Fiscal Impact This purchase of one 15-inch Ultra-Rugged IP66 Computer for the City of Redding's (City) Solid Waste Utility is a planned computer hardware replacement. The Solid Waste Utility (SWU) has sufficient and available cash reserves to transfer $5,500 from the cash fund balance into the capital account to complete this purchase. Council Policy 401 states that appropriations shall be transferred only for purposes previously approved by the City Council (Council). When the biannual budget is approved Council approves operations and maintenance (O&M) and capital outlay budgets - these are considered different purposes. When the cost of the remote scale house computer exceeded $5,000, it became a capital purchase rather than an O&M purchase thus requiring Council budget approval. Alternative Actzon The Council may choose not to approve the purchase and provide other direction to staff. Report to Redding City Council October29,2025 Re: 4.11(c)--Purchase of Remote Scale Computer for Solid Waste Utility Page 2 Background/Analysis In 2020, the SWU installed a remote scale and computer to allow its trucks to drive onto a remote scale and have a weight ticket generated automatically based on the truck and material type. As SWU trucks and equipment drive up to the remote scale, the computer communicates with radio frequency tags that are installed on SWU trucks and equipment, to record the information utilized for tracking and reporting requireinents. The remote scale and the computer automate routine processes at the transfer station and increase efficiency by reducing wait times for both the public and SWU drivers. The current computer is not Windows 11 compatible which is necessary in order to continue communicating with updated systems being implemented citywide. Not replacing the remote scale computer with a compatible one would result in the loss of automation for SWU trucks. In which case, the remote scale would remain functional as a scale, but would require manual entry of weight tickets by City staff which would reduce efficiency and increase the risk of manual input errors. EnviNonmental Review This is not a project defined under the California Environmental Quality Act, and no further action is required.
