Fiscal Impact There is no fiscal impact related to adopting the resolution; however, the approval of this designation allows the City of Redding (City) to work with the California Office of Emergency Services (Cal-OES) in order to receive federal and state financial assistance available when emergencies are declared. AZteNnative Action The City Council could choose not to adopt the resolution and provide staff with alternative direction. The resolution will provide the necessary Cal-OES designations — without the proper designations, the City will not be able to complete the necessary documents that allow completion of the disaster assistance funding. Background/Analysis On July 29, 2025, in accordance with Cal-OES, the Governor declared a State of Emergency in Shasta County for the 2025 February Storms. The storm event caused significant damage to Nur Pon Open Space, South Bonnyview Boat Launch, the Parkview Sewer Siphon as well as other areas around the City. Th� current estimated damage is $7.15 million. With the Governor announcing the emergency the City is now able to apply for funding for the damages. Report to Redding City Council August27,2025 Re: 4.1(b)--Adopt Resolution designating staff as City of Redding s Authorized Agents Page 2 The City is anticipating to receive 75 percent of the costs from Cal-OES for the damages. In order to receive funding, the City needs to submit the attached resolution declaring the City's Authorized Agents in order to submit the necessary paperwork to Cal-OES. The attached resolution does not assign specific names to the positions, allowing the Authorized Agent to be designated by title only. This ensures that i� someone leaves their position, their successor automatically assumes the role of Authorized Agent. The resolution also enables the Authorized Agents to complete required documents for any future disaster for up to three years following the date of approval. By having this form in place, it will allow the City of Redding to seamlessly apply for funding, obtain funding, and complete all other required documentation for any future disaster. EnviNonmental Review This is not a project defined under the California Environmental Quality Act, and no further action is required. Attachments ^Resolution STATE OF CALIFORNIA GOVERNOR'S OFFICE OF EMERGENCY SERVICES Ca1 OES ID No: 089-59920 Cal OES 130 RESOLUTION NO.2025- DESIGNATION OF APPLICANT'S AGENT RESOLUTION FOR NON-STATE AGENCIES BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF REDDING THAT THE CITY MANAGER, ASSISTANT CITY MANAGER, OR THE FINANCE DIRECTOR is hereby authorized to execute for and on behalf of the CITY OF REDDING, a public entity, established under the laws of the State of California, this application and to file it with the California Governor's Office of Emergency Services for the purpose of obtaining certain federal financial assistance for any existing or future grant program, including, but not limited to any of the following: -Federally declared Disaster(DR),Fire Mitigation Assistance Grant(FMAG),California State Only Disaster (CDAA), Immediate Services Program (ISP), Hazard Mitigation Grant Program (I�MGP), Building Resilient Infrastructure and Communities (BRIC), Legislative Pre-Disaster Mitigation Program (LPDM), under -Public Law 93-288 as amended by the Robert T. Stafford Disaster Relief and Emergency Assistance Act of 1988, and/or state financial assistance under the California Disaster Assistance Act; -Flood Mitigation Assistance Program(FMA),under Section 1366 of the National Flood Insurance Act of 1968; -National Earthguake Hazards Reduction Program(NEHRP)42 U.S. Code 7704 (b) ((2) (A) (ix) and 42 U.S. Code 7704 (b) (2) (B) National Earthquake Hazards Reduction. Program, and also The Consolidated Appropriations Act, 2018, Div. F, Department of Homeland Security Appropriations Act, 2018, Pub. L. Na 115-141; and -California Early Earthquake Warning(CEE�under CA Gov Code—Gov,Title 2,Div. 1, Chapter 7, Article 5, Sections 8587.8, 8587.11, 8587.12. THAT THE CITY OF REDDING, a public entity established under the laws of the State of California, hereby authorizes its agent(s) to provide to the Governor's Office of Emergency Services for all matters pertaining to such state disaster assistance the assurances and agreements required. This is a universal resolution and is effective for all open and future disasters up to three (3) years following the date of approval below.
