HomeMy WebLinkAbout _ 4.3(a)--Resolution Approving City as Applicant on CAL OES Cyber Security Grant CITY OF REDDING REPORT TO THE CITY COUNCIL Recommendation Authorize and approve the following: (1) Adopt Resolution authorizing the City of Redding as an applicant for the California Governor’s Office of Emergency Service’s Fiscal Year 2025 State and Local Cyber Security Grant Program in an amount up to $250,000; and (2) Authorize the City Manager, or designee, to execute all documents necessary to apply for the grant. Fiscal Impact California Governor’s Office of Emergency Service’s (Cal-OES) does not require a match of funds. Any Cal-OES funding received cannot supplant already budgeted funds. If awarded grant funding, there will be no impact to the General Fund. Alternative Action Council could choose to not approve the application of the Cal-OES Cyber Security Grant. Background/Analysis In anticipation for the release of the Fall 2025 Cal-OES State and Local Cybersecurity Grant Program (SLCG) application, the City of Redding’s (City) Information Technology Department is requesting a resolution authorizing a submittal of an application to the applying for the program. This grant came about through Congress establishing State and Local Cyber Security Improvement Act as part of the Infrastructure Investment and Jobs Act (IIJA) of 2021. Funding was appropriated to be awarded over four years beginning in 2022. The State of California applies for funds, and local governments then apply as subrecipients to State of California Office of Emergency Services. As proposed, up to $250,000 of the grant can be utilized to improve cyber security in the City’s network. This will be through a combination of training, policy implementation, and tool implementation with a focus on business continuity and recovery in case of an incident, as priorities earmarked by the City’s Cyber Security Officer and Chief Information Officer. Environmental Review This is not a project defined under the California Environmental Quality Act, and no further action is required. Anticipate the future to make better decisions today.” Attachments ^Resolution RESOLUTION NO. 2025-_____ A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF REDDING APPROVING THE SUBMITTAL OF AN APPLICATION FOR THE CAL OES GOVERNOR’S OFFICE OF EMERGENCY SERVICES STATE AND LOCAL CYBERSECURITY GRANT PROGRAM (SLCGP) WHEREAS, the Governor’s Office of Emergency Services (Cal OES) administers various Grant Programs; and WHEREAS, in furtherance of this authority, Cal OES is required to establish procedures governing the administration of the Grant Programs; and WHEREAS, Cal OES grant application procedures require, among other things, an applicant’s governing body to declare by resolution certain authorizations related to the administration of Cal OES Grants; NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL that the City of Redding is authorized to submit an application to Cal OES for State and Local Cybersecurity Grant Program. BE IT FURTHER RESOLVED that the City Manager, or their designee, are hereby authorized as Signature Authority to execute in the name of the City of Redding all grant documents, including but not limited to, applications, agreements, amendments, and requests for payment, necessary to secure grant funds and implement the approved grant project. BE IT FURTHER RESOLVED that these authorizations are effective for five years from the date of adoption.
