SUBJECT: 4.15(a)--Approve side letter revising the Community Service Officer
classification specification to reflect RedFlex duties and amending Section 8.12 of the 2025-
2026 Redding Police Officers Association — Miscellaneous Memorand�um of Understanding to
rovide a five 5% specialt pay.
Recommendation
Authorize and approve side letter agreement with the Redding Police Officers Association —
Miscellaneous Unit (RPOA — Misc) which: (1) revises the Community Service Officer (CSO)
classification specification to allow for the performance of Red Light Camera Ticket (RedFlex)
duties; and (2) amends Section 8.12 of the Memorandum of Understanding (MOU) to provide a
five percent (5%) specialty assignment pay to CSOs when assigned to perform those duties,
effective during the term of the MOU.
Fiscal Impact
The estimated fiscal impact of providing the five percent specialty assignment pay for RedFlex
duties is approximately $1,935 through July 31, 2026, based on full-time assignment to one
Community Service Officer. There is no General Fund impact associated with the
recommendation as RedFlex revenues are sufficient to fund the additional costs.
Alterna�ive Action
City Council could decline to approve the side letter and RedFlex duties would continue to be
performed by police officers.
Background/Analysis
The RedFlex syst�m is an automated, digital camera-bas�d traffic enforcement system used at
select City of Redding intersections to capture red-light violations under California Vehicle Code
section 21453(a) and (c). The system is operated under contract with the City and under
supervision of the Redding Police Department. RedFlex staff conduct an initial review of
captured data to confirm required elements of a violation, after which, cases meeting quality

control and City guidelines are forwarded for citation processing.
Community Service Officers perform a variety of duties to provide support within the Police
Department including records management, public record requests, body worn camera program
duties and other duties when assigned to the Detective Division.
If approved by Council, the side letter between the City and RPOA — Misc would amend the
Community Service Officer classification specification to allow the performance of duties
associated with the RedFlex program and provide a five percent (5%) specialty assignment pay
to Community Service Officers when assigned to the RedFlex assignment, which requires
specialized training and an increased level of responsibility.
The side letter establishes these changes as part of a pilot program which would automatically
expire with the term of the MOU in July 2026 unless extended by mutual agreement of the City
and RPOA—Misc.
EnviNonmental Review
This is not a project defined under California Environmental Quality Act, and no further action is
required.

In response to growing demands, Carnrnunity Service Officexs bave been instrumental to the process.
Corr�munity 5ervice O�ficers provide � trernendous benefit allowing swr��n officers mc�re time ta
accomplish pro-active policing. The F'olice Departmen`t has iden#ified RedFlex duties as a speeialty
assignment due to the nature c�f the work performed and the leve3 of responsibility involved in reviewing
intersection violatians fram traffic cameras.
The City and RPOA—Misc agree to modify sectian 8.12 of the MOU as follows:
8.12 For Community Service fJfficers, a specialty pay of five percent {5/) ouer base pay will be
paid under the follc�wing circurrrstances: (1) While performing records management and public
record'request duties related to the body worr� camera prc�gram and SB 16 legislative mandates;
