Fiscal Impact The Boating Access Program grant, part of the Sport Fish Restoration Grant Program, requires a match of 25 percent, which will be met through in-kind services. The Parks Division staff will leverage existing positions to obtain grant funding for three additional positions. There is no additional impact to the General Fund. Alterna�ive Action Due to timing constraints, an application was submitted in order to meet the approaching deadline. The City Council (Council) could decline to ratify the submission of the grant application which would result in a missed opportunity to fund maintenance costs associated with multiple river access locations. Background/Analysis Since 2023, the Community Services Department has obtained grant funding totaling $8'79,448 through the Boating Access Program, part of the Sport Fish Restoration Grant Program. These grants were awarded in partnership with the Redding office of the California Department of Fish and Wildlife, acknowledging the importance of these facilities to the sport fishing community, and r�cognizing the state's prior investment in their development, as well as the ongoing burden of maintenance costs. Report to Redding City Council November 10,2025 Re: 4.6(a)--Authorize GrantApplication for Sport Fish Restoration Grant Program Page 2 The primary goal of applying for these funds is to support the operation and maintenance of six facilities that are operated and/or owned by the City of Redding along the Sacramento River: • Lake Redding Boat Ramp; � John Reginato River Access; • Turtle Bay Boat Ramp; • Nur Pon Open Space and River Access; • Turtle Bay East Open Space and River Access; and • Kum Bay Xerel Open Space and River Access. Grant funds are used to cover staff costs for a wide range of maintenance activities. Work includes three to five visits per week to each site to maintain public restrooms, parking lots, landscaping, and walkways/trails. Staff also perform additional tasks such as opening and closing facilities, managing vegetation, controlling invasive species, and conducting facility inspections. If awarded, the grant request for the Boating Access Program will continue the current services by funding up to 75 percent of the ongoing maintenance and operations costs that the City would otherwise incur if facility maintenance levels were upheld. The application deadline for this grant was November 7, 2025. Environmental Review These are routine maintenance items, and are not considered a project as defined under the California Environmental Quality Act. No further action is required.
