Fiscal Impact The Anderson Library So1ar and Generator Addition Project (Project) is being fully-funded by a Building Forward Grant from the California State Library Foundation (Foundation). There is no match required for this program and no impact to the General Fund. If this project is not approved, the Anderson Library will miss the opportunity to install solar infrastructure, which would help offset utility expenses. Additionally, the library will not have a generator installed, which is necessary for it to remain open during power outages. In addition, the City of Redding (City) risks not receiving reimbursement for funds that have already been spent and not yet invoiced, and any remaining grant funds may be forfeited. Background/Analysis Staff applied for a California Building Forward grant through the Foundation after obtaining Council approval on April 5, 2022. Three separate grant applications requested funding across the entire Shasta Public Libraries system, which the City administers. For the Anderson Library, funds were requested to install a generator, enhance HVAC filtration, and install a solar system for utility savings. The Building Forward Grant application was awarded $439,949 for these projects and on October 18, 2022, Council accepted the grant. Since then, the project required a few revisions and some value engineering, which lengthened the timeline. However, the project is still in compliance with the March 31, 2026 deadline. If necessary, staff will apply for an extension to the grant term as the expiration date nears and more information is available. Attached is a tabulation of bids opened on September 23, 2025. The low bid in the amount of $247,311.69 was received from Cal Electro, Inc. of Redding, California. The engineer's estimate was $245,100.00. Total project development costs for this project are estimated to be $86,500.00. Project development costs include engineering, surveying, right-of-way, environmental, and consultant services. The project will install a standby generator along with the associated infrastruct�ure. In addition, a ground mount photovoltaic system will be constructed. Environmental Review Staff has reviewed the project and determined that it is categorically exempt from review under the California Environmental Quality Act Guidelines, pursuant to Section 15301 - Existing Facilities. Class 1 exemptions include the operation, repair, maintenance, or minor alteration of existing facilities, structures, or equipment involving negligible or no expansion of use. The project is to install a new standby generator with associated infrastructure and a ground mount photovoltaic system. The project is a minor alteration of the existing library to improve services in time of a power outage, and does not involve change of or expansion of use. Therefore, the project has no potential to have a significant effect on the environment and further environmental review is not required. Fiscal Impact The grant application will request up to $3,000,000 to address life safety and other critical maintenance needs at the Shasta Public Libraries. The grant program does not require a cost- sharing match. There is no additional impact to the General Fund. Report to Redding City Council March 30,2022 Re: 4.6(a)--Authorize a GrantApplication to the California State Library Page 2 Since 2006, the City of Redding (City) has managed the Shasta Public Libraries (Libraries) under an agreement with Shasta County and the City of Anderson. The City partners with Library Systems and Services to manage the library operations at the three locations —Anderson, Burney, and Redding. The Libraries are we11-utilized public spaces that take a fair amount of wear and tear daily. The experiences of the last few years with wildfires and COVID-19 have demonstrated the need to keep the Libraries open and accessible whenever needed. Staff inembers from the Libraries and the Community Services Department collaborated to identify facility needs and develop the project scope and estimates. All three locations have eligible needs under this program, including, but not limited to: new roofs and solar systems for Burney and Anderson; enhanced UV filtration for the HVAC systems, back-up generators, and security cameras at all three locations; and new carpet at the Redding Library. Shasta County has agreed to have the City submit and implement the projects in Anderson and Burney, if the grant is awarded. This coordination will allow the projects to be bid together and hopefully yield more competitive pricing. Taking the recommended action at this time will allow the City of Redding to compete for funds to address life safety and other critical maintenance needs at the Shasta Public Libraries. There are currently insufficient local funds available for these projects, so the projects would not proceed. This mission is supported by administering State and Federal grant programs, developing statewide programs and initiatives, fostering interagency collaboration, and facilitating interagency resource and information sharing. The California State Budget Act of 2021 (SB129, Chapter 69, Statutes of 2021) allocated $439 million in one-time �unding to the California State Library to address life safety and critical maintenance needs of public library facilities throughout California. The grant program prioritized funding for local libraries located in high-poverty areas o�the State. Shasta Public Libraries submitted a safety renovation project grant application for the Redding, Anderson, and Burney Libraries. The Redding Library was approved $1,626,790 for a UV filter for HVAC, HVAC automated controls, emergency lighting, a light electrical panel, cameras, carpet, a generator, and housing for the generator. The Anderson Library was approved $439,949 for a UV filter for HVAC, a generator, security cameras, a roof, and solar system. The Burney library was approved $453,109 for a UV �lter for I�VAC, a generator, security cameras, a roof, and a solar system. In addition, the request for a zero-match amount was approved. Should the Council agree to accept the funds from the California State Library, the City of Redding will be able to address much-needed life safety and critical maintenance upgrades to all three of the Shasta Public libraries. Once the final agreements are received, the City Attorney will review for approval as to form prior to the City Manager's review. Environmental Review Staff has determined that the project is exempt from the California Environmental Quality Act (CEQA) under the Class 1, Existing Facilities categorical exemption (CEQA G�uidelines § 15301), because the activity consists of permitting existing library buildings. Minor alterations to the structures including new roofs, HVAC units, solar panels, as well as interior improvements of new carpeting and security cameras which are necessary to meet current standards of public health and safety. No expansion of existing or former use wi11 occur.
