A1so present: City Attorney Christian M. Curtis; Interim City Manager Steve Bade; Gity Clerk Sharlene Tipton, and Executive Assistant II B�-in Barnhart. FUBLIC HFARINGS 2.1, public Heari�g to consider Appeal Applicatron (APPL-2025-01�38) regarding Tentative Subdivision Map Application (5�2025-00613), The Peaks Subdivision, for the development of a residential subdivision consisting af 120 single-family lots on a 114�acr� parcel located at'850 Quartz Hili R�aad in�n"RS-2.5"Residential Single-Family I�istrict. An overview of the Report to City Cauncil (staff repart), and a PawerFoint presentati�n, both incarporated herein by reference, was pz-avided in tand�m by the following City of R:edding I�epartment Directc�rs and staff: Interim City Manaber Steve Bade, Develapmer�t Services Director Jeremy Pagan, Seniar Planner David Sehle�el, Deputy Fire �hiefJFire Marshal Jay Sumerlin, and Public Work Director Michael �Webb: The hour�f 6:33 p.m. having arrived, Mayor Littau opened the Public Hearing. The follaw�ng spoke in opposition to upholdin� the denial of the appeal: L}on Fanel; Melvin Nordstrom, Charley Finch, Noe1 Van Slyke, 3ack Baker, Sara Thomas, Patrick Archer, Nick Gardner; Sheryl B�ilock; Rich Bullock, I�ave Law, 17avid Ledaer, Todd Buck, Marla Shipmen, and Rodney Philips. Leanord Bandell, Attorney at Law, prcavided a handout r�ferred to as Letter that contained 10 exhibits; incorporated herein by reference. G�uncil M�mber Mirnns left�ham�e��s c�t ?;1=��:rn. anc�returned tt�charnbers at 7:�16 p.rrz. Mayor Littau determined that no one else present wished to address this matter and closed the Public I�earing: The Affidavit c�f Publicatican—Notice af Public Hearing is on file in the C)ffic�of the City Clerk. Mayor Prfl Tempore Resner made a motian to cantinue this item to a future date to allow Council Members time to review the Letter provided by N1r. Bandell. A discussian am�ngst th� Council ensued. In response to Vice Mayor Dhanuka, I�eputy Fire Chief/Fire Marshal Sumerlin advised Council that the appellants' concerns were primarily regarding wildfire and eVacuations, �-Ie explained that they worked with the Iatest technology to create a model system with the most severe weather paitems and cc�nditions to sirnulate what a proper evacuation would need, Based on the znodels; the City's subdivision map would exceed the standards far ingress and egress for both safety personnel, the residents af the neighborhQod, and its surroundings. In response to Council Member Audette's questians, K2 Development CEO Allen Knott explained that as the retained develaper by the Cityr of Redding, the company has designecl the subdivision with the following featui:es: fire resiliency, inclusian of fire har-dening measures, keeping a five-foat nc�n-com�ustib�e space around the homes, and will include a landscape�naintenance district. In response to Council'� cancerns regarding building a bridge to connect Buenaventura to the subdivisit�n,I)irectar Webb and Directar Pagan eachhighlighted the long-term studies, and exponential costs for build�ng. 1�104f2025 152 Mayor Littau advised that Council would take a 10-minute recess. Upon returning from the recess; a discussion amangst the Council ensued. Council Member Resner rescinded her previous mc�tion to cr�ntinue the item. In respc�nse ta Council Member questic�ns, City Attomey Curtis and I)evelc�pment Services I�irector Pagan cc�nfirmed that inclusion of the Council's direction ta require 30-ft setbacks on lot nas, 72, 73, 77, and 78, can be accomplished administratively as a Director 1eve1 change ta the map later on. A M�TION WAS Ii� E by Council Member Munns, seconded by Council Member Resner, to: (1) deny Appeal Application (APPL-2025-01438) and uphold the Planning Commissian approval of Tentative Subdivision Map Application (5-2025-00613) for The Peaks Subdivision,therefare:(a)finding the project statutorily exempt under the California Enviranrnental Quality Acta (b) determining the necessary findings for approval are in evidence; (c) approving Tentative Map Application{5-2025-(30b13},for The Peaks, a 120- lt�t, single-family residential subdi�ision on 114 acres on property lacated at 850 +Quartz Hill Road; and (2) directed staff to include changes ta the tentative subdivision map to include 30-ft setbacks for subdivision lot nas. 72; 73, 77, and '7$.
