RESOLUTION FOR EXCEP'TI+ON TO THE 1`80�DAY WAIT PERIC�►D

WHEREAS, in compliance with GoverrLment Code section 7522.Sb the Reddin; City Council
must pr�vide Ca1PERS this certification resolution when hiring a retiree bef�re 180 days has
passed si�ce his or her retirement date; and
WHEREAS, Davicl Mann retirecl frorn the City af Redding in the pflsitian af Information
Technology Supervisox, effective December 5, 20�5;ar�d
WHE AS, section 7522.56 requires that post-retirement ernployment commence no earliei than
18fl days after the retirem�nt date,which is June 4, 2026, without this certification resolution; and
WHE AS, sectian '7522,56 provides that this exception tca the 1$0-day wa�t period shall not
apply if the retiree accepts any retirement-related incentive; and
WHEREAS, the Redding City Council, the City of Redding and David Mani1 ce�-tify that David
Mann has nc�t and will not receive a Golden Handshake or any other retii:ement-related incentive;
and
WHE AS, the Redding City Council hereby appoints David Mann as an extra help retired
annuitant under Government Code section 21224, effective.Tanuary 5, 2026,to assist wit�i training
of replacement staff, completion of mc+ving applications fr�m the IBM iS�ries enviranment to
t�racle and/or other systems, and decammissioning the IBM ct�rnputer platform, which includes
the 202� end-of-year close out ofpayroll and financial prc�cessing, and
VVHE AS,the ent�re ernployment agreement,contract or appointment document between David
Mann and the City of Redding h�s'been reviewed by this body and is attached herein; and
WHE AS, no matters, is�ues, terms ar conditions related to this employment and appointn�ent
have been or will be placed on a c�nsent calendar; and
WHEREAS, tihe emplayment shall be limited to 960 hours per�'iscal year; and
WHE AS, the c�mpensation paid ta retire�s cannot be less than the rninimurn nor exceed the
maximum monthly base salary p�id to other employees perfarming ct�mparable duties; and
WHE AS, the maximum monthly base salary for this position is $11,233 monthly and the
hourly equivalent is $64:81, and the minimum monthly base salary for this position �s $�,983
mc�nthly and the hourly equivalent is $4b.Ob; and
WHE A�, t11e hourly rate paid ta David Mann wili be $64.81 hourly; and
WHE AS;David Manri has nat and will not receive any other benefit, incentive,compensation
in lieu of benefit or other for�n c�f cornpensation in additian ta this hc�urly pay rate, and
WHE AS,Mr. Mann's title will be Information Technology Supervisor during his employment
as a retired annuitant and his primary duties will be limited in duratian and specific to assisting
with training of replacement staff, cornpletion of mc�ving applications fram the IBM iSeries
environment to C7racle and/or other systems, and decommisszoning the IBM computer platform,
which includes the 2025 end-of-year close out of payrc�ll and financial processing;
NOW, THE F+D , BE IT R]ESOLVEII7� THAT the Redding City Council hereby certifies
the nature of the appointment of David Mann as described herein and detailed in the attached
employment agreement/contract/appointment and thati this appointment is necessary to provide
critically needed assistance with special pr�jects such as training c�f replacement`staff,cornpletian
af moving applications frflm the IBM iSeries environment to Oracle and/c�r other systems, and
decommissioning the IBM computer platfarm, which includes the 2025 end-of-year clrase out of
payrall and financial processing.
I HE BY CERTIFY that the faregt�ing resolutian was introduced and adopted at a regular
meeting crf the City Gauncil of the City of R�dding on the 16th day December, 2025; by the
