Since 2020, due to the advancement and availability of online meetings, Fair Housing training and information is provided to the community in an online format. The City continues to offer year-round education materials to the community and staff is working with Legal Services of Northern California to co-host a workshop on-site in 2027. EnviNonmental Review Declaring April as Fair Housing Month is not a project as defined under the California Environmental Quality Act and requires no further action. Under the National Environmental Policy Act, administrative and management activities are considered exempt activities that require no further action. Attachments Resolution-Fair Housing Month Apri12026 RESOLUTION NO. 2026- A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF REDDING DECLARING APRIL AS "FAIR HOUSING MONTH" WHEREAS, Title VIII o�the 1968 Civil Rights Act(Federal Housing Law)prohibits discrimination in the sa1e, rental, leasing and financing of housing or land to be used for the construction of housing or in the provision of brokerage services because of race, color, ancestry, national origin, religion, physical disabilities, gender, age, and maritaUfamilial status; and WHEREAS, it is the policy of the City of Redding to implement programs to ensure equal opportunity in housing for a11 persons regardless of race, color, ancestry, national origin, religion, physical disabilities, gender, age, and maritaUfamilial status; and WHEREAS,the City of Redding will assist all persons who feel they have been discriminated against because of race, color, ancestry, national origin, religion, physical disabilities, gender, age, and maritaUfamilial status to seek equity under federal and state laws by providing informational material and the necessary forms to file a complaint with the California Department of Fair Housing or the U.S. Department of Housing and Urban Development; and WHEREAS, the City of Redding annually distributes informational brochures and letters with current regulations to landlords and real estate agents to make them aware of their respective responsibilities and rights; and WHEREAS, the City of Redding, in conjunction with various federal, state, and local entities, has selected April as an opportunity to educate the community on its rights and responsibilities as tenants and landlords; NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of Redding hereby declares April as"Fair Housing Month"in the City of Redding as part of the national effort to educate tenants and landlords on their rights and responsibilities under the Federal Fair Housing Law.
