Recommendation
Authorize and approve the following:
(1) Approve and authorize Redding Electric Utility Director to execute Western Area Power
Administration Contract No. 25-SNR-03267, Contract for Interconnection and
Transmission Service for the Whiskeytown Power Project;
(2) Acknowledge that, pursuant to Resolution No. 97-203 and Resolution No. 93-018, the
Redding Electric Utility Director is authorized to enter into enabling transmission service
agreements and to approve transmission service transactions conducted under the terms
of Contract No. 25-SNR-03267;
(3) A�uthorize the Electric Utility Director to approve substation maintenance and related
costs associated with Contract No. 25-SNR-03267 for the ten-year contract term in a total.
amount not to exceed $1,215,000, which includes a contingency of fifty percent; and
(4) Autharize the Redding Electric Utility Director to approve non-substantive contract
amendments and administrative changes related to Contract No. 25-SNR-03267 that are
not otherwise authorized under Resolution No. 97-203 or Resolution No. 93-018,
provided such changes are consistent with the terms and conditions approved herein and
do not increase the authorized not-to-exceed amount.
Fiscal Impact
Sufficient funding exists within the Redding Electric Utility Transmission Operations and
Maintenance budget to support the substation maintenance costs associated with Contract No.
25-SNR-0326'7. The recommended not-to-exceed authorization establishes a long-term funding
framework for maintenance obligations over the ten-year contract term and includes a
contingency to address inflationary pressures and unforeseen maintenance requirements.
Ongoing substation maintenance costs will be incorporated into future Electric Utility budgets
beginning in Fiscal Year 2027 as part of the normal annual budget adoption process. No budget
amendment is required as a result of this aetion.

Alternative Action
The City Council may choose not to approve the contract and provide alternative direction. If the
contract is not approved, the City of Redding (City) would lose the ability to transmit energy
from the Whiskeytown Power Project to the City's electric system upon expiration of the
existing transmission arrangement. Loss of transmission access would materially impair the
Electric Utility's ability to serve customer load, comply with applicable clean energy and
renewable portfolio requirements, and maintain reliable electric operations. In addition, the
inability to deliver generation from the Whiskeytown Power Project would require increased
reliance on market purchases to meet system demands.
Background/Analysis
The City owns and operates the Whiskeytown Power Project, a hydroelectric generation facility
interconnected with the federal Central Valley Project (CVP) transmission system operated by
the Western Area Power Administration. Transmission service is required to deliver power
generated at Whiskeytown to the City's electric system. Western Area Power Administration
(WAPA) has historically provided this service under a prior transmission agreement between the
City and the Western Area Power Administration, Contract No. DE-MP65-83WP59079 (C-
1749), executed in 1984 and scheduled to expire in February 2026. The expiration of this
contract necessitates the execution of a successor contract to ensure continued transmission
access.
Contract No. 25-SNR-03267 establishes a new long-term interconnection and transmission
service arrangement between the City and WAPA. The contract functions as a master services
agreement, allowing the City to continue purchasing transmission service under applicable
WAPA rate schedules. City Council has previously granted authority for this type of contractual
framework through Resolution No. 93-018, adopted in 1993, which authorizes the Electric
Utility Director to approve transmission service purchases and related transactions. Resolution
No. 97-203, adopted in 1997, further authorizes the Electric Utility Director to enter into
enabling or master service agreements for electric power and transmission, subject to approval as
to form by the City Attorney.
In addition to continuing transmission service, the new contract includes provisions requiring the
City to fund operation and maintenance of the Whiskeytown 230-kilovolt Substation. This
substation is dedicated to serving the Whiskeytown Power Project, and WAPA performs all
maintenance activities on behalf of the City. During recent reviews associated with renewal of
the transmission agreement, WAPA identified that the City, as the sole bene�iciary of the
substation, had not been billed for ongoing maintenance activities under prior contractual
arrangements. To correct this oversight and clearly assign responsibility for future maintenance
costs, the updated contract expressly requires the City to fund substation maintenance. Annual
maintenance scopes and estimated costs are documented in Exhibit B to the contract and are
subject to periodic updates based on actual conditions and system needs.
Because the obligation to fund substation maintenance represents a long-term financial
eommitment that was not previously authorized or contractually defined, additional City Council
approval is required. While City Council has previously authorized the Electric Utility Director
to enter into enabling transmission agreements and approve transmission service transactions
under Resolution No. 93-018 and Resolution No. 97-203, those resolutions do not expressly

address or authorize direct payment of operation and maintenance costs for a dedicated
transmission substation. The substation maintenance obligation represents a non-tariff, asset-
specific cost rather than a transmission purchase made under a public rate schedule. Staff
therefore recommends authorizing the Electric Utility Director to approve annual and additional
maintenance costs over the ten-year contract ter�n, subject to an overall not-to-exceed amount
and contingency, while preserving City Council oversight for expenditures exceeding the
authorized limit.
The Whiskeytown Power Project provides approximately 3.5 megawatts of owned, baseload,
carbon-free hydroelectric generation and produces roughly 26,000 megawatt-hours of energy
annually, as reflected in the City's 2024 Integrated Resource Plan. As an eligible renewable
resource, the project supplies energy, capacity, and renewable attributes that contribute to system
reliability, reduce reliance on market purchases, and support compliance with state clean energy
and carbon-reduction mandates. When considering avoided wholesale energy costs, capacity
value, and renewable compliance benefits, the annual value of the Whiskeytown Power Project
to the City's electric system is estimated to be approximately $1.6 million per year, based on
avoided market purchases and renewable compliance value. Over the ten-year term of the
proposed contract, the value of energy and attributes provided by the project substantially
exceeds the projected cost of substation maintenance, making the additional maintenance
obligation de minimis by comparison and a prudent investment in the continued operation of a
critical City-owned renewable resource.
Approval of the contract and associated maintenance authority will ensure uninterrupted
transmission service for the Whiskeytown Power Project, support reliable electric operations,
and establish clear fiscal controls for long-term maintenance obligations.
Environmental Review
This action is categorically exempt from the California Environmental Quality Act (CEQA)
pursuant to CEQA Guidelines Section 15301 (Existing Facilities), as it involves the continued
operation and routine maintenance of an existing electrical transmission substation. The approval
of the contract does not authorize expansion of the facility, new construction, or a change in use,
and no physical changes to the environment are anticipated as a result of this action.

11 This Contract 25-S R-03267 (Whiskeyfiown Contract) is made this ,
12 pursuant to the Acts of Congress approved June 17, 1902 (32 Stat. 388); August 26,
13 1937 (50 Stat. 844, 850}; August 4, 1939 (53 Stat. 1187); August 4, 1977 (91 Stat. 565);
14 and acts amendatory or supplementary to th� foregoing Acts; between the United
15 States of America, acting by and through the Administratar, Qepartment of Energy,
16 WESTERN AREA POWER ADMINISTRATION, hereinafter called WAPA; and the CITY
17 O� REDDING, hereinafter called Redding, also hereinafter referred ta individually as
1$ Party and together as Parties, pursuant to the same authorities as the Contract.

21 2.1 WAPA operates an electric power system, including generation and
22 transmission facilities as part of the Central Valley Project (CVP).

24 2.2 Redding is a preference customer of the Sierra Nevada Region and
25 receives direct service from the Federal CVP Transmission System.

27 2.3 The Federal Energy Regulatory Commission issued on March 10, 1983,
28 an Order Issuing License to Redding authorizing construction of the

1 Whiskeytown Dam Power Plant Project, hereinafter called the Whiskeytown
2 Power Project, on lands of the United States and administered by the U.S.
3 Department of the Interior, Bureau of Reclamation in relative proximity to
4 Whiskeytown Dam, a Federal dam which had been authorized as a component
5 of the CVP.

19 4.1 This Cantract shall became effective on February 16, 2026, and, unless
20 terminated earlier as provided herein, shall remain in effect for ten (1 Q) years.

22 4.2 Redding or WAPA may term�nate this Contract at any t�me during its term;
23 Provided, that Redding or WAPA shall give ninety (90) days advance written
24 notice to the other party.

26 4.3 Within thirty (30) days after termination of this Gontract, Redding shall
27 disconnect its facilities from the Transmission Facilities of WAPA in a manner
28 safiisfactory to WAPA.

1 4.4 Prior to the expiration of this Contract, the Parties may negotiate in good
2 faith to continue this arrangement, under mutually agreeable terms and
3 canditions.

6 As used herein, the following terms whether singular or plural, or used with or without
7 initial capitalization, shall have the following meanings:
$ 5.1 6iFirm Transmission Service" means that transmission service which will be
9 available to Redding pursuant to Section 7 of this Contract.

12 Exhibit A (Single Line Diagram).

15 conductor at Whiskeytown disconnect 101 with the Transmission Facilities of
16 WAPA.

1$ 5.4 66Transmission Facilities" means those switches, conductors, poles or
19 towers, transformers, metering, relays, and other related equipment, rights-of-
20 way or structures, specifically acquired and installed to interconnect the
21 Whiskeytown Power Project to WAPA's Garr-Keswick #1 and #2 230-kV
22 Transmission Lines.

5 WAPA shall provide Firm Transmission Service from the Point of Receipt to the Point af
6 Delivery. Firm Transmission Service required for delivery of Whiskeytown Power
7 Project pow�r ta Redding will be supplied continuously except far interruptions or
$ reductions due to Uncontrollable Forces or operation of devices insfialled for power
9 system protectian, ar for temparary planned interruptions or reductions which, as
10 determined by WAPA, are necessary or desirable for the purposes of maintenance,
11 repairs, replacements, installation of equipment, investigation, inspection or operation of
12 the existing GVP transmission system in the areas affected by the Whiskeytown Power
13 Project.

15 8. LI T I T T:
16 8.1 WAPA hereby grants Redding or its agent a license to interconnect its
17 Whiskeytown Pawer Project to WAPA's Transmission Facilities; Provided, that
18 Redding herby agrees that it shall not, withoufi priar written agreement between
19 Redding and WAPA, make any changes, other than those specified in this
20 Contract, to the facilities governed by this license, including interconnecting of its
21 Whiskeytown Power Praject with that of a third party or allowing third-party use,
22 which may affect operation of WAPA's Transmissian System.

24 8.2 If, at any time during the term af this license, changes or additions need to
25 be made to WAPA's facilities to maintain the reliability or cantrol af WAPA's
26 transmission system, and said changes or additions are entirely or partially the
27 result of the intercannectian provided hereunder, such changes or additions shall
28 be made by WAPA with all costs ar a proportionate share of all costs to be paid

1 by Redding. Redding will be notified in writing of the necessary changes or
2 additions and the estimated costs to be paid by Redding. If Redding refuses to
3 pay its share of the actual and reasonable costs, WAPA shall have the right, on
4 sixfiy (60) days' written natice, to terminate this license.

6 8.3 Within thirty (30) days after termination of the license, Redding shall
7 disconnect its facilities from the Transmission Facilities of WAPA in a manner
8 satisfactory to WAPA.

11 Redding shall be responsible for electric power metering equipment requirements and
12 power measurement data in accordance with Section 11 of Redding's Interconnected
13 Operations Agreement 23-SNR-Q2969.

16 10.1 WAPA shall account for transmission and lasses from the Paint of Receipt
17 to the Point of Delivery.

19 10.2 Capacity and energy, as metered at the Point of Receipt, shall be
20 decreased by the sum of one (1) percent to account for transmission losses
21 between the Point of Receipt and the Point of Delivery, and one (1} p�rcent to
22 account for the transformation losses at the Point of Receipt.

25 11.1 At Redding's expense, and as provided for in Exhibit B, WAPA shall

1 11.2 Exhibit B to this Contract sets forth the maintenance services pravided by
2 WAPA and the annual costs far providing such services.

4 11.3 All work relafied to WAPA's Whiskeyfiown Substation under this Contract
5 shall only be completed by WAPA or its contractars.

$ 12.1 Transmissian Service:
9 Redding shall pay the applicable WAPA charges for Firm Transmission Service
10 over WAPA's transmission system between the oint af Receipt and the aint af
11 Delivery in accardance with rate schedule CV-T4, "CVP Point-to-Point
12 Transmission Service" attached hereto and made a part hereof ar its
13 successor(s).

15 12.2 Maintenance:
16 12.2.1 Redding shall pay WAPA the annual substation maintenance
17 charge as set forth in Exhibit B as an advance for the annual estimat�d
18 maintenance cost.
19 12.2.2 By September 1 st, WAPA shall review the charges for substation
20 maintenance and shall modify Exhibit B to include the appropriate charges
21 to be billed to Redding.
22 12.2.3 Upon execution of this Contract, WAPA will submit an invoice
23 based on Exhibit B fio Redding far the substation maintenance ta be
24 perFormed in the calendar year. Redding shall pay the invoice in
25 accordance with the instructions on the invoice.
26 12.2.4 Each subsequent year during the term of this Contract, WAPA
27 shall review the charges for substation maintenance and shall modify
28 Exhibit B as necessary to reflect the updated cost estimate and actual

1 maintenance work plan. On or before November 15th of each year during
2 this Contract, WAPA will submit an invoice based on Exhibit B to Redding
3 for the forthcoming year. Redding shall pay the invoice in accardance with
4 the instructions on the invoice. If the cosfi to perForm the work under
5 Exhibit B was less than the amount advanced, such excess shall be
6 credited against, and shall reduce, Redding's payment for maintenance for
7 the succeeding calendar year.
$ 12.2.5 All amounts advanced by Redding far the substation maintenance
9 as set forth herein shall be collected inta a WAPA-managed non-interest
10 bearing trust account in the U.S. Treasury. if, at any time, WAPA
11 determines that its casts to perform the wark under Exhibit B will exceed
12 the initial cast estimat�, and the remaining account balance will not be
13 sufficient to complete the work, WAPA shall notify Redding. This
14 natification will explain why additianal funds are necessary and provide a
15 summary of costs WAPA incurred to date prior to its determinatian of
16 insufficient funding. After providing such notification to Redding, WAPA
17 will send an invoice to Redding for any additional funding needed. Per the
18 invoice instructions, such additional fiunding shall be due within ten (10)
19 business days of the date of the invoice. Failure an the part of Redding to
20 advance the additional funding requested by WAPA shall result in a delay
21 ar cessation of all work by WAPA under Exhibit B. WAPA has no
22 abligat�on to perform or complete the work without sufficient advance
23 funding from Redding.
24 12.2.6 Any funds advanced by edding pursuant to Exhibit B to this
25 Contract in excess af the actual total cost incurred by WAPA at the
26 termination of the Cantract will be returned to Redding within ninety (90)
27 days of termination.

1 12.3 For major repairs, replacements, modifications, or retirement of the
2 Whiskeytown Substation, WAPA will advise Redding of the �stimated cost; and
3 Redding, upon receipt of such estimate, will pay WAPA in advance the full
4 amount af such estimate. WAPA reserves the right to make major repairs,
5 replacements, or modifications without notice in emergencies; pravided,
6 however, that WAPA shall notify Redding of all emergency actions as soon as
7 practicable. If the cost, including overhead expenses allocable thereto, is greater
8 than the amount advanced by Redding for such replacements, Redding shall pay
9 the difference, within ten (10) days, upan written notice by WA A. If the cost is
10 less than the amount advanced, such excess shall be credited against, and shall
11 reduce, Redding's payment for maintenance for the succeeding calendar year. If
12 th� excess funds remaining at the end of any calendar year �xceed the follawing
13 calendar year's estimate for maintenance work, as shown in Exhibit B, WAPA
14 shall first use such excess funds to credit Redding for the following calendar
15 year's costs for maintenance work; and second, WAPA shall refund any amount
16 remaining without interest to Redding. WAPA shall have no obligation to perform
17 any work hereunder in the ev�nt sufficient funds are not advanced by Redding.

20 Any notice, demand or request provided far in this Contract shall be deemed properly
21 served, given or made if d�livered in person, by United States mail, postage prepaid, or
22 electronically, to the Autharized R�presentatives specified in Exhibit C.

25 14.1 A dispute between Redding and WAPA, WAPA and a third party, or
26 Redding and a third party, shall not be a proper basis for withholding payments
27 or credits billed under this Contract.

1 14.2 Redding and WAPA shall meet and agree upan a reasonable resolution
2 for disputes involving the aperation, scheduling, dispatching and ather technical
3 or contractual aspects ofi fihe Whiskeytawn Pawer Project.

5 15. I LITY:
6 In the event that any material term, covenant, or condition of this Contract, or the
7 application of such material term, covenant or conditian, shall be held invalid as to any
$ person ar circumstance by any court having �urisdiction, the Parties shall have ninety
9 (9Q) days, or such other time as agreed by the Parties, to negatiate pravisions which
10 restore the benefits and burdens of this Gontract between the Parties. If the Parties fail
11 to agree on such provisions, this Contract shall terminate and be of no further force or
12 effect; except that obligations to pay for servic� rendered hereunder shall remain until
13 safiisfied.

15 16. IT :
16 Each Party shall maintain appropriate records and supporting documentation applicable
17 ta the provisions of this Contract. Such records and supporting docum�ntation shall be
18 retained for at least three (3) years after the close of the calendar year. Upon written
19 request and reasonable notice, each Party agrees to provide to the ather Party access
20 to such records and supporting documentation for review and inspection. The records
21 and supporting docum�ntation may be inspected and copied, at the r�questing Party's
22 exp�ns�, any time during regular affice hours. Any exceptions noted in any audit
23 process will be fo arded to the audited Party for review and response. The audified
24 Party agrees ta respond within sixty (60) days after receipt of any such exception. Any
25 adjustments to records and supporting documentation as result of an agreed audit
26 exception shall be made for the periad ta which such exception applies.

1 17. F ILITY:
2 It is not the intent of the Partces that this Contract confer any rights on third parties to
3 enforce the provisions of this Contract except as required by law or express provision in
4 this Contract. Except as pravided in this Section, this Contract may be enforced, or
5 cause to be enfarced, only by WAPA, Redding, or their successors or assigns.

$ The General Power Cantract Provisions (GPCP), effiective July 17, 2025, attached
9 hereto, are hereby made a part of this Contract, the same as if they had been expressly
10 set farth herein.

13 Inasmuch as the Single Line Diagram, aintenance Services and Casts, and
14 Authorized Representatives existing under this Cantract will vary during the term hereof,
15 they will be set forth in Exhibits A, B, and C respectively. Each of said Exhibits shall
16 become a part of the Contract during the term fixed by its provisions. Exhibits A, B, and
17 C are attach�d hereto, and each shall be in force and effect in accordance with its terms
18 until superseded by a subsequent exhibit.

21 Each individual signing this Cantract certifies that the Party represented has duly
22 authorized such individual to execute thes Contract that binds and obligates th� Party.

25 This Contract may be executed in any number of counterparts and, upon execution and
26 delivery by each Party, the execut�d and delivered counterparts togeth�r shall hav� the
27 same force and effect as an original instrument as if all Parties had signed fihe same

(Maintenance Services and Costs)
1. This Exhibit B to be effective under and as a part of Contract 25-SNR-03297
(hereinafter called the Contract), shall become effective upon execution of the Contract
and shall remain in effect unfiil superseded by anather Exhibit B; Provided; That this
Exhibit or any superseding Exhibit B shall be terminated by the termination of the
Contract.
2. WAPA shall, at Redding's expense, perFarm maintenance services and
replacement of equipment at the Whiskeytown Substation.
3. Maintenance Services Provided:
3.1 WAPA shall maintain, inspect, repair, or replace the WAPA-owned 230-kV
transmission line equipment, structures, ar other appurtenances at WAPA's
Whiskeytown Substation at Redding's expense.
3.2 Upan request and mutual agreement, WAPA shall provide maintenance
and financial reporting, participate in meetings, review and develop contractual
documents, and provide other administrative tasks related to the administration
and implementation of the Contract.
4. Budgeted Maintenance Costs: Below are the annual estimated maintenance
costs for CY 2026 through CY 2030.

curtailment, Provided; That, all of the following conditions are first met:
(1) All of Western's power imports into Northern California are curtailed;
(2) All of Western's energy purchases inside Northern California, which have a
price equal to or greater than the price of Whiskeytown Power Project energy,
are curtailed; (3) All of Western's energy purchases from non-hydroelectric

then be added to the metered energy and payment for the estimated energy shall
be made in the same manner as energy actually metered. Western agrees to
provide maximum practicable advance notice to the City of an impending
curtailment of the Whiskeytown Power Project.
A.5 Prices: The prices to be paid by Western for Whiskeytown Power

WHEREAS, in order to maximize the benefits associated with
the short-term power market, the City of Redding' s Electric
Utility operating personnel need the flexibility to make
purchases, sales, �nd exchanges of power, transmission capacity,
and other Electric Utility-related ,commodities available hour-by-
hour in the short-term (c�ne year car less) power market, and
WHEREAS, in order ta �nsure tha� transactions in the short-
term power market can be accomplished prc�mptly, and to ensure

RESOLUTION NO. 97-�
A RESOLUTION OF THE CITY CO�JNCId� OF THE CITY OF
REDDING AUTHORIZING THE ELECTRIC UTILITY TO ENTER INTO
ENABLING AGREEMENTS IN ORDER TO AAVE ENHANCED
WHOLESALE MARKETING CAPABILITY.
WHEREAS:
A. City Council Resolutian No. 93-18 provided the Electric Utility with the
authority to buy and sell electric pawer in the wholesale market on a real-time basis; and
Resolution No. 96-138 provided the authority for the purchase, sale and exchange of fuel
supplies in the short-term market.
B. The California Legisl�ture passet� Assembly Bill 1890 (AB1890) creating the
California lndependent System Oper�tor (ISO) and the Power Exchange (PX); the operation of
both is scheduled to begin 7anuary l,� 1998.
C. The operating protoct�ls of the ISO and PX remain undefined in total, and its
impact on the City's ability to function as in the p��t is not cl�arly delineated.
D. The Western Area Power Administration has served n€�tice of cancellation of its
long-term firm power purchase from the City of Redding.
E. The City's load growth has not kept pace with past�rojections.
F. The changing conditions and uncertainty surrc�unding the wholesale electric
power market have created a need for the City's Electric Utility to have sufficient operating
flexibility to be able to deal with the rapidly-changing wholesale electric market.
NOW, THEREFORE, IT IS HEREBY RESOLVED by the City Council of the City
of Redding that:
l. ; It is in the best interests of the City's Electric Utility customers that the Electric Utility ��
have enhanced wholesale marketing capability.

2. The City Manager, the Electric Utility Director, or their designees are hereby �
authorized to enter into and sign enabling agreements on behalf of the City of Redding, �
subject to approval as to form by the City Attorney, which: �

a. Are of indefinite length and cancelable on not more than one year's written
notice; and
b. Will provide the City's Electric Utility with the ability to perform and/or
acquire brokerage services and/or marketing services to perform the following
in the wholesale markets:
(1) Purchase and/or sale of electric power.
(2) Purchase and/or sale of transmission for electric power.
(3) Purchase and/or sale of fuel.
(4) Purchase and/or sale of transportation of fuel.
(5) Exchange of power for fuel.
(6) Ex�hange of fuel for power.
(7) `Purch�se and/or sale of options to purchase or sell electric power.
3. The Electric Utility Director c�r ;his designee is authorized to approve—in ancillary
documentatic�n—the transactions contemplated under the terms and conditions of any
executed enabling contract.
4. Any transactions u�ith the New Yark Mercantile Exchange (NYMEX) shall be limited
and controlled as c�escribed in Attachrnertt A attached hereto and made a part hereof by
reference.

ATTACHMENT A
NYMEX POWER SALES AND PURCHASE CONTRACTS
Transactions on the NYMEX for sale or purchase of electric power for the City of Redding's
account shall be governed as follows:
1. Only the City Manager, the Electric Utility Director, or their designees shall authorize
any transactions for the City's account. .
2. Initial sale price shall b� �qual to or greater than the weighted average price the
City is requir�d #c� pay by �xi�ting long-term contracts for the surplus energy
delivered to the California-Ore�c�n border or other points of delivery. The sale of
contracts for�uture delivery of el�ctric power shall not exceed the maximum number
of contracts which can be fulfi(led by the City's take-or-pay power purchase
contracts. (,�t this time, November 1997, that number is 23 contracts per month.
The energy cc�t�ld be supplied from the MSR/BPA and PacifiCorp/City of Redding
contracts.)
3. All transactions for which the cielivery period:is at least one full month, but not more
than eleven full months int�a the future, shall begin with the sale of contracts for
electric power which is surpfu� to the �xpected r�eeds of the City's electric utility.
4. Surplus electric power sold pursuant ta Nc�. 3, abo�r�, shall not be repurchased
unless at least one of the following cc�nditions exist�: '
a. The City's need for power h�s increas�d.
b. The wholesale sales require additional power.
c. The price of electric power for a month in which the City h�s sold excess
power has declined to 90 percent of the price fc�r which the power contract
was sold.
5. Not withstanding the provisions of No. 4 above, the City Manager, the Electric Utility
Director, or their designees, may sell or purchase contracts or electric power for the
next month as needed to more closely match the City's own load or wholesale
transactions to which the City is a party.
