SUBJECT: 4.2(a)--Adopt Resol�ution Accepting and Appropriating CDBG Disaster Recovery
Grants
Recommendation
Authorize and approve the following actions:
(1) Adopt Resolution approving the 12t�' Amendment to City Budget Resolution No. 2025-
049 re-appropriating the state grant funds in the amount of$0;
(2) Find that appropriating grant funding is not considered a project under the California
Environmental Quality Act. Each project has been individually eval�uated for CEQA
compliance; and
(3) Find that appropriating grant funding is exempt under the National Environmental Policy
Act under Title 24 CFR 58.34(a)(3) and each of the projects has been reviewed and is
exempt from further federal environmental review requirements.
Fiscal Impact
The City of Redding's (City) Housing Division (Housing) received four grants from the
California Department of Housing and Community Development (HCD) that were appropriated
in the Housing Division's current biennial budget cycle. The Community Development Block
Grant (CDBG) — Disaster Recovery (DR) Mitigation (MIT), Planning Public Service (PPS) and
Resilient Infrastructure Program(RIP) grants received are detailed as follows:
� CDBG-DR MIT PPS —Risk Assessment ($150,000)
� CDBG-DR MIT PPS — Storm Drain Master Plan Update ($1,000,000)
� CDBG-DR MIT RIP—Wildfire Mitigation($35'7,149.53)
� CDBG-DR MIT PPS —Community Outreach($1,500,000)
The requested resolution would move appropriations for grant revenues and expenses into
various other City departments that will complete grant funded activities. A portion of the
administrative funds for each grant will remain in Housing to carry out grant monitoring, billing,
and oversight functions.

As the grants operate on a reimbursement basis, departments will initially fund eligible expenses,
with reimbursement subsequently provided by HCD. While processing times may vary, HCD
typically issues reimbursements within approximately two months of submission. No negative
fiscal impact is anticipated.
Alter�native Action
The City Council (Council) could decline the re-appropriation request and provide alternate
direction to staff.
Background/Analysis
On March 19, 2024, City Council adopted a resolution authorizing the submission of the MIT-
RIP application in the amount of$357,150 to HCD. These funds will clear dense vegetation and
combustible materials to reduce fuel loads on City-owned properties. Targeted areas include
census tracts 105 and 106.01 which includes 26 vacant City-owned lots along the north side of
Linden Avenue and adjacent to Mercy Hospital, a 22-acre undeveloped parcel north of Benton
Airpark, and approximately 211 acres that surround the south and west sides of Benton Airpark.
On July 16, 2024, City Council adopted a resolution authorizing staff to submit the MIT-PPS
grant application for$2,650,000. MIT-PPS funds are earmarked for three key projects:
1. Updating the City's Storm Drain Master Plan (SDMP):
In 1993, the City completed a SDMP that studied all major drainage basins in the City
and specifically took a detailed look at the effects of post-1985 development on flood
levels within the City. This study was independent of other studies prepared by FEMA.
In most instances, the SDMP determined that flood elevations would be higher than those
levels proposed by FEMA. Given the age of the SDMP, and the requirement to update
this plan by the Public Safety and the Community Development Design Elements of the
General Plan, the City requested and was awarded$1,000,000 to update it.
2. Redding Fire Department's (RFD) Risk Assessment, Standards of Cover, and
Strategic Plan (RFD Planning Documents):
The RFD Planning Documents assess current operational capabilities, identifying service
gaps, and establishes performance benchmarks to ensure proper emergency response
within RFD's jurisdiction. This analysis will assist RFD in equitably providing modern
fire and emergency services within the City. The grant amount for this project is
$150,000.
3. Community Outreach Program
The final project involves the development and implementation of a Community
Outreach Program focused on strategic, high-impact activities that mitigate disaster risks
and reduce future losses. This initiative will include a comprehensive education,
outreach, and capacity-building campaign centered on wildfire preparedness and
prevention. Key topics will include fuel modification, establishing and maintaining
defensible space, home hardening techniques, evacuation preparedness, and safe fire

practices. These efforts wi11 align with priorities outlined in the City's Local Hazard
Mitigation Plan and Community Wildfire Protection Plan. The City was awarded
$1,500,000 in grant funds for this Community Outreach Program.
The attached Resolution removes previously approved budgets for each project from Housing
and in turn, appropriates grant funds to each respective department including the Police
Department, Fire Department, Parks Department, Public Works, Geographic Information
Systems, and Code Enforcement.
Envir�onmental Review
The allocation of grant funding is not considered a project under the California Environmental
Quality Act (CEQA). The MIT-RIP Fuel Mitigation Project has been determined to be
categorically exempt from CEQA under Sections 15301 (Existing Facilities) and 15304 (Minor
Alterations to Land). Similarly, the MIT-PPS projects are exempt under Section 15061(b)(3), as
it can be seen with certainty that they will have no potential to cause a significant effect on the
environment.
Under the National Environmental Policy Act (NEPA), administrative and management
activities—such as allocating grant funding—are considered exempt and require no further
action. A separate environmental review has been conducted for each project and each of the
projects is exempt from further federal environmental review requirements.

Recommendation
Authorize and approve the following actions:
(1) Adopt Resolution authorizing the City Manager, or designee, to submit three State of
California Department of Housing and Community Development, Community
Development Block Grant Mitigation Planning and Public Services Program grant
applications in an aggregate amount not to exceed $2,650,000; and if awarded, execute
the Agreement, any amendments and associated documents to complete the due diligence
process, and allocate the grant funding;
(2) Find that applying for grant funding is not considered a project under the California
Environmental Quality Act; and
(3) Find that applying for grant funding is exempt from review under the National
Environmental Policy Act under Tit1e 24 CFR 58.34(a)(3).
Fiscal Impact
Community Development Block Grant (CDBG) Mitigation (MIT) Planning and Public Services
(PPS) grant funds reguire no match obligation. City of Redding (City) staff time coordinating
resulting projects will be paid through the grants as activity delivery - up to 20 percent of the
award. The MIT-PPS Program grant request will be in an amount not to exceed $2.65 million.
There is no impact to the General Fund.
Alternative Actzon
The City Council could decline to adopt the resolution of the CDBG MIT-PPS Program and staff
would not apply for the grant opportunity.

Background/Analysis
The State of California Housing and Community Development is committed to helping
cominunities recover after disasters by administering special federal funds for mitigation
purposes.
MIT-PPS Program funds are available to assist eligible local jurisdictions with mitigation-related
planning and public services needs to support risk reduction from wildfire, flooding, and
earthquake hazards. MIT-PPS funds may be used to create projects that address risks to
community lifelines that support human health and safety and provide initigation for individual
and community-based systems. Staff proposes to apply for up to $2.65 million, and if awarded,
complete two initigation planning activities designed to lessen the future risk of wildfire and
flooding and partner with multiple City departments to develop a community outreach program
to educate the public on the City's Community Wildfire Protection Plan.
Environmental Review
Applying for grant funding is not considered a project under the California Environmental
Quality Act(CEQA). Any project that is developed will be reviewed for CEQA compliance once
the details are known.
Under the National Environmental Policy Act, administrative and management activities such as
applying for grant funding are considered exempt activities and no further action is required.

documentation to facilitate acceptance;
(2) Adopt Resolution authorizing the City Manager, or designee, to submit a State of
California Department of Housing and Community Development, Community
Development Block Grant Mitigation Planning and Public Services Program grant
application in an amount not to exceed $2,000,000; and if awarded, execute any
agreements and subsequent documentation to facilitate acceptance;
(3) Determine that applying for grant funding is not considered a project under the California
Environmental Quality Act; and
(4) Determine that applying for grant funding is exempt from review under the National
Environmental Policy Act under Title 24 CFR 5834(a)(3).
Fiscal Impact
Community Development Block Grant (CDBG) Mitigation (MIT) Planning, Public Services
(PPS) and Resilient Infrastructure Program (RIP) grant funds require no match obligation. City
staff time coordinating resulting projects may be paid through the grants as activity delivery- up
to 15 percent of the award. The MIT-PPS Program grant request will be for up to $2,000,000.
There is no impact to the General Fund. The MIT-RIP grant application is for an amount of
$357,150.53 for a multi-year fuel mitigation project in the 105- and 106.01-census tracts.

Background/Analysis
The State of California Housing and Community Development is committed to helping
communities recover after disasters by administering special federal funds for both recovery and
mitigation purposes. The purpose of the CDBG MTT-RIP is to assist local jurisdictions with
hazard mitigation (wildfire, flooding and earthquake) to infrastructure.
The City of Redding (City) has been identified as an eligible jurisdiction for the MIT-RIP Funds
due to the 2018 Car� Fi�e. The project being proposed is strategically aligned to lessen the
impacts of a future fire originating or reaching areas housing critical infrastructure. The funds
can be used to clear dense vegetation and remove combustibles to reduce fuel load on City-
owned property. The proposed outcome of this project is to bring hazardous fuels in targeted
areas (census tracts 105 and 106.01) to a level that the City can maintain with existing allocated
funds. If awarded, staff proposes to perform work on 26 vacant City-owned lots along the north
side of Linden Avenue. This area has an immediate proximity to Mercy Hospital, a 22-acre
vacant parcel to the north of Benton Airpark, and approximately 211 acres of land encompassing
the south and west areas of Benton Airpark.
