Fiscal Impact There are adequate funds in the Public Works Utilities budgets for the purchase of this equipment on an as needed basis for maintenance and replacement. There is no impact to the General Fund with this action. Alternative Action The City Council (Council) may choose not to approve the standards for Supervisory Control and Data Acquisition (SCADA) network equipment and instead continue to op�rate existing equipment. This alternative may result in end-of-life and unsupported equipment that is not compatible with the City of Redding's (City) water or wastewater systems network designs, nor meet the City's Information Technology (IT) Deparhnent's standard requirements to properly function with existing equipment. The Council may also provide alternative direction to staff. Report to Redding City Council October 14,2025 Re: 4.11(b)--Make a finding to sole source vendors for upcoming purchases Page 2 Background/Analysis The Public Works Department currently operates a wide variety of programmable logic controllers (PLCs) and human-machine interface (HMI) touchscreen panels across its Water, Wastewater, and Solid Waste Divisions. These devices have been procured over several decades �rom inultiple manufacturers, resulting in a patchwork of platforms and technologies. While functional, this inconsistency has led to several challenges: • Obsolescence and Support Issues: Many of the existing PLCs and HMI panels are at or near end-of-life. Replacement parts are increasingly difficult to source, and some platforms are no longer supported by the original manufacturers. This creates risks of extended downtiine during equipment failures; • Inconsistent Programming and Interfaces: The diversity of PLC brands and HMI panels has produced varied programming conventions, graphics standards, and user interfaces. This complicates troubleshooting, increases the training burden on staff, and often requires outside contractors for maintenance; • Integration Limitations: Interfacing between different PLC and HMI platforms requires workarounds or custom solutions that are costly to maintain. Communication protocols may differ, reducing interoperability with SCADA and other control systems; • Staff Efficiency and Training: Maintaining competency across multiple PLC and HMI platforms requires additional training and creates inefficiencies. A single standard allows staff to speciali�e, troubleshoot more effectively, and respond more quickly during system upsets or fail�ures; and • Future Upgrades and Scalability: Standardization provides a clear path forward for system expansion, SCADA upgrades, and cybersecurity improvements. To address these issues, the Public Works Department proposes to establish Allen Bradley PLCs and OnLogic HMI panels as the standard automation platforms for all Public Works systems. A11en Bradley and OnLogic have been selected because of their proven reliability in municipal water and wastewater applications, strong manufact�urer support, and scalability from small remote sites to large treatment plants. Together, they will deliver a consistent and modern communication and control system architecture. Standardization on Allen Bradley PLCs and OnLogic HMI panels will: • Simplify spare parts inventory and reduce costs; • Ensure consistency in programming, graphics, and user experience across all sites (water, wastewater, and solid waste); • Improve reliability and minimize downtime by leveraging supported, widely available platforms; • Enhance cybersecurity and integration with SCADA and other modern technologies; and • Allow staff to maintain and expand systems more effectively in-house. This investment will create long-term operational efficiencies, reduce risk, and is expected to provide a sustainable automation platform for the next 15 to 20 years. Report to Redding City Council October 14,2025 Re: 4.11(b)--Make a finding to sole source vendors for upcoming purchases Page 3 Staff estimates each purchase of an Allen Bradley PLC unit would be approximately $5,000 and that the OnLogic HMI per unit cost to be approximately $3,000. Costs for the proposed equipment are similar to and or less than the current PLCs and HMIs in use at the various facilities. In accordance with Public Contract Code Section 3400.C.2., the Council may make a finding for a material, product, or service by specific brand or trade name in order to match other products in use within the City's water system. Such a finding would allow the benefits described above to be realized. Environmental Review This action, purchasing, is not a project as defined by the California Environmental Quality Act (CEQA). The equipment will be installed by City staff. On June 17, 2025, the Council determined that maintenance activities performed by City staff are categorically exempt from review under CEQA, pursuant to Section 15301 — Existing Facilities, and no further action is required.
