Phurus pronounced (Pood-uus) has a dual meaning of heart and reflection, Topi pronounced(Toe-pee) means place. Fiscal Impact The Redding Cultural Overlook project (Project) is grant funded. Expenses for new signage and updates to the City of Redding (City) website will be paid with grant funds. There is no General Fund impact. AZteNnative Action The City Council could decline to approve the renaming of Project to Phurus Topi (Heart Reflection Place) and provide staff with an alternate direction. Background The Project, located above the Saeramento River on the Diestelhorst to Downtown Trail at the intersection of Riverside Driv� and Court Street, originated from community input during discussions held by Shasta Living Streets at a Cultural District meeting in 2019. Local Native participants expressed a strong desire for a cultural asset representing Native heritage within the boundaries of the Redding Cultural District. In December 2022, the Redding Overlook paekage, developed by Shasta Living Streets and Jones and Jones Architects, showcased a design inspired by the forms and patterns of Wintu Tribe of Northern California (Wintu) baskets. The overall curving movement of the spaee reflects the shapes and lines of the baskets, while the pavers are designed to resemble woven patterns. These concepts and designs were incorporated within an application to the California Department of Transportation's Clean California Loca1 Grant Program, approved by the Redding City Council in March 2023. The proposal, in partnership with Shasta Living Streets, requested $1,500,000 to construct the Project. In September 2023, the City was awarded $1,240,000 for the Redding Cultural Trail Overlook project. On January 12, 2025, the Wintu Tribal Council held a meeting to discuss ways to connect Wintu culture with this location, discuss designs and imagery, Wintu words, themes and names, and project name suggestions. During this meeting, Phurus Topi was suggested based on the intention of the plaza to stop, rest, and reflect. The Wintu Tribal Council agreed to suggest Phurus Topi to move forward. In March 2025, pursuant to City Council Policy No. 1203 (Park Facilities Naming Policy), the Director of Community Services established an advisory committee for the Project. The committee included representatives from Shasta Living Streets, a former Redding councilmember, the Wintu, a local train historian, VIVA Downtown, and City staff. Their goal was to develop a recommendation for naming the new park plaza. At its meeting on March 31, 2025, the advisory committee reached a consensus to name the park Phurus Topi (Heart Reflection Place). Phurus pronounced(Pood-uus) has a dual meaning of heart and reflection, Topi pronounced (Toe-pee) means place. The decision reflects the project's purpose of honoring the requests and long-standing hopes of local Native community members for a cultural asset in Redding that celebrates the heritage and culture of the local Native people. On June ll, 2025,Community Services Advisory Commission (CSAC) meeting members voted in favor to affirm the recommendation of the advisory committee to name the new park plaza - Phurus Topi. The Wintu People Language The Wintu people speak a language also called Wi�1tu, which is part of the Penutian language family. The language features complex grammatical structures and a rieh vocabulary that highlights their deep connection with the natural world. It played a crucial role in their culture, serving as a means for storytelling, sharing wisdoin, and fosterin�; social cohesion. The Wintu community has launched a dedicated effort to revitalize their language. Renaming the Overlook Park Plaza Phurus Topi reflects recognition of the Wintu history and culture. Park Facilities Naming Policy Based on the guidelines established in the attached Policy and in consideration of what would best identify Redding's new park plaza, the advisory committee's review concluded with Phurus Topi as the preferred name. This general rule exemption is allowed, provided it can be determined with certainty that the proposed project will not have a significant effect on the environment. As the project consists of renaming a public park, the general rule exemption is applicable. A name can invoke powerful emotions, create images and help to recall history. The naming of a park facility which includes parks, trails,park buildmgs, and facilities or open spaces, is intended to be a permanent act and, therefore, should be ����������a a thoughtful manner. The naming of a park facility should take into consid���„`�������£�ie p���� ����sent, and future history of the land, its use, and our relationship to �� � , � ; 3, PURPOSE � ;. Review Committee An ad hoc park naming advisory committee will be convened by the Director and will review naming suggestions submitted by the community and staff. The committee will consider names based on ���;����;�����lined below and with consideration of public comment. � � � � B. Naming for ponations A significant donation made to the City of Redding that adds considerable value to the parks and recreation system may be recognized through naming. All park naming advisory committee discussions will be held in open�ublic meetings.Notes f'rom meetings will include reasons for and against submitted names.The amount of time required to complete this work will depend on the number of proposals, amount of research, and level of controversy in the process. 4. The Community Services Advisory Commission reviews recommendations and either: a.
