WHE AS, Gc�vernrnent Code section 8642 pravides that whenever a state c�r local emergency exists,the
goveming body of the lacal governmental entity shall meet as soc�n as passible; �nd
WHE AS, Redding Municipal Code sectic��s 9.�2.030, and 14.Z4.02t�, generally empower the City
Manager, as I�irector of Emergency Services, to proclaim the existence c�r threatened existence of a local
emergency when the City is affected ar likely to be affected by a public calamity and the City Council is
nat in session; and
WHEREAS,Redding Municipal Code sectic�n 9.12.430(Cj provides that the decision of the City Manaber
to declare a local emergency rnust be ratified by the City Counneil within seven(7)calendar days af the City
Manager's actian or it sh�ll have nc► further force ar effect; and
WHE AS, the City Manager, as Directt�r of Emergency Services of the City af Redding, proclaimed the
existence of a l+�cal emergency,as defined in Government Code sectio�1855�(c),within the City on the 22"a
day of I)ecember, 2025, as evidenced by the Proclarriation of the Director of Emergency Services attached
and incorporated herein; and
WHE12EA5, the Prociamation Qf the Director of Emergency Services dated December�2, 2�25, was sent
ta the Cc�unty Director af Emergenc� Services on I�ecember 22,2025, and
WHE AS, cond�tions of extreme peril tc� the safety of persons and property haVe aris�n within the City
which were caused by flooding caused�iy severe winter�torms which began on December 21, 2025; and
E AS, the conditions �aused by the floc�ding are b�yond the contral of the services, persoz�nel,
equipment a�d facilities of the City crf Redding; and
WHE ' AS, the National Weather Service atid other fc�recasting agencies ha�e advised that additianal
significant starm systems are expected to irnpact the region in the coming days, bringing continued heaVy
rainfall,high winds, and the pc�ter�tial for additional floc�c�ing; and
WHE AS,the cumulative impacts of succ�ssive storm systems pose an ongoing and imminent thr�at to
the health and safety of residents; �m�rgency respt�nders, and public infrastructure within the City; and
WHE ' AS,the City Councii hereby finds that the aforesaid c�nditic�ns of extreme peril did warrant and
necessitate the proclamation of the existence of a local emergency;
N(7W, THE FO ,IT IS HE S*1''PI20+CLAIMED 1�ND O ERED as follows:
1. The recitals stated above are true, cc7rrect, and are adapted herein.
2. The Proclamation of the Directar of Emergency Services dated December 22, 2025, is hereby
canfrmed and ratified,
3_ That, pursuant to Government Cade sectit�n 8630(a); a local emergency within the meaning of
Government Cc�de section 855$(c) exists within the jurisclictional limits of the City of Redding.
4. That, pursuant to Government Code section 863�(c) the City Council shall review the need for
continuing the local emergency at least once every sixty(60) days until the City Council terminates
the local emergency.
I HEREBY CERTIFY that the fc�regaing resolution was introduced and adopted at a special meeting of
the City Council of the City c�f Redding on the 26th day of December, 2025,by the fallowing vote:

not in session;

caused by floociing,which began an the 2i$t day of Llecesnber 2025;
�'HERE�IS, these c�nditians are or are tikely to be beyond the control of the services, personnel,
equrprnent, and facilities of the City of R�dding;
