Fiscal Impact There is no �scal impact by approving Amendment No. 1 to Public Works Agreement (Amendment). Alter�native Action The City Council (Council) may choose not to authorize the amendment and provide staff with alternate direction. Without the proposed amendment, Monroy Flooring will not be able to complete the Library flooring installation. Background Analysis On April l, 2025, Council awarded the Redding Library Flooring Replacement Project (Bid Schedule No. 5548) to Northern Valley Flooring. The contractor executed the contract under Northern Valley Flooring a sole proprietorship, on April 24, 2025. On July 14, 2025, the contractor contacted the City of Redding to notify us of his newly formed S corporation name, Monroy Flooring, Inc., a California Corporation and requested an amendment to the contract to switch company names. This amendment to the original agreement will amend the eontractors name to Monroy Flooring, Inc. and has been reviewed by the City Attorneys office. Report to Redding City Council August 25,2025 Re: 4.11(b)--Approve the FirstAmendment to Public WorksAgreement Page 2 The project includes the removal, disposal and replacement of the majority of the existing carpet and vinyl flooring on both levels of the library including the stairs. In addition, the existing book shelving and furniture will be moved and relocated, or reinstalled as detailed on the plans and in the special provisions. During construction, the library will remain open by setting up a small temporary library in the Community Room. EnviNonmental Review This action, contract amendment, is not a project as defined by the California Environmental Quality Act (CEQA). On April 1, 2025, Council determined that the project is categorically exempt from environmental review, pursuant to CEQA Section 15301 — Existing Facilities. No further action is required. Council Priority/City Manager Goals This is a routine operational item. If the project does not move forward, the Redding Library will not receive new flooring to replace the existing flooring which has reached the end of its useful life. In addition, the City may not receive reimburselnent for money spent and not yet invoiced, and the remaining grant funds may be forfeited. Background/Analysis Attached is a tabulation of bids opened on January 28, 2025. The low bid in the amount of $622,840 was received from Northern Valley Flooring of Stockton, California. The engineer's estimate was $635,000. Total project development costs for this project are estimated to be $32,000. Project development costs include engineering, surveying, environmental, and consultant services. The project includes the removal, disposal and replacement of the majority of the existing carpet and vinyl flooring on both levels of the library including the stairs. In addition, the existing book shelving and furniture wi11 be moved and relocated, or reinstalled as detailed on the plans and in the special provisions. During construction, the library will remain open by setting up a small temporary library in the Community Room. EnviNonmental Review Staff has determined that the project is categorically exempt from environmental review under the California Environmental Quality Act Guidelines, pursuant to Section 15301. Class 1 exemptions include the operation, repair, maintenance, or minor alteration of existing facilities, structures, or equipment involving negligible or no expansion of use. The project is to replace flooring, replace existing wall base, install transition strips, and relocate or reinstall existing shelving and furniture. Old flooring and debris will be removed offsite for proper disposal. The project is a regular maintenance item and does not involve change of or expansion of use.
