HomeMy WebLinkAbout _ 4.1(c)--Authorize and Approve the Disposition of City of Redding Property GI �" Y C� F � � �- ' � ° � � i � CITY OF REDDING �� REPORT TO THE CITY COUNCIL MEETING DATE: September 2,2025 FROM: Barry Tippin, City Manager ITEM NO. 4.1(c) ***APPROVED BY*** btippin@cityofredding.org ry ippin,Ci an .e 8��2$I2025 btippin@cityofredding.org SUBJECT: 4.1(c)--Authorize and Approve the Disposition of City of Redding Property Recommendation Authorize and approve the following actions regarding the disposition of City of Redding-owned real property at 7251 Eastside Road(Assessor's Parcel Nos. 050-050-010 and 050-070-008): (1) Adopt Resolution declaring the property as exempt surplus property, subject to the retention of any existing easements for public service utilities; and (2) Find that the activity is categorically exempt from environmental review under the California Environmental Quality Act Guidelines, pursuant to Section 15312 - Surplus Government Property Sales. Fiscal Impact There is no fiscal impact associated with declaring 7251 Eastside Road, Assessor's Parcel Nos. 050-050-010 and 050-070-008 (Property), as surplus property. Alternative Action The City Council (Council) could choose not to declare the property as "exempt surplus" and the City of Redding (City) would continue to hold full responsibility for the property and its upkeep and the property could not be transferred to the County of Shasta unless it was declared"surplus" through a more rigorous process. Background/Analysis The County of Shasta is interested in obtaining the property to further its goal of enhancing the Sheriff's Alternative Custody Programs and securing property for the site of a future jail. Report to Redding City Council August28,2025 Re: 4.1(c)--Authorize and Approve the Disposition of City of Redding Property Page 2 Pursuant to the Surplus Land Act, Article IV, Section 400(e) the Council must first declare the property as "exempt surplus" by resolution and then submit it to the State of California, Department of Housing and Community Development (HCD). The City may not dispose of the property unti130 days after the submittal of the resolution to HCD. Envir�onmental Review Staff has reviewed the activity and has determined that the property is categorically exempt from environmental review under the California Environmental Quality Act Guidelines, pursuant to Section 15312 - Surplus Government Property Sales. Class 12 projects consist of the sale of surplus properties, except for the sale of land in areas of statewide, regional, or areawide concern. This City-owned property is not located in an area of concern, and the sale has no potential to have a significant effect on the environment. If the surplus land is transferred to a third-party intermediary, the receiving agency's use must be contained in a legally binding agreement at the time of transfer to the third-party intermediary;" and WHEREAS, the property is to be used by the County of Shasta for expansion of its Alternative Custody:Program; and WHEREAS,the property is not listed in a coastal zone, adjacent to a historical unit of the State Parks System, listed or determined by the State Office of Historic Preservation to be eligible for the National:Register of Historic Places, or within the Lake Tahoe region as defined in Section 66905.5, as described in Government Code section 54221(�(2)(B). NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF REDDING DOES HEREBY RESOLVE THAT: 1. The above recitals are true, correct, and are adopted herein as findings of fact. 2. The Property is declared exempt surplus property, subject to the retention of any easement(s), if required, for public service purposes. 3. Sale of the Property by the City is categorically exempt from the requirements of the California Environmental Quality Act (CEQA) pursuant to Section 15312 of the CEQA Guidelines (Surplus Government Property Sales).
