Fiscal Impact The Cypress Pump Station Facility (Project) is being funded by the City of Redding's (City) Water Utility Fund. Due to the bid results coming in above the engineer's estimate, staf� identified additional funds from the Water Line Replacement Holding Account and performed an Appropriations Transfer (AT) pursuant to Council Policy 401 to the Water Line Replacelnent Account in the amount of $2,434,838 on October 1, 2025. There is no additional impact to the General Fund. Alternative Action The City Council (Council) may choose not to award the bid for the project and provide staff with alternate direction. If the project is not awarded, the City will not be able to maximize the use of higher quality surface water while minimizing reliance on more expensive groundwater sources. Background/Analysis Attached is a project tabulation of bids received and opened on August 28, 2025. The low bid in the amount of$3,713,625 was received from RTA Construction, Inc. of Redding, California. The engineer's estimate was $2,855,000. Total project development costs for this project are estimated to be $910,000. Project development costs incl�ude engineering, surveying, right-of- way, environmental, and consultant services. The project includes the demolition and removal of the existing pump station located at 777 Cypress Avenue — at the southeast corner of the City Hall campus - to be replaced with a new pump station housed in a masonry block building with a sloping metal roo£ The pump station will consist of a new pump with associated appurtenances, a new 24-inch pipeline, electrical instrumentation, landscaping, paving, miscellaneous storm drain, and wrought iron fence with gate. Due to long lead times for some of the equipment, it is anticipated that the project will be completed by Fa112027. Envir�onmental Review Staff has determined that the project qualifies as categorically exempt from environmental review under California Environmental Quality Act Guidelines Section 15301-Existing Facilities, Section 15302-Replacement or Reconstruction, and Section 15303-New Construction or Conversion of Small Structures. Class 1 exemptions incl�ude the operation, repair, maintenance, or minor alteration of existing facilities, structures, or equipment involving negligible or no expansion of use. Class 2 exemptions consists of replacement or reconstruction where the new structure wi11 be located on the same site and wi11 have substantially the same purpose and capacity. Class 3 exemptions consist of construction and location of new small facilities and equipment, or conversion of existing structures. The new Cypress Pump Station Facility and associated electrical equipment will be installed at the existing emergency facility, and the project does not involve expansion of facility use. The project has been reviewed for sensitive resources such as threatened or endangered species or their habitats, sensitive vegetation communities, �ribal lands, or tribal cultural resources. The project has no potential to have a signi�eant effect on the environment.
