HomeMy WebLinkAbout _ 4.1(c)--Resolution - Completion of Piper Way Senior Apartments Project GI �" Y C� F � � �- ' � ° � � i � CITY OF REDDING �� REPORT TO THE CITY COUNCIL MEETING DATE: December 2, 2025 FROM: Steve Bade, Interim City ITEM NO. 4.1(c) Manager ***APPROVED BY*** sbade@cityofredding.org t��re a �, 7�t l if241242� sbade@cityofredding.org SUBJECT: 4.1(c)--Resol�ution for the Completion of the Piper Way Senior Apartments Pro'ect Recommendation Authorize the following actions relative to the Community Development Block Grant-Disaster Recovery Multifamily Housing Program: (1) Adopt Resolution acknowledging Piper Way Senior Apartments Project is complete pursuant to City of Redding requirements and the Community Development Block Grant- Disaster Recovery Multifamily Housing Program Guidelines; (2) Find that adopting a completion resolution is not considered a project under the California Environmental Quality Act; and (3) Find that adopting a completion resolution is exempt under the National Environmental Policy Act under Title 24 CFR 58.34(a)(3). Fiscal Impact There is no fiscal impact related to this report. Alternative Action The City Council (Council) could choose not to adopt the resolution confirming that the project is complete. Under this alternative, the City of R�dding (City) would not be following the Community Development Block Grant—Disaster Recovery (CDBG-DR) Multifamily Housing Program (MI�P) grant requirements and the ramifications of not providing the requested resolution are unknown. Background/Analysis As a result of the wildfires that affected California in 2018, a Presidentially-Declared Disaster was assigned to five counties, including Shasta County for the Carr Fire. In recognition of the unmet reeovery needs, the U.S. Department of Housing and Urban Development alloeated CDBG-DR Program funds to the State of California Housing and Community Development Report to Redding City Council November26,2025 Re: 4.1(c)--Resolution - Completion of Piper Way SeniorApartments Project Page 2 Department (HCD). HCD is the agency responsible for administering the CDBG-DR funds. After an extensive needs' assessment, HCD allocated CDBG-DR funds to the production of multifamily projects. The City was allocated $16,660,145 in CDBG-DR MHP funds to support the development of income-eligible multifamily projects. Piper Way Senior Apartments consists of 59 income-eligible apartment units for seniors, and one manager's unit, and is located at 3294 Piper Way. On July 18, 2023, the Council approved a Developinent Agreement in the amount of $2 million of CDBG-DR MHP to assist Christian Church Homes to develop and construct the affordable housing project. The project was completed on April 30, 2025 and is providing housing for incoine-eligible seniors. CDBG-DR MHP regulations require that once the funded project is completed, the local jurisdiction must adopt a resolution that acknowledges it is satisfactorily completed. Envir�onmental Review Adopting a completion resolution is not considered a project under the California Environmental Quality Act (CEQA). The act�ual construction of the project was previously reviewed for CEQA compliance. Under the National Environmental Policy Act (NEPA), administrative and management activities such as adopting a resolution are considered exempt activities and no further action is required. The actual construction project was reviewed for NEPA requirements before the project started. Council Prior�ity/City Manager Goals • This agenda item is a routine operational item. Attachments ^Resolution RESOLUTION NO. 2025- A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF REDDING AUTHORIZING THE ACCEPTANCE OF COMPLETION OF THE PIPER WAY SENIOR APARTMENTS PROJECT FUNDED BY COMMUNITY DEVELOPMENT BLOCK GRANT DISASTER RECOVERY MULTI- FAMILY HOUSING PROGRAM FUNDS WHEREAS, the City Council previously approved the use of Community Developinent Block Grant Disaster Recovery Multi-Family Housing Program funds in the Piper Way Senior Apartments development; and WHEREAS, the Piper Way Senior Apartments development has been satisfactorily completed according to City of Redding and California State Housing and Community Development guidelines; NOW, THEREFORE, IT IS RESOLVED by the City Council that the Piper Way Senior Apartments development has been satisfactorily completed.
