Builders Inc. in the amount of$189,083; (2) Approve an additional $64,385 to cover the cost of administration and inspection fees; (3) Approve $40,000 for project development costs; (4) Approve $29,000 to provide construction contingency funding; (5) Authorize the City Manager, or designee, to approve additional increases in either the construction management or construction contingency amounts up to a total of$35,000; and (6) Find that the project is categorically exempt from review under the California Environmental Quality Act, pursuant to Section 15301 - Existing Facilities and Section 15302 - Replacement or Reconstruction. Fiscal Impact Phase 4 of the Redding Electric Utility (REU) Substation Fencing Project will be funded through the Redding Electric Utility Fund. The Substation Fencing Project was originally appropriated in the Fiscal Year (FY) 2023-25 Biennial Budget for $2,000,000 in FY 24 and $590,000 in FY 25. The expenditures associated with Phase 4 will be covered within the existing project budget. No additional funding is reguired, and there is no impaet on the General Fund. Alternative Action The City Council (Council) may choose not to award the bid for the project and provide staff with alternate direction. If the project is not awarded, the location will remain as-is and there will be a safety and security risk. Background/Analysis Attached is a project tabulation of bids received and opened on August 28, 2025. The low bid in the amount of $189,083 was received from J.S. Builders, Inc. of Palo Cedro, California. The engineer's estimate was $276,300. Total project development costs for this project are estimated to be $40,000. Project development costs include engineering, surveying, right-of-way, environmental, and consultant services. The project includes the removal of the existing chain link fabric from the posts, rails and gates at the REU Substations located at Moore Road (2163 Fleet Court) and Airport Road (2990 Sylvia Lane) and replaces it with expanded metal panels ensuring increased site security and safety. Envit�onmental Review Staff has determined that the project quali�es as categorically exempt from environmental review under California Environmental Quality Act Guidelines Section 15301-Existing Facilities and Section 15302-Replacement or Reconstruction. Class 1 exemptions include the operation, repair, maintenance, or minor alteration of existing facilities, structures, or equipment involving negligible or no expansion of use. Class 2 exemptions consists of replacement or reconstruction where the new structure wi11 be located on the same site and wi11 have substantially the same purpose and capacity. The feneing replacement will be installed at the existing substation facility, and the project does not involve expansion of facility use. The project has been reviewed for sensitive resources such as threatened or endangered species or their habitats, sensitive vegetation communities, tribal lands, or tribal cultural resources. The project has no potential to have a significant effect on the environment.
