Recommendation
Authorize and approve the following modification relative to Bid Sched�ule No. 5631 — Furnish
and Deliver Pad-Mounted Distribution Switches for the Redding Electric Utility:
(1) Increase the purchase order awarded to Anixter, Inc. by $128,560.58, resulting in a new
total award amount of$349,817.33 (including applicable sales tax), for the purchase of
five (5) additional pad-mounted switches; and
(2) Authorize the City Manager, or designee, to execute all documents necessary to
implement this action.
Fiscal Impact
The total modi�ied contract amount is $349,817.33, reflecting an increase of $128,560.58 to
procure five additional PME-11 type pad-mounted switches. The original award of$221,256.75,
included a mixed inventory of distribution switches including PME-9 and PME-11 units. This
modification increases the quantity of PME-11 units necessary to replace equipment damaged by
flooding and to support mutual aid commitments.
Sufficient funding is available within Redding Electric Utility's (REU) General System
Improvements budget to accommodate the additional cost. No additional appropriations are
reguired, as these expenditures are anticipated to be �unded through bond proceeds.
Additionally, these costs may be eligible for reimbursement through disaster recovery programs.
Alternative Actzon
The City Council could decline to approve the increased award amount, which would leave REU
with insufficient inventory of PME-11 switehes and increase the risk of service delays during
future equipment failures or new construction.

Background/Analysis
Bid Schedule No. 5631 was originally awarded to Anixter, Inc. for the purchase o�pad-mounted
electrical switches for use by REU. These switches are critical components within the
distribution system and are required for system reliability, emergency response, and support of
new construction. At the time of the original purchase, REU authorized the procurement of two
PME-11 type pad-mounted distribution switches based on normal inventory and usage
proj ections.
On December 21, 2025, flooding in the City of Redding caused multiple PME-11 units to fail,
significantly depleting REU's available inventory. Four PME-11 switches were rendered
inoperable due to flood damage. While staff was able to temporarily restore service by
reallocating one unit from another location and securing two units through a mutual aid request
from the City of Roseville, current inventory levels remain critically low.
As of this request, REU has only one PME-11 unit available to respond to new construction
needs or unplanned equipment failures. In addition to flood-related losses, REU has experienced
higher-than-normal installation rates for PME-11 switches over the past year. Annual usage data
shows increasing demand, with six units installed in 2025 alone.
Compounding this issue are extended manufacturer lead times, currently estimated at 36 to 40
weeks, which limit REU's ability to replenish inventory quickly in response to emergencies. Re-
bidding this procurement would increase the manufacturer lead time up to three months,
potentially leaving REU with critical inventory shortages through the 2026 winter season.
To restore inventory to acceptable operational levels and ensure system reliability, REU
recommends increasing the quantity of PME-11 switches purchased under Bid Schedule No.
5631 from two units to seven units. Anixter, Inc. has confirmed that the original 2025 bid pricing
can be held for this additional quantity through early February 2026, contingent upon timely City
Council approval. Approving this increase will allow REU to address current shortages, prepare
for future emergencies, and support planned infrastructure projects without incurring cost
increases associated with a new bid cycle.
Environmental Review
This is not a project defined under the California Environmental Quality Act, and no further
action is required.

Recommendation
Authorize and approve award of Bid Schedule No. 5631 — Furnish and Deliver Pad-Mounted
Distribution Switehes for the Redding Electric Utility to Anixter, Inc., in the amount of
$221,256.'75.
Fiscal Impact
The purchase of pad-mounted distribution switches was included in the City of Redding Electric
Utility's (REU) General System Improvements Fiscal Year 2025-27 Biennial Budget.
As outlined in the five-year finaneial plan previously presented to the City Council (Council),
funding for these improvements, including General System Improvements, was anticipated to be
funded by bond proceeds. Should capital expenses associated with these efforts exceed the
approved budget, staff will return with recommendations for any necessary budgetary
adjustments.
Alternative Action
The Couneil could direct staff to rebid the purchase or provide alternative direction to staff.
BackgNound/Analysis
This bid enables REU to procure pad-mounted distribution switches to maintain stock levels and
ensure availability for capital projects, system expansions, and unplanned replacements due to
equipment failures. Switches are critical components for sectionalizing the electric grid, isolating
faults, and ensuring the reliability of service to customers. Maintaining an adequate supply is
essential to provide safe and reliable electric service.

On Thursday, August 21, 2025, staff opened nine bid proposals. In the evaluation process, staff
analyzed the bids based on the bid price and compliance with specifications. The apparent low
bid from Anixter, Inc. contained no deviations to the City's contractual terms or technical
specifications. Anixter, Inc. was determined to be the most responsive bidder and provided the
best overall cost to the City. The award will be issued as a one-time order.
