Street Division Functions
o Provide maintenance of the City’s 450 roadway miles
(~940 lane miles of pavement)
•Almost double when compared to Cities of a similar
size (Chico has 568 Lane Miles)
•Ensures safe operation of 118 City-owned bridges
•Maintain over 570 miles of sidewalk and 12,000+ signs
•Timing of 82 traffic signals and 47 RRFB’s
o Traffic Operations team is responsible for:
•Evaluating requests for traffic-control devices
•Prepares studies related to speed and speed limits
•Maintains traffic counts and accident data
•Development of multimodal facilities
•Coordination of Special Event closures like parades

Pavement Condition Index (PCI) is a numerical rating from 0 to 100 that
represents the general health of a paved surface.
Factors that contribute to PCI score include:
o Type of pavement distress
•Cracking (fatigue, thermal, longitudinal, transverse)
•Rutting (potholes and raveling)
o Severity of pavement distress
o Extent of pavement distress
o Traffic loading
o Age
o Climate/weather
