SUBJECT: 9.15(a)--Consider a 48-96 Work Sched�ule Pilot Program in the Redding Fire
Department via side letter agreements with the International Association of Firefighters, Local
1934 and UPEC - Reddin Fire Mana ement Unit.
Recommendation
Authorize and approve side letter agreements with the International Association of Firefighters,
Local 1934 (C-826), and United Public Employees of California - Redding Fire Management
Unit (C-6179), implementing a 48-96 work schedule pilot program beginning February 15, 2026.
Fiscal Impact
There is no fiscal impact associated with implementing a 48-96 work schedule pilot program.
AZteNnative Action
The City Council could decline to approve the side letter agreements and the Redding Fire
Department (RFD) would not move forward with implementing the 48-96 work schedule pilot
program.
Background/Analysis
A 48-96 work schedule provides that Firefighters are on duty far 48 hours then are off duty for
96 hours. The proposed schedule will balance operational efficiency with employee wellbeing by
allowing fewer shift changes.
The pilot program would b�gin February 15, 2026, and automatically expire on J�anuary 16,
2027, unless extended by mutual agreement between the parties. Prior to the trial, both parties
agree that the vacation schedule wi11 be modified to reflect the 48-96 work schedule and
members will be given the opportunity to resubmit their preferred vacation schedule in
accordance with RFD policy.

During the term of the pilot program, the parties agree to amend Article 9.2 of the Memorandum
of Understanding and Standard Operating Procedure 2.14, Distribution of Overtime to reflect the
48-96 work schedule and clarify the procedures for filling vacancies for on-coming shifts during
the 48-hour tour.

This is not a project defined under the California Environmental Quality Act, and no further
action is required.

Dear Chad,
The purpase c�f this letter is to codify the agreement between the City of Redding(City) and the Intern�tional
Association of Firefighters, Local 1934{IAFF) regarding the implementation of a pilot 48-96 wt�rk schedule program,
pending Council approval.A 48-96 w�rk schedule pravides that Firefighters are on duty for 48 hr�urs then are off
duty for 95 haurs.
Term
The pilot program would begin the pay peric�d beginning c�n February 15, 2t�26 and automatically expire an lanuary
16, 2027, unless extended by mutual agreement between the parties.
Prior to the trial, both parties agree that the vacation schedule will be modified to reflect the 48-96 work schedule
and mernbers will be given the opportunity to resubmit their preferred vacation schedule in accordance with
department po(icy.

a r�vi�w of the policy and conferring with the Battalion Ghief and the �ther

within established time frames.

listed per employee.

1. General Procedure�:
a. Callbaeks shall be rnade as sc�c�n as possi�le by the scheduling Captain
assigned t� cont�ct personnei for overtime. Althc�ugh attempts to make
callbacks may occur earlier, no ane will be passed over prior tc� 170� hours
without being cantacted.
b. Personnel shall nvt be utilized for callbacks on their norrnally schedul�d s�hift.
c. Personnel who ac�ept a vacancy sh�ll be considered cc�mmitted to that vacancy
after 1700. This daes not include "immedi�te �r immediate delayed" response
requests for a Strike Team assignment with on duty personnel.
d. If multiple callbacks are needed for the same day, personnel who ha�e already
refused f�r that d�y will nr�t be called �gain. For example, if an emplc�yee has
already turned dc�wn a callback c�f 12 hours or��ss, the�+ vuili n�at be called �gain
for a callback a� less than 12 haurs should one subsequently occur. If an
em�loyee has already turned down a callback for more th�n '12 hours, they will
not be called again for a callback �� more than 12 hours, should on� occur.
This does n�t include Strike Team requests:
e. The scheduling Captain shall attempt ta fill 24-hvur vacancies prior to filling

from being �illed �s long as there are still emplayees �vail�bl� and willing to
work those uacancies. Individuals willing to work nangu�ranteed leave may be
subject to an �rder back far any guaranteed leave nc�t able to be cc�vered,
except for any guaranteed leave that map c�ccur after the initial scheduled
overkime has been filled, i.e,, sick leave in the mornings.

a. Rersonnel assigned ta the station where overkime is needed vwill be given
priority; Persc�nnel completing the shift rp i�r will be given first priority and off-
duty st�tian p�rsannel will be given sec�nd priority.
1. An excepti�n will be leave af less than four (4) hours at the end of a shift.
Un-coming personnel shall be given first priority.
2. An exception will be if the personnel completing the shift pri�r are a different
rank due to dawngrade or upgr�de. Persc�nnel normally assigned �c� the
st�tian will be given priority, based on their position on the callback list.
b. If rnare than one persan is eligible (i.e., multiple company statians), the callback
list shalf be utilized to priaritize these personnel.
c. If the scheduling Captain is unable tc� fill a less than 12-hour vacan�y by the
procedure described above; th�y m�y repeat the procedure in "a" �nd „b„ above
and ofFer that vacancy to an employee who has already accepted a less than
12-hc�ur vacancy that does not overlap the vacan�y that is still av�ilable.
1. If the scheduling Captain is still unable to fill the vacancy, they may
utilize the callback list and crtfer the vacancy to an employee vvho has
already accepted a greater than 12-hour c�llback as Ic�ng as the
callbacks do nc�t overlap.
�. If the scheduling Gaptain is still una�le ta fifl the vacancy with the
prt�cedures abo�e and not able to upgrade; personnel who hav� already
accepted a callback th�t daes not aveclap may accept the callback
without rotating on the callback list even if th�total htturs exceed 'I2.
d. Multiple callbacks of less than 12 hc�urs �t the �am� station (i:e., a a8�0-120Q
and a 97QC7-210U at Statian 1) will ct�llectively be affered tc� eligible personnel if
the times d� nc�t averlap;

a. The scheduling Captain shall utilize the callback list.

five (5) rings ar until voice-mail is activated.
c. On-duty persannel sha6l not be passed until contact is made.
d. The scheduling Captain will be requir�d to maintain a re�ord of this procedure
for payroll purpases.
e. Personnel accepfing the callba�k shall nr�t be rot�ted on the callback list.
f. For staffing during "critical situ�tic�ns,," Captains may �e called tc� fill Firefighter
vacancies: This will only t�ccur if nc� Firefighters or Engineers are available tQ fill
these positions first.

a. If the callback is less than 12 haurs, utilize the procedures describ�d in 3

d, Any personnel scheduled to wc�rk part of th� shift, with the exceptian c�f trade
tim�, sh�ll be given the first option to complete the shift prir�r to utilizing the
callback list.
6. Procedures�or Fi1linq � Strike Team/(Jverheadl"(Jut-of-Citv Assi�nments":
a. Requests far Apparatus/C7verheadl "t�ut-of-City Assignments" will be filled
depending upan the type of request. The department will generally adhere to
allowing a maximum depioyment �f 16 empl�y�es, 4 engines, and 2 Battalion
Chiefs. These numbers can be adjusted higher during extenuat'rng
circumst�nces approved by th� �'ire Chief or Deputy Chief, and may be adjust�d
IQwer tc� �void excessive t�rder backs tc� backfili daily fire static+n staffing.
1. Th� Bat#alion Chief, in coardinatinn with the requesting agency, will
decid� whether the request is "Irnmediate N�ed,'; "Delayed Imm�di�te
N�ed "ar`�RIon-lmmediate (Planned Need).,�
2; Immediafie Need Reaue�ts: City resources need to respand �ut of the
City immediately upan the request. With the excep#ion of "Name
Requested PersonneP' for overhead �ssignments, on-duty pers�nnel
st�ffing the apparatus requested will respand as per the request.
3, Delayed Irnmediate Need' Requests: City resources that need tc►
respond out t�f the +City, arriving at a Ic�catian to form up within fivva (2)
hours of the request. With the exceptian of"Name Requested Persc�nnel"
for overh�ad assignrnents, on-duty persannel staffing the apparatus
re�uested wi11 respc�nd as per the request. Under a "Delay�d Immediate
Need Request," should on-duty persc�nn�l assic�ned to the apparatu� not
b� abl� to g� and time permitting, �noth�r on-duty person may take the
assignment. That day's callback li�t will be used to determine th� carder
of pe�sc�nnel cnntacted. Should th� request come after 17fl0 hours and
an on-duty person accepted overtime, they will be eligib(e for the
assi�nment after the ca(lb�ck lisf is used fc�r on-duty personnel. If on-
duty pers�nnel are unavailable, off-duty persc�nnel can be used faiic�wirtg
th�t day's c�llba�k list to the fili the request. Personnel accepting these

Management Unit regardingthe implementation of a pilot48-96 work schedule program, pending Gouncil approval.
A 48-96 work schedu4e prc�vides that Firefighters are on duty for�l8 hours then are o#f duty for 96 hours.
Term
The pilot program would begin the pay period beginnin�on February 15, 2026 and autc�matically expire on January
16,2027,unless extended by mutual agreement between the parties.
Prior ta the trial, both parties agree that the vacati�n 5chedule will be modified tc� reflect the 48-96 work schedule
and members will be given the oppc�rtunity to resubmit their preferred vacation schedule in�ccordance with
department policy.

d. If multiple callbacks are needed for th� same day, personnel who have already
refused for that day will not be called again. Far example, if an �rnployee has
already turned down a callback of 12 hours or less, they will not be call�d again
fc3r a c�llback of I�ss than �2 hours sh�uld one subsequently occur. If an
employee h�s �Ir�ady turned down a callback for more than 12 hours, they will
not be �alled again for a callback of more than 12 houcs, shoul� one occur.
This does not include Strike Team requests.

depending upon the type of request. The department will generally adhere to
allowing a maximum deployment of 16 err7ployees; 4 engines, and 2 Battalion
Chi�fs. 'fhese numbers can be adjusted higher during extenuating
circumstances approved by fhe Fire Chief or Deputy Chief, and may be adjusted
lower to av�id excessive crrder backs ta backfiill daily fire stati�n s#�ffing.
1, 7he Battalion Chief, in coordin�tion with the requesting agency, wiN
decide whether the request is "lmmediate Need,,, "Delayed Immedi�t�
Need "or"Non-Immediate {Planned Need)."
2. Immediate Need Reauests: City resources need to respond out of the
City imm�di�tely upon the request. With the exception of "Name
Requested Personnel" fc�r overh�ad assignments, on-duty personnel
staffing the �pparatus requested v�il( resp�nd as per th� request.
3: Delayed Immediate Need Requests: City resaurces that need t4
respt�nd out �f the City, arriving at a I�cation to fiorm up within two (2)
hcaurs of the ��quest, With the exce�tion of"Name Requested Personnel„
f�r overhead assignments, an-duty personnel staffing the �pparatus
requested wi{I res�t�nd as per the request. Under a °belay�d Immediate
Need Requesfi,,' shr�uld can-duty personnel assigned to the apparatus nc�t
be at�le to go and time permitting, another c�n-duty person may take th�
assignment. That,day's callback list will be us�d to determine the order
of personnel contacted. Should the request come af#er 1700 hc�urs and
an on-duty person accepted overkime, th�y will be eligible for the
assignment after the callback list is used f�r on-duty personnei. lf on-
duty personnel are unavailable, afF-duty p�rsannel can be used f�llowing

"�Iame Req�es�ed Personnel" for overh�ad assignments, the scheduling
Gaptains will use the procedures for "Non-Regularly Staffed" companies
t�fiil these positions.
1. Poll persc�nnel selected t� staff planned need assignments need to
er�sure that th�y arrive in time to meet the deplayment time
expectatinns.
2; Employees wh� vc�lunte�r to go out on a strike team assignment are
general6y committed ta a 14-day assignment (may exclude travei
days). After the 14-day assignmer�t is complete, and their assign�d
unit is requested to �xtend, those employ�es can choose to work an
additional 7 d�ys. If they chaose to wc�rk an additional 7 days, they
are com,rnitt�d far that entire 7 days.
3. Employees returning on a regularly scheduled wark day after 7 days
or greater assignment, wili not be required to campiete their shift and
will not be required tc� t�ke sick leave.
4. No assignment vuill exceed 21 days (may exclude travel d�ys).
Employees who have been deployed 21 days will not be allc�wred to
redeplay for a minir�um c�f 48 hc�urs after returning to the city.
Exter�uating circumsfiances may require adjustmen#s to these time
frames and must be approved by the Fire Chief or Depufy Chief.
5. Sit�atians where an err�p9oyee r�quires the need to be reliev�d
immediafely will require the employ�e to advise their immediate
superviscar; strike team leader and th� on�dufiy Battalion Chief. Ifi it is
det�rmined th�t the emplmyee's situatian is an emergency, every
effort by th� Department will occur tc� get th�t emplc�yee relieved �s
soon as possible.
6. C?rder backs will rare9y be used for deploym�nts. In extenuatir�g
�ircumstances where an order ba�k m�y be required, it must be
approved by the L7uty Chi�fi. The Department vvifl attempt tc� relieve
the ordered back emplr�yee as soan as passible, with 7 days being
the maximum allowabl� deployment for an �rdered back emplayee.
5. In the event a person staffing an apparatus requested cannat cammit to
an "Immediate IVeed'° assignment; the first priority will go to the other on-
duty personnel �t the sam� rank and station. If that do�s n�t fill the

nat available, the requ�sting agency will be noti#ied.
2. If the request is an "Immediate Need" request and the persc�n requested
is not available or the request is n+�t narne �pecific, the callback list will
be used, using th� pracedures fc�r "Non-Regularly Staffed Companies„
(see Sectiern 4). �irsfi priarity will k�e for fihase on-duty personnei on the
list of those with the proper qualifiications and the second for the rest of
the on-duty personnel.
3. If the request is "Plon-lmrnediate f�eed" and the requested persc�n is nc�t
available or th� request is not name specific, the callback list will be
used, using the procedures fc�r "Non-Regularly Staff�d Companies'" {see
Section 4� first fior those on the list of those with the proper qualifications
and second for#he rest c�f the Departrnent.
4. If no member has the proper qualifications to fill fihe request the
r�questing agency will be notified. In the event �he requesting agency
will accept a person without the proper pdsiti�n quaiificatians, the
requesting agency and the on-duty Battalir�n Chief will determine what
rank of personnel to use and the cali-back list will be used, tJn-duty
per�onnel will be u�ed for immediate need requests. C.)ff-duty

c. Backfilling vacancies, accepting ar declining overfiime and ratation on the
callback list;
1. All vacancies created by personnel on "Out-nf-City Assignments" will be

2, Scheduling Captains wiJl nate perscrnnel whc� advise them that they are

If a person declines over#ime within the Cit�, they can, at that tim�,
advise the scheduJing Captain they are still aVailable ta be called fc�r
"C7ut-of-City A�signments." If one occurs, they �an be called in order of

to ar� incident shall ncat be rotated rrn the callback list until they hav�
c�mpleted a 24-hour shift between fihe hours of 0800-Q800; unless they
hav� been ordered back and chaose to be rotated on the list.
5. Paybook entries shall be based on the order that cailbacks are accepted;
not statinn assigr�ments, Personnel uvha accepfi callbacks shall have the
c�pticrn fio accrue GTG or c�vertime, if that c�ption is sti{I available (for
�xample: if ther� are two Captains on an "Qut-of-City Assignment," a�
welf as two Captains using v�cation leave, then there are four vacancies
to fill. Unly twa caf these vacancies have the option of �ccruing CTC3}.
E3oth CTtJ and OT shall then be affered whale making callbacks until �he
number of GTO-available slots are filled. Once all CTO vacancies h�ve
been fiiled, remaining slats shall be compensated with overtime only.
6. Personnel �a�kfilling stations for individuals assigned to �n incident vuho
return back unexpec#edly (less th,an 24 hours) have the �hc�ice to bt�rnp
other pers�annel wr�rking overtime coverage if they are higher on the
caClback list.
7. Persannel on over#ime working an "t7ut�of-City Assignment" wha return
home unexpectedly (less than 24 hours) have the choice to finish the
shift by bumping c�tiher personnel working 24-hour overtime cc�verage if
they are higher can the callback list.
7. Procedures for the Use of Personnel Having a Lonc�-Term Upqrade:
a. In ae�ardance wifih Fire Department Pc�iicy, Personnel 2.'13, an upgraded
Engineer will have their name placed on the Captain callback list based on the
last callback date. Upon termination �f the Ic�ng-t�rm assignment (at the end o#
the paY period), the Engineer's name will be returned tc� the Engineer Iist based
on the last callback date.
b. In accordance with �ire Department Policy, Persc�nnel 2.13, an upgraded
Firefighter wriR have their n�me pla�ed on the Engineer callback list based on
the last callback d�te: Upon terminatic�n of the long-term assignm�nt (at the �nc�
cafi the pay period}, the Fire�ighter's name will be returned to fihe Firefighter
callback list based on the last ca1lback date.

b. In the event n�rmal callback procedures 1 and 2 above #ail tc� fi11 a personnel
vacancy; steps will be used by the B�tt�lion �hief to secur� stafifing. The
appropriate callback tist will be used t� require a mandatory callback to fill the
v�cancy. !'�andatary callback sha11 be rank for rank (See Attachment A).
c. When an employee is �rdered ba�k, the employee has the aptian to request
rat�tion on the callback list; regardless of"less than" or "more than" 12 (twelve)
hours. Personnel c�rdered back must make their requ�st to rot�te by 22�q hours
the same day as th� order back was made. That individual will be placed on the
callback list in the same order they would have been placed if they had
voluntarily worked. Personnei order�d back f�r�ny amount of hc�urs can
exercis�the right to rotate on the callback list.
d. If ordered back, that pers�n will go to the VA�ANT statian, even if there is a
vacancy at the st�tion they are currently working (unless they are "land-lacked"
or can work it c�ut with the person who took the callback at your station}.
e. An employee can be ccansidered ineligible for arder back if the following
circumstan�e(s) exist{s}:

5. The emplc�yee is out of town and un�ble to return for the assignmeret.

made, the p�rsr�n that was ordered back must rotate on the callback 4ist
regardless of the �ctuai hot�rs th�y end up warking. Th� persan vc�luntarily
vvorking a portion of the arder back assignment will nat be rotated regardless of
the hours vvarked.
9. Ap�rentice Farefighters:
a. Apprentiee Firefighters will be �sed to fill Apprentice pasitions.
b. Procedures for Calibacks Greater Th�n 12 Hours:
1. The s�heduling Captain shall utilize the callback list.
2, Th� scheduli�g Captair� shall utilize both number� provicied and wait a
minimum of five {5) rings or until vQice-mail is activat�d.
3. On-duty pers�nnel shall not be passed until cc�ntact is made

Firefighter callback Iist, the �ngineer callback list will be utilized.

Engineer cailback list, the Capt�in callback lisf wiii be utilizad.
9. If the �chedulirrg Captain is unable to fill a guaranteed leave with the
above prc�cedures, an Apprentice Firefighter shall be c�rd�r�d back to fill
the v�cancy.
e. PrQcedures f�r Callbacks of 12 Hours or Less:
1. Personnel assigned #o the sf�tion where c�vertime is needed will be given
pric�rity. Personnel com�leting the shift �ric�r will be given first priority

vacancy to prevent an order k�ack only.
2. When an Apprentice Firefigh�er is used to fill a Firefighter vacaracy, the
Apprentice F�refighter will be compensated at hislher regular Apprer�tice
Firefigh�er nvertim� r�te. There is no "upgrade" pay as there is no
prc�mc�tianal �ath from the position of Apprentice Firefighter tQ the
position of a �irefighter.
f. "Out-of-Citv Assiqnments":
1. Planned ne�d assignmer�ts sha91 na� be filled with Apprentice Firefighters
unless t'he Fir�fighter, Engineer and Gaptain callback lists have been
exhausted.

1. Th�e scheduling Capfain will notify the Battalion Chi�f to advise that a mandatory callback
i�needed to fill a vacancy. The scheduling Captain will confirm the fall�wing has occurred:
a. Was cantact attempted by phone with al4 employees on the c�llback list'?
b. Was t�xt messages rnade?
c. CAC1 text was sent out thrt�ugh SHASCC7M?
d. Was any employee able t� be upgradedfdowngr�ded and backfilled to prevent this
arder b�ck?
e> Order backs shall be rank f�r rank.
2. Once the ab�ve steps have been confirmed�the Scheduling Capt�in will initiate the�rder
back procedure with the correcf callb�ck list.
3. The scheduling �aptain shall contact the highest on-duty ernpr�ye� �f that rank an the
callback lisfi tc�ord�r back.
4_ Shouid that emplayee have compelling reasans fio refuse the order back, they wi11 ca11 the
on-duty Battalion Ghi�f tt�determine if the reasan meets Sectian 8.e ineiigibilifiy. If Section
8'.e is met, the Battalion Chief will contact the scheduling Capt�in to contact the next
highest on-duty �mployee of that rank for r�rde� back.
5. An employee can be considered in�ligib(e for�rder back if the fc�llowing circumstance(s)
exist(s):
1. The order back will inferfere with a planned v�cation th�t invalves
nonrefundable airline tickets; f�otel reservations, ete., and cannot be
rescheduled or modified:
