SUBJECT: 4.6(a)--Accept Grant Agreement from the Shasta Library Foundation as the Fiscal
Agent for the Reddin Munici al Library Board
Recommendation
Authorize and approve the following:
(1) The City of Redding, serving as the Fiscal Agent for the Redding Municipal Library
Board per RMC Title 2—Administration and Personnel, Chapter 2.42 Redding Municipal
Lib�ary, accept the grant from the Shasta Library Foundation in the amount of
$64,947.56;
(2) Adopt Resolution approving and adopting the 14th Amendment to City Budget
Resolution No. 2025-049 appropriating $64,950 for the Shasta Library Foundation Grant
for Fiscal Year 2025-26; and
(3) A�uthorize the City Manager, or designee, to execute the Grant Agreement/Contract and
any subsequent documentation relative to the grant.
Fiscal Impact
There is no match required for this Shasta Library Foundation Endowment Fund (Foundation)
grant and there is no impact to the General Fund.
Alter�native Action
The City Council (Council) could choose not to accept the grant from the Foundation totaling
$64,947.56 and provide staff with an alternate direction.
Background
Per City 1Vlanager's Policy (CM Policy) C1VI 9'7-1, grant applications under $'70,000 that do not
reguire matching funds or involve a financial eommitment on the part of the City of Redding
(City) may be submitted by staff without prior approval by the Council. Therefore, as this grant
is under$70,000 and did not require any matching funds, staff did not seek Council's approval to
apply for the Grant.

Due to the award amount, in excess of$35,000, and also per CM� Policy 97-1, staff is requesting
Council's approval to accept the award.
The Foundation was established in 1991 as a SOIc(3) non-profit organization with the goal of
promoting high-quality programs that foster literacy, creativity, and life-long learning. The
Foundation's Endowment Fund serves as a financial resource to support these objectives,
providing continued growth and availability of materials and programs at the Shasta Public
Libraries. For the Fiscal Year 2025-26, the Board of Directors of the Foundation has approved
the release of funding from the Foundation's Endowment Fund to the Shasta Public Libraries for
the following uses:
� Shelving, $13,068.32;
• Professional Development, $10,000;
• Burney & Anderson Materials, $10,000;
• Volunteer Recognition & Appreciation, $8,000;
• Young Adult Books, $5,000;
• Children's Books, $8,879.24;
• Colibri System(staff�, $5,000;
• Cover One Book Repair Machine, $3,000; and
• Adult Materials, $2,000.
The City Attorney's office has reviewed and approved the language of the Agreement.
Environmental Review
This is not a project defined under the California Environmental Quality Act and no further
action is required.
