Recommendation
Accept Bid Schedule No. 5531 (Job No. 2700), Liberty Sidewalk Improvement Project, as
satisfactorily complete, with a final cost of$713,896.02.
Fiscal Impact
Community Development B1ock Grant (CDBG) funds in the amount of$244,575 and American
Rescue Plan Act (ARPA) funds in the amount of$500,000 as well as Streets Maintenance Funds
in the amount of$50,000 totaling $794,575 were approved November 2024 for this project. The
total project cost, including surveying, design, bidding, construction, field engineering,
inspection, and contract administration is $713,896.02.
AZteNnative Action
The City Council (Council) may choose not to accept the project as satisfactorily complete and
provide staff alternative direction.
Background
As of April 16, 2025, SnL Group, Inc. of Redding California, has completed all items of work on
the Liberty Streets Sidewalk Improvement Project which was within the adjusted contract time
frame following weather delays and additional work. Subsequently, the Public Works
Department filed a notice of completion with Shasta County. The project warranty period expires
one year from the completion date.
At its meeting on November 19, 2024, the Council awarded a construction contract to SnL
Group, Inc. for $489,'708.00 and approved a $50,292.00 construction contingency fund. Also
authorized was $60,000.00 for con�ract administration and eonstruction inspection fees and
$150,000.00 for project development costs. The City Manager was authorized to approve

additional increases in either the construction management or construction contingency amounts
up to a total of $44,575.00. The total authorized amount for the project was $794,575.00. The

The project involved replacing damaged portions of sidewalk, curb, gutter and asphalt concrete
on Liberty Street, Eureka Way, East Street and Trinity Street that had been severely damaged by
tree roots. In addition, the project replaced damaged and aged water meter boxes, valve boxes,
and signs, as well as removing existing problem trees and replaced with new trees with root
barriers that will not damage infrastructure, and installed irrigation.
Environmental Review
This action is not a project as defined by the California Environmental Quality Act, and no
further action is required. On November 19, 2024, the Council determined that the project is
categorically exempt from review under the California Environmental Quality Act Guidelines,
per Section 15301 (Existing Facilities).

Recommendation
Authorize and approve the following actions relative to Bid Negotiation No. 5531 (Job No.
2700), Liberty Street Sidewalk Improvement Project:
(1) Award to SnL Group, Inc. in the amount of$489,708;
(2) Approve $60,000 to cover the cost of administration and inspection fees;
(3) Approve $150,000 for project development costs;
(4) Approve $50,292 to provide construction contingency funding;
(5) Authorize the City Manager, or designee, to approve additional increases in either the
construction management or construction contingency amounts up to a total of$44,575;
and
(6) Find that the project is categorically exempt from review under the California
Environmental Quality Act Guidelines,pursuant to Section 15301 —Existing Facilities.
Fiscal Impact
The Liberty Street Sidewalk Improvement Project (Project) is being funded by Community

Project cost components are estimates and some shifting of the project development,
construction management, and construction contingency funds may be necessary to balance the
project within the approved budget.
Alternative Action
The City Council (Council) may choose not to award the bid for the project and provide staff
with alternate direction. Without this project, pedestrian accessible routes will continue to be
deficient, and there is a risk of losing CDBG and ARPA funding.
Background/Analysis
Attached is a tabulation of project bids received and opened on October 31, 2024. The apparent
low bid was received from Zeis Construction (Zeis). However, after staff reviewed all seven
proposals and created a bid tab it was apparent that an error had been made in Zeis' proposal.
The error made by Zeis was a mistake in the calculation for bid item 2, where they used the total
price as the unit price. Per the Instructions to Bidders in the project Special Provisions, if there is
a discrepancy between unit prices and totals, unit prices will prevail. Staff consulted with the
City Attorney and confirmed this is not a mistake that can be waived as it would be a material
change to Zeis' bid. Therefore, after staff made corrections to Zeis' bid proposal, as shown in the
attached bid tab, they were no longer the low bidder. Staff has contacted Zeis to inform them of
the mistake, that it cannot be waived, and that they were no longer the low bidder.
The low bid in the amount of $489,708 was received from SnL Group, Inc. of Redding,
California. The engineer's estimate was $484,250. Total project development costs for this
project are estimated to be $150,000. Project development costs include engineering, surveying,
right-of-way, environmental, and permit and utility connection fees.
The project consists of replacing damaged portions of sidewalk, curb, gutter and asphalt concrete
on Liberty Street, Eureka Way, East Street and Trinity Street that have been severely damaged
by tree roots. In addition, the project will replace damaged and aged water meter boxes, valve
boxes, and signs, as well as remove existing problem trees, replacing with new trees that will not
damage infrastructure, and install irrigation.
Envir�onmental Review
Staff has reviewed the project and determined that it is categorically exempt from review under
the California Environmental Quality Act Guidelines, per Section 15301 — Existing Facilities.
Class 1 exemptions include the operation, repair, maintenance, or minor alteration of existing
facilities, structures, or equipment involving negligible or no expansion of use. The project will
repair damaged portions of sidewalk, as well as associated infrastructure, and replace damaged
trees. The project includes the repair or replaeement of existing infrastructure in the same
location and serving the same purpose and capacity. Therefore, the project has no potential to
have a significant ef�ect on the environment and further environmental review is not required.
