SUBJECT: 4.11(c)--Adopt Resolution authorizing the Grant Application submittal,
acceptance and execution for the State of California Department of Water Resources Riverine
Stewardshi Pro ram.
Recommendation
Adopt Resolution authorizing the Director of Public Works, or designee, to:
(1) Prepare and file a grant application for approximately $5,000,000 with the State of
California Department of Water Resources, and take other actions necessary to obtain
grant funding;
(2) Sign and execute a11 documentation, including a funding agreement and any future
amendments; and
(3) Facilitate the grant should it be awarded; and autharize the Director of Public Works, or
designee, to submit any required documents to obtain grant funding.
Fiscal Impact
There are no direct costs associated with the adoption of the resolution authorizing the
application, acceptance, and execution of the State of California Department of Water Resources
Riverine Stewardship Program. The grant does not require matching funds, and a11 potential
costs are anticipated to be covered by grant funds. Costs incurred for work performed in
implementing the project, incl�uding grant administration and overhead costs directly related to
the project are reimbursable.
Alternative Action
The City Council may choose not to adopt the resolution and, therefore, not authorize an
application to the Department of Water Resources (DWR). In this case, the City of Redding
(City) would not receive state funding to assist in the project.
Background/Analysis
The Livingston Stone National Fish Hatchery (LSNFH) is located at the base of Shasta Dam and
operated by the United States Bureau of Reclamation (BOR) and U.S. Fish and Wildlife Service.

In recent years, especially during 2022, the need for permanent chillers and water treatment to
provide adequate water temperature and quality for winter-run Chinook Salmon hatchery
production has amplified. For purposes of this grant application, only funding for water
treatment is being requested. The LSNFH Permanent Water Chillers have been funded through
the Infrastructure Investment and Jobs Act (IIJA) through the BOR The State of California has
grant �unding available through its Riverine Stewardship Program to fund the water treatment
plant but needs a local government partner(i.e. City of Redding)to disburse the funds.
The LSNFH Permanent Water Chillers and Water Treatment Project (Project) will provide a
modern, permanent chiller plant and water treatment plant, which is required to keep water
temperatures and quality suitable for Endangered Species Act listed Sacramento River winter-
run Chinook Salmon at LSNFH. The project will design, permit, and install two 500-ton chillers
with cooling towers for chilling and Ultra Violet Sterilization with medium pressure and
automatic backwashing strainer filters for water treatment, and all associated valving, piping and
controls,plus site power redundancies.
The Project will be designed, permitted, and constructed as one project by the BOR with two
different funding sources. A future agreement between the City and BOR will be developed to
define various project elements, coordination, and cost sharing and will be brought before
Council for approval before the DWR grant application is submitted.
The Project's goals are to enhance and improve hatchery production of winter-run Chinook
Salmon which in-t�urn will increase water supply reliability for the City's Water Utility.
The resol�ution has been approved to form by the City Attorney.
EnviNonmental Review
This action is not a project as defined by the California Environmental Quality Act (CEQA), and
no further action is required. Should the City receive grant funding project specific
environmental analysis will be conducted in compliance with CEQA and National
Environmental Protection Agency.

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF REDDING
AUTHORIZING THE GRANT APPLICATION, ACCEPTANCE, AND
EXECUTION FOR THE STATE OF CALIFORNIA DEPARTMENT OF
WATER RESOURCES RIVERINE STEWARDSHIP PROGRAM
WHEREAS, the City of Redding proposes to implement the State of California Department of
Water Resources Riverine Stewardship Program; and
WHEREAS, the City of Redding has the legal authority and is authorized to enter into a funding
agreement with the State of California; and
WHEREAS, the City of Redding intends to apply for grant funding from the California
Department of Water Resources for the Riverine Stewardship Program;
THEREFORE, BE IT RESOLVED by the City Council of the City of Redding as follows:
l. That pursuant and subject to all of the terms and provisions of the Costa-Machado Water
Act of 2000 (Wat. Code, § 79000 et seq.), the City of Redding Public Works Director, or
designee is hereby authorized and directed to prepare and file an application for funding
with the Department of Water Resources, and take such other actions necessary or
appropriate to obtain grant funding.
2. The City of Redding Public Works Director, or designee is hereby authorized and directed
to execute the funding agreement with the Department of Water Resources and any
amendments thereto.
3. The City of Redding Public Works Director, or designee is hereby authorized and directed
to submit any required documents, invoices, and reports required to obtain grant funding.
I HEREBY CERTIFY that the foregoing resolution was introduced at a regular meeting of the
City Council of the City of Redding on the 20th day of January, 2026, and was duly adopted at said
meeting by the following vote:
