SUBJECT: 4.11(a)--Award Bid Schedule No. 5652 Rock and Mineral Products
Recommendation
Award the lowest competitive bids for Bid Sched�ule No. 5652, Rock and Mineral Products to
Tullis, Inc., J.F. Shea Construction, Dan Palmer Trucking, Inc., and Axner Excavating, Inc., for
the annual purchase of rock, asphalt, and mineral aggregates at an estimated total cost of
$450,000.
Fiscal Impact
Approximately $450,000 is budgeted for the 2026 calendar year for the purchase of rock,
asphalt, and mineral aggregate materials for use by various City Departments that incl�ude Public
Works, Redding Electric Utility and Community Services. Funding for these materials is
routinely allocated in the respective City Department budgets.
Alter�native Action
The City Council (Council) may choose not to award the contracts for the purchase of these
materials, this would require staff to call, on a weekly basis, for competitive prices as needed for
maintenance projects. This would increase administrative costs and could cause disruption in
work schedules should crews have to wait for material deliveries.
Background/Analysis
Attached is a tabulation of bids received and opened on Thursday, November 6, 2025, for rock,
asphalt, and mineral aggregate products for the period of January 1, 2026, through December 31,
2026. The purchase of these products will be made, as needed, far City Departments engaged in
various types of infrastructure repairs.

There were seventeen bid opportunity announcements distributed to potential vendors in addition
to posting the bid on the City's website and advertising in the Record Searchlight. There were
four bids submitted. This bid is awarded by line item to the lowest bidder. All other bidders must
hold their pricing throughout the contract term as they may be used if the awarded bidder does
not have the lnaterial available or cannot meet the required delivery dates/times. This year, the
only bidder not within the City limits is Dan Palmer Trucking, Inc. The bid items won by Dan
Palmer Trucking, Inc. are within five percent of the next lowest local bids. From the bid
submissions we have bid items 2, 4, 6, 8, 11, 14, 16, 43, 45, 52 and 69 that qualify for the "Local
Vendor Preference." Tullis, Inc. matched Dan Palmer Trucking, Inc.'s pricing on lines 2, 4, 6, 8,
11, 14, 16, 43, 45, 52 and 69. J.F. Shea Construction matched Dan Palmer Trucking, Inc.'s
pricing on lines 2, 4, 6 and 8. City staf�will be able to use any vendor with the lowest price for
each line.
