Fiscal Impact There is no cost for the acquisitions, therefore these acquisitions will not have a fiscal impact on the City of Redding's General Fund or Redding Electric Utility(REU) Operating Fund. Alternative Action The City Council (Council) may choose to not authorize the acquisition of the easements. This would require staff to find less optimal locations. Background/Analysis In order to increase reliability of delivering electric service in certain areas, the City of Redding Electric Utility (REL� is upgrading facilities and is requiring easements across the following properties: Report to Redding City Council August26,2025 Re: 4.11(c)--Authorize Acquisitions of Public Service Easements Page 2 Address Assessor Parcel Number Easement Area 200 Lake Boulevard ll3-330-009 2150 S uare Feet 2210 Blue Oak Drive 203-220-007 5154 S uare Feet Staff has negotiated the acquisition of the easements at no cost to the City of Redding (City). At 200 Lake Boulevard, REU has removed poles and overhead lines and has undergrounded service lines. The owner agrees that the visual benefit gained by removal of the overhead electric lines as well as the increased safety associated with reduced fire risk is a sufficient exchange for granting the easements. At 2210 Blue Oak Drive, REU has extended the lead of an anchor pole at the dead end of transmission line. The owner has agreed that the increased safety associated with reduced fire risk in a fire prone area is sufficient exchange. Envir�onmental Review Staff has determined this action to be categorically exempt from environmental review under the California Environmental Quality Act (CEQA) G�uidelines, pursuant to Section 15305 — Minor Alterations to Land Use Limitations. Class 5 exemptions include minor alterations in land use limitations in areas with an average slope of less than 20 percent, which do not result in any changes in land use or density. The City is seeking a public service easement to maintain the existing utility infrastruct�ure as well as future infrastruct�ure at this location. The easement is in an area with less than 20 percent slope and will not result in changes in land use or density. The easement area has been reviewed and contains no underlying value for sensitive environmental resources. This action has no potential to have a significant effect on the environment. In compliance with CEQA, the City will conduct a separate environmental review for future infrastructure improvements at this location.
