Fiscal Impact Approximately $245,000 of Streets maintenance funds have been budgeted for street striping contracts d�uring Fiscal Year 2025-26. This expense is Gas Tax eligible and th�us awarding this contract will have no General Fund impact. Alternative Action The City Council (Council) may choose not to award the bid for the Streets Striping and Pavement Services Contract (Contract) and direct the Streets Division maintenance crews to continue repairing/refreshing striping and pavement markings when workload allows. Background/Analysis The City of Redding (City) has faded, worn or missing pavement striping and markings in various locations in the community, particularly on heavily traveled or older roadways. The S�reets Division crews repair/refresh highly prioritized sections as time allows with the limited equipment on hand but cannot manage the workload with current staffing. Other defect locations brought to the City's attention or identified by Streets staff are consolidated into various public works capital roadway projects and put out to public bid as time, budget and relative loeation allows. Report to Redding City Council December 9,2025 Re: 4.11(c)--Award Bid Schedule 5662 -StreetStriping Services Contract Page 2 The Streets department has issued an annual contract for pavement striping and markings continuously for approximately the last 16 years. Due to rising costs of labor and material, this is the second consecutive year that the contract amount has exceeded $200,000 and staff anticipates that this contract will continue to exceed $200,000 in the years to come thus requiring Council award. The proposed term of the contract is for one year with an option to renew for two additional one-year periods, if mutually agreeable with all prices, terms and conditions remaining the same. The City directly solicited six contractors, along with distributing the solicitation announcement to three north state builders' exchanges, in addition to posting the bid on the City's website and advertising in the Record Searchlight. At the time of the bid opening on December 1, 2025, at 3 p.m., no bids were received by the City Clerk's Office. On December 2, 2025, Darren Taylor Construction, Inc. contacted the Purchasing Division inquiring about the results of the bid opening. After informing them no bids were received by the City Clerk, the contractor informed staff their bid was dropped off and taken by an individual in the lobby of City Hall prior to the bid opening. The bid is deemed non-responsive due to not being received by the City C1erk prior to d�ue date and time. Since no other bids were received, the California Public Contract Code allows agencies to negotiate a contract. In discussion with Darren Taylor Construction, Inc., they and staff have agreed to negotiate a contract for their rejected bid amount of$223,100. Staff believes that it is in the best interest of the City, that the Council should award the negotiated contract to Darren Taylor Construction Inc., of Redding, California for the amount of$223,100. Environmental Review Staff has determined that the project qualifies as categorically exempt from environmental review under the California Environmental Quality Act Guidelines, pursuant to Section 15301 - Existing Facilities. Class 1 exemptions include operation, repair, maintenance, permitting, leasing, licensing, or minor alteration of existing facilities, structures, or topographical feat�ures involving negligible or no expansion of use. The pavement striping and marking services will be conducted within the existing right of way and will support Streets effort to maintain and replace pavement striping for public safety. The work will occur in previously paved areas and wi11 result in no expansion of use. The project has no potential to have a significant effect on the environment.
