The meeting was called to order by Mayor Jack Munns with the following Council Members
present: Tenessa Audette and, Mike Littau. Council Member Erin Resner participated
telephonically. All votes taken by roll call.
Also present: City Attorney Christian M. Curtis, Interim City Manager Steve Bade, Redding
Electric Utility Director,Nicholas Zettel, and Executive Assistant Erin Barnhart.
CLOSED SESSION
At the hour of 4:01 p.m., Mayor Munns opened the Special Meeting and announced that the
Council would adjourn to Closed Session.
At the hour of 4:08 p.m., Mayor M�unns reconvened the Special Meeting to Open Session and
reported that in reference to:
3A. Closed Session pursuant to California Government Code Section 54956.9(d)(4):
CONFERENCE WITH LEGAL COUNSEL - ANTICIPATED LITIGATION
Initiation of Litigation
One potential case
By unanimous vote, the direction to initiate an action has been given and the action, the
defendants, and the other particulars shall, once formally commenced,be disclosed to any
person upon inquiry.
ADJOURNMENT
There being no further business at the hour of 4:09 p.m., Mayor Munns declared the meeting
adj ourned.

The meeting was called to order by Mayor Jack Munns with the following Council Members
present: Tenessa Audette, Mike Littau, and Erin Resner. Council Member Dr. Paul Dhanuka
arrived at 8:26 a.m.
Also present: City Attorney Christian M. Curtis,Personnel Director Kari Kibler, and Management
Analyst II Kristen McGee.
PUBLIC COMMENT
Rachel Hatch spoke regarding item 3A.
CLOSED SESSION
At the hour of 8:01 a.m,Mayor Munns opened the Special Meeting and announced that the Council
wo�uld adjourn to Closed Session.
At the hour of 6:20 p.m., Mayor M�unns reconvened the Special Meeting to Open Session and
reported that in reference to:
3A. Closed Session pursuant to California Government Code Section 54957(b):
PUBLIC EMPLOYMENT
City Manager-Recruitment
Mayor Munns declared the meeting adjourned and continued item 3A to the City Council Special
Meeting— Closed Session to be held on November 18, 2025, at 4:30 p.m. in the City of Redding
Council Chambers located at 777 Cypress Avenue, Redding, CA 96001.

The meeting was called to order by Mayor Jack Munns with the following Council Members
present: Tenessa Audette, Dr. Paul Dhanuka, Mike Littau, and Erin Resner.
Also present: City Attorney Christian M. Curtis, Interim City Manager Steve Bade, City Clerk
Sharlene Tipton, and Manageinent Analyst II Kristen McGee.
The City Council Special Meeting —Closed Session held on November 14, 2025, was continued
to this meeting for further discussion regarding 3A, now agendized as 3C regarding City Manager
Recruitment.
PUBLIC COMMENT
Mayor Munns announced that no one present wished to speak regarding the following Closed
Session items.
CLOSED SESSION
At the hour of 4:31 p.m., Mayor Munns opened the Special Meeting and announced that the
Council would adjourn to Closed Session.
At the hour of 4:32 p.m., Mayor M�unns reconvened the Special Meeting to Open Session and
reported that in reference to:

CONFERENCE WITH REAL PROPERTY NEGOTIATOR
