Fiscal Impact The typical cost of the Vaughan RotamixSystemOO (System) ranges between $80,000 to $95,000 per unit. The purchase of this System is purchased as needed. AZteNnative Action The City Council (Council) may choose not to make a finding to sole source a11 Vaughan RotamixSystems�. The City of Redding (City) would then use the practice of incorporating various brands or "or equal"products procured by low bid per PCC 3400(b). This would require additional inventory, training and other additional costs for each brand or trade name. Background/Analysis The System is a mechanical hydraulic system that is used in sludge tanks, digesters, and other similar applications with several features to keep the City wastewater operations running efficiently. This System allows for continued mixing of the digesters without moving parts inside the tank creating a reliable, low maintenance and cost-effective system. The Wastewater Utility currently has this System in use within all three primary digesters at the Clear Creek Wastewater Treatment Plant. The current upgrades needed on the secondary digester with the Redding Organics Diversion to Energy Operations (RODEO) Project will require a mixing system to be installed. Staff recommends matching the currently installed equipment within the primary digesters in order to maximize spare parts, training and efficiency. Report to Redding City Council February 26,2026 Re: 4.11(d)--Approve the Sole-Source Purchase of the Rotamix Mixing System Page 2 In accordance with Public Contract Code Section 3400(c)(2), the Council may make a finding for a material, product, or service by specific brand or trade name in order to match other products in use on a particular public improvement completed or in the course of completion. Such finding would allow the benefits described above to be realized and are in the best interest of the City.
