Recommendation Authorize and approve the following: (1) Adopt Resolution approving a 180-day wait period exception and single interim appointment of David Mann as Information Technology Supervisor for the City of Redding pursuant to Government Code sections 7522.56 and 21224, effective January 5, 2026, for up to 960 hours; and (2) Authorize the City Manager, or designee, to execute the necessary hiring documentation. Fiscal Impact The estimated salary cost for approving the Information Technology Department to hire the retired annuitant, on a temporary basis that does not exceed 960 hours total in Fiscal Year 2025- 26, would be up to approximately$62,220. Alternative Action The City Council could choose not to adopt the attached resolution, and the retired annuitant will not be hired to assist with training of replacement staff, completion of moving applications from the IBM iSeries environment to Oracle and/or other systems, and decommissioning the IBM computer platform, which includes the 2025 end-of-year close out of payroll and financial processing. Background/Analysis Information Technology Supervisor, David Mann, retired from the City of Redding (City) on D�cember 5, 2025, after 24 years of City service. Mr. Mann's experience and understanding are critical to the success of the ongoing software migrations. Under Government Code section 21224, the City can utilize Mr. Mann's expertise and knowledge to assist with training of replacement staff, completion of moving applications from the IBM iSeries environment to Oracle and/or other systems, along with decommissioning the IBM computer platform, which includes the 2025 end-of-year close out of payroll and fmancial processing. As proposed, Mr. Mann's title will be Information Technology Supervisor during his employment as a retired annuitant. Although Mr. Mann will have the title of Information Technology Supervisor, as a retired annuitant, his pri�nary duties will be specific to assisting with training of replacement staff, completion of moving applications from the IBM iSeries environment to Oracle and/or other systems, and decominissioning the IBM computer platform, which includes the 2025 end-of-year close out of payroll and financial processing. EnviNonmental Review This is not a project defined under California Environmental Quality Act, and no further action is required. Attachments ^CaIPERS Reso 180 Day Exception-Mann ^Mann 180 Day Exception PAF RESOLUTION NO. 2025- RESOLUTION FOR EXCEPTION TO THE 180-DAY WAIT PERIOD GC Sections 7522.56 & 21224 WHEREAS, in compliance with Government Code section 7522.56 the Redding City Council must provide CaIPERS this certification resolution when hiring a retiree before 180 days has passed since his or her retirement date; and WHEREAS, David Mann retired from the City of Redding in the position of Information Technology Supervisor, effective December 5, 2025; and WHEREAS, section 7522.56 requires that post-retirement employment commence no earlier than 180 days after the retirement date, which is June 4, 2026,without this certification resolution; and WHEREAS, section 7522.56 provides that this exception to the 1$0-day wait period shall not apply if the retiree accepts any retirement-related incentive; and WHEREAS, the Redding City Council, the City of Redding and David Mann certify that David Mann has not and will not receive a Golden Handshake or any other retirement-related incentive; and WHEREAS, the Redding City Council hereby appoints David Mann as an extra help retired annuitant under Government Code section 21224, effective January 5, 2026, to assist with training of replacement staff, completion of moving applications from the IBM iSeries environment to Oracle and/or other systems, and decommissioning the IBM computer platform, which includes the 2025 end-of-year close out of payroll and financial processing; and WHEREAS,the entire employment agreement,contract or appointment document between David Mann and the City of Redding has been reviewed by this body and is attached herein; and WHEREAS, no matters, issues, terms or conditions related to this employment and appointment have been or will be placed on a consent calendar; and WHEREAS, the employment shall be limited to 960 hours per fiscal year; and WHEREAS, the compensation paid to retirees cannot be less than the minimum nar exceed the maximum monthly base salary paid to other employees performing comparable duties; and WHEREAS, the maximum monthly base salary for this position is $11,233 monthly and the hourly equivalent is $64.81, and the minimum monthly base salary for this position is $7,983 monthly and the hourly equivalent is $46.06; and WHEREAS, the hourly rate paid to David Mann will be $64.81 hourly; and WHEREAS, David Mann has not and wi11 not receive any other benefit, incentive, compensation in lieu of benefit or other form of compensation in addition to this hourly pay rate; and WHEREAS,Mr. Mann's title will be Information Technology Supervisor during his employment as a retired annuitant and his primary duties will be limited in duration and specific to assisting with training of replacement staff, completion of inoving applications from the IBM iSeries environment to Oracle and/or other systems, and decominissioning the IBM computer platform, which includes the 2025 end-of-year close out of payroll and financial processing; THEREFORE,BE IT RESOLVED THAT the Redding City Council hereby certifies the nature of the appointment of David Mann as described herein and detailed in the attached employment agreement/contract/appointment and that this appointment is necessary to provide critically needed assistance with special projects such as training of replacement staff, completion of moving applications from the IBM iSeries environment to Oracle and/or other systems, and decommissioning the IBM computer platform, which incl�udes the 2025 end-of-year close out of payroll and financial processing. EXPLANATION OF ACTION As we continue to move applications from our IBM iSeries environment to Oracle or other systems, David's experience and understanding are critical to the success of said migrations. It is important progress is maintained in order to avoid the cost of ongoing support and licensing of identified applications, which likely would occur if the 180 day break were not bypassed. Bypassing the 180 day break would also allow for the uninterrupted work effort towards decommissioning the IBM compute platform, which includes the 2025 end-of-year close out of payroll and financial processing. CREATE HELP DESK TICKET: Creating an ZT Help Desk ticket is a required step in the onboarding and offboarding of employees. Empioyees cannot be assigned computer permissions and an electronic access key badge unless they are entered into the active directory via a help deslc ticket. Changes to computer access and facility access for separating employees should be completed on the effective date of the separation. E.
