SUBJECT: 9.6(e)--Consider update regarding the Redding Motorsports Park Lease with the
Cit of Redding (Cit ) on Reddin Regional Airport roperty.
Recommendation
Accept an update regarding the Redding Motorsports Park lease with the City for use of City -
owned property located at the Redding Regional Airport; and provide direction to staff.
Fiscal Impact
There is no �scal impact with accepting this report.
Background/Analysis
The City-owned racetracks are located on the northeast side of the Redding Regional Airport
(RDD) with three different tracks (drag strip, motocross dirt track, and kart track) historically
used by four different racing groups (drag racing, Shasta Kart Klub, Redding Supermoto, and
motocross). There is one access point for all racing activities on the north end of the RDD
property. The lack of a second access creates conflicts between the needs of the space for
different user groups, limiting the ability to host concurrent events.
The City of Redding (City) Airports Division and City Attorney's Office reviewed racetrack
license agreements and insurance requirements in 2024. Due to the complexity of the site and the
needs of multiple user groups, the City has determined it to be beneficial to transition toward a
single operating lease agreement, rather than several license agreements. Further driving this
deeision is the requirement for additional insurance above and beyond what is currently carried,
and additional conditions placed on the airport by the Federal Aviation Administration (FAA).

As a result of the 2024 informal complaint filed with the FAA, the City of Redding was required
to establish and confirm a Fair Market Value (FMV) for the property where the drag strip,
motorcycle dirt track, go-kart/supermoto tracks operate. The FMV is to be determined by
appraisal, with the FAA requiring two full appraisals to establish the FMV rental rate. The first
appraisal has been completed and staff anticipates the second appraisal to be completed in Spring
2026. Airport property appraisal services are very specialized and require a significant amount of
research by the appraiser to establish value, and locating an appraiser with the knowledge and
experience required to complete this type of appraisal is difficult.
The intent in 2024 was to complete a new Lease Agreement by the end of the year. Previously,
these groups operated under a License Agreement. The extensions provided to Shasta Kart Klub
and Shasta Supermoto expired and these groups did not meet the City's insurance requirements.
The Redding Drag Strip complied with the requirements which has allowed them to continue to
operate in 2025.
Per Council direction in winter 2025, staff is negotiating with the existing Drag Strip operator,
Redding Motorsports Park regarding the new Lease Agreement to include operating and
managing all motor sports activities on the property. Such activities included are drag racing,
motorcycle dirt track racing, go-cart, and super moto racing. Redding Motorsports Park has
requested activities to expand and include drift racing. The proposals by which Redding
Motorsports Park will operate the go-kart/supermoto track is attached to this staff report.
Lease negotiations were delayed in 2025 due to the FAA request for a determination in fair
market value (FMV) through an appraisal process. This is a result of FAA compliance regarding
a public FAA -Part 13 Complaint. Due to the appraised val�ue exceeding $1M, a second appraisal
is required which is anticipated to begin in January 2026 and completed by Spring 2026.
Language within the lease agreement is complete and ready for City Attorney review. The FMV
is negotiated based on the first appraised value and can be amended based on the second
appraisal should there be a cost differential requiring an adjustment to rates. Staff has included
language within the draft agreement to have the Lessee provide access to Shasta Kart Klub and
Shasta Supermoto for up to eight event days a year as well as for them to schedule and rent the
road course for larger events.
Of concern with the Lessee is the required amount of insurance coverage to lease the racetrack
property. These documents are attached to this staff report for your review. The insurance
reguirements have a direct impact on the fees and hard costs for any fuYure track rentals and club
activities or use.

The proposed lease requires cornmercial automobile liability coverage for awned,hired,and
non-owned vehicles.This requirernent is not appropriate for R�dding Motorsports Park's
operations.Vehicles operating on the premises are confined entirely within the facility
baundaries and do nottraael on public roadways.These vehicles are used exclusrvelyfor
aperational and event-related purposes within a cantrolled environment.
From an insuranse and risk management standpointi,automobile liability coverage is
intended to address expc�sure arising frorn vehicular operation on public roads.That
exposure does nat exist here.On-premises vehicle activity is already contemplated and
covered under Commercial General Liability,which is the industry-standard mechanism for
addressing badily injury or property damage occurring within a fixed facility.
Peer mt�torsports facilities do not universally Carry separate cornmercial automobile
liability policies when vehicles are restricted to private praperty and non-transport use.
Requiring such coverage here duplicates existing protection and exceeds industry narms
without corresponding risk justification.

The proposed requirement for separate pollution liability insurance is similarly
unsupportied by actual exposure.Redding Motorsports Park does not stare,handle,ar
dispase of hazardous materiais in quantities ar rnanners that would trigger enviranmentai
impairment risk beyond incidental,c�rdinary operations.
Fuel used by race vehicles is brought onto the premises by participants and is gaverned by
sanctianing-body rules and safety protocols.The faciliry itself daes not maintain bulk fuel
starage,chemical inventories,or industrial processes that would warrant a stand-alone
pollution liability policy.
In the rnotorsports industry,pollution,liability coverage is typically reserved for facilities

The purpose o�this subrnission is to present objective benchmark data demanstrating that
the proposed insurance requirements materially exceed prevailing rnunicipal,FAA-airport,
and motorsports industry standards and therefore warrant revision.
Redding Motorsports F'ark operates on City-owned land located within an FAA-regulated
airport environment.As such,appropriate peer facilities for risk-management comparison
are those similarly situated on municipal airport property.5amoa Drag;Strip,located on
City-owned land at an FAA-regulated airpart in Eureka,California,represents a directly
comparable facility.
The City oF Eureka requires Samoa Drag Strip to rnaintain Commercial General Liability
insurance in the amQunt af$1,000,000 per oecurrence with a$5,000,400 general aggregate.
That policy is endorsed as primary and non-contributory in favar of the City and includes a
thirty-day notice of cancellation.Notably,the City of Eureka does not require pollution
liab'ility insurance�r separate commercial autamabile liability coverage for Samoa I�rag
Strip,notwithstanding its location on FAA-regulated airport property,
Farnosc�Raeeway,a long-established California motorsports facility,aperates under
substantially similai-liability limits of$1,OOd,00fl per occurrence and$5,00O,OOb aggregate.
The consistency of these limits across both municipally leased FAA airport facilities and
private peer tracks confirms that such limits represent the prevailirtg industry standard.
By contrast,the praposed lease for Redding Motorsports Park would impose a$7,0OO,Oob
per-occurrence liability requirement,as w�ll as additional pallution�nd autornobile liability
coverage obligations.These requirements are not imposed on similarly situated facilities
and are not supported by any demonstrated increase in operational risk,clairns history,or
FAA mandate.
From a risk-managernent and public-policy standpoint,insurance requirements should be
calilarated ta actual exposure and aligned with peer benchmarks.Requirements that
materially exceed industry norms function primarily as risk transfer mechanisms rather
than reasanable safeguards and impose disproportianate financial burdens on the op�rator.
Redding Matorspt�rts Park has operated responsibly and without incident while providing a
valued recreational and;economic benefit to the cornmunity.The Park rernains fully
comrnitted to maintaining eommercially reasonable insur�nce coverage that protects the
City and the public.However,the insurance provisians inthe praposed lease,as currently
drafted,are commercially unreasonable and inconsistent with established municipal leasing

To whom it may concern,
Unfortunately, we are unable to attend such an important meeting
but would love to address our thoughts on the future of Shasta
Karting Klub.
I am stumbling over myself to sound professional so I figured the
best way to address this is to just tialk from the heart.
I'll start wi�h we live quite a dis�ance away, just east of Crater
Lake, Oregon.
Perhaps like some of you, we are grandparents and wanted to do
something special with our two grandchildren, Lailee and Wyatt,
with Gods grace we would be given time to do justi that.
It was very important to us for many reasons. Starting with
teaching our grandchildren sportsmanship, problem-solving, and
yes, driving skills (before they hit our already dangerous roads).
But most importantly for us, it was creating memories, memories
that would last a lifetime for them. Regardless of how old you
are, (I hit the 70 mark last year) I still remember those special
times wlth my grandparents.
We have made a significant �nancial investment (and trust me we
are by no means independently wealthy, but in the same breath,
what is It that they say? You can't take it with you.
We had heard about the Shasta Karting Klub, 5 +/-years ago and
contacted Dan Pellazari and immediately our adventure
began. We had found a racing community (family) that was so
welcoming and over the top helpful, it was an instiant open arms
because everybody was like-minded.
While the grandchildren raced, and without sounding so
melodramatic the smiles on their faces as they saw their Nana and
Papa hanging on the fence cheering them on as they went by was
unexplainable.
Papa was their chief inechanic (although the children were also
taught to start wrenching on their own Karts) all awhile I kept
them fed and was given the title of pit organizer. We all had our
rolls and we were enj oying our latter days with our grandchildren
and visa-versa. It was a perfect �t.
Not only are they trying to take that away from our grandchildren
but these old grandparents as well. I implore you not to take this
away from the younger generation because they are our future
and they need things such as karting to mold them into
responsible adults. For those that will read this please remember
it's not always about money. We all know how that works out in
life sometimes but it's about community and raising decent,
loving and kind future adults.

Dear Mayor and Members of the City Council,
We are writing to respectfully request City Council review and clarification regarding the
handling of the Shasta SuperMoto and Shasta Kart Klub agreements at the Airport facility,
including access restrictions, insurance enforcement, use of club-owned assets, and the
ongoing master lease discussions.
For many years, our clubs operated under an evergreen agreement and were repeatedly told
during discussions with City staff that we were grandfathered in. At one point, we ourselves
proposed terminating our existing agreement solely for the purpose of transitioning
under a master lease, with the clear understanding that our existing terms, schedules, and
programs would remain unchanged and that the master lease holder would act as a neutral
coordinator, not a competing operator.
At no time did the City Council vote to terminate or decline extension of our agreement.
In February 2025, questions were raised regarding insurance structure. At that time, Airport
Manager Andrew Solsvig made the decision to a11ow our club to continue practicing, despite
ongoing insurance discussions. During this same period, the City Attorney raised the
required insurance limits. While those revised limits were still under negotiation, Redding
Motorsports Park continued operating.
Ultimately, our clubs were locked out, despite the fact that we maintained the same industry-
standard insurance coverage that had been accepted throughout our years of operation.
Im�portantly, we provided Airporti Management with documentation showing that otiher
motorsports clubs operating on FAA-controlled airport property are allowed to operate
under the same insurance structure we carry, and that this structure represents the national
standard for SuperMoto and karting events. This information was shared to demonstrate
that our coverage is customary for the sport and compatible with FAA airport operations.
During this same period, Redding Motorsports Park continued operating. In a public
Facebook Live broadcast on January 17, Tony Trimp stated that Redding Motorsports Park
has not been able to meet the insurance structure requested by the City Attorney,
including the higher per-occurrence and umbrella coverage levels, and that its insurer cannot
currently write that policy. Despite this publicly acknowledged limitation, Redding
Motorsports Park continued operating and planning facility changes, while our clubs remained
excluded.
In that same broadcast, Mr. Trimp stated that he was seeking individuals to operate karting
and that Hawk Mazzotta would be running SuperMoto activities at the facility. These
public statements, combined with on-site activity,reflect a shift away from a neutral master
lease concept toward the replacement of long-standing, community-based programs.
In addition, the Shasta Kart Club President recently inspected the facility and doculnented
significant new damage and unauthorized access, including:
• 47 club-owned plastic safety barriers destroyed, up from 28 at the prior inspection
• Continued track surface damage, including missing asphalt and exposed wire mesh
• Unauthorized entry into the scoring tower, which had been left locked
• Use of club-owned barriers and track footprint without permission
• Drift car activity occurring on a footprint not included in Redding Motorsports
Park's contract
We are still assessing whether any property was removed from the scoring tower due to the
number of individuals who have since had access.
Our clubs have remained patient while the Airport worked through FAA matters. IHowever,
the combination of uneven enforcement of insurance requirements, continued operation
by another party, public announcements of replacement programs, damage to club
assets, and the absence of Council-levei review raises serious concerns about fairness,
consistency, and adherence to City Council's previously stated intent that larger operators
not displace long-standing grassroots clubs.
We respectfully request that City Council:
1. Review whether insurance and access standards have been applied consistently
2. Halt unauthorized use of club-owned assets and facilities
3. Address track damage and security breaches
4. Clarify the status of our grandfathered evergreen agreement
5. Ensure that any master lease structure preserves neutrality and protects existing
programs
This facility was built and maintained by volunteers, families, and community clubs over
decades. We are not asking for special treatment, only that commitments made during
negotiations be honored and that long-standing programs be treated equitably.
