HomeMy WebLinkAboutReso. 2025-075 - Commending Barry Tippin for OUtstanding Dedication to the City of ReddingC I T Y 0 F REDD &MONOMMONOWN RESOLUTION NO. 2025-075 Ilk, mli IQVV--- I OMNI I. 13 0113 LW 10 OIN] 91 'ATA Ll M KIM 0 DME4611 I WHEREAS, Barry Tippin began his career with the City of Redding (City) on March 29, 2004, and has served as Assistant Director of Development Services, City Engineer, Director of Transportation and Engineering, Director of Municipal Utilities, Director of Personnel, Director of Electric Utility, Executive Director of the Redding Redevelopment Agency, Executive Officer of the Redding Area Bus Authority, Assistant City Manager, and City Manager; and WHEREAS, Mr. Tippin has effectively and expertly managed the direction, organization, and operation of the City various departments and employees; and WHEREAS, Mr. Tippin has provided exceptional leadership in his many roles, most notably as City Manager, and was instrumental in accomplishing the following: • Development of the Redding Police Department Crisis Intervention Response Team (CIRT), one of the first teams in California • Served as a Director and Chairman to the SHASCOM Board • $100M Wastewater Treatment Plant facilities upgrades Expansion of the Cypress Street Bridge over the Sacramento River Stillwater Business Park design, construction, and sales Redevelopment of downtown Redding, including: • Update to the Downtown Specific Plan • Removal of the Downtown Mall roof and creation of the Market Street Promenade • Restoration of the Downtown street grid • Development of the Pine Street Lofts, Market Center, and Block 7 Developments • Development of Whistle Stop Park Creation of numerous income -qualifying housing projects, including: o The Woodlands, Lorenz Hotel, FaithWORKS 11 & 111, East Street Senior Apartments, Kennett Court I & 11, Kennett Senior Apartments., Center of Hope, Alturas Crossing, Lowden Lane Apartments, and Piper Way Senior Apartments. Facilitated the City of Redding Shelter Crisis Declaration and associated shelter projects, including: o Nations Finest Park Marina Veterans Home, Pathways Respite Care Facility, South Market Micro Shelter Community, Good News Rescue Mission Micro -Shelter Village and Day Resource Center, and St. James micro -shelters. • Development of the Bechelli-Bonnyview Specific Plan for the new Costco shopping center relocation plan • Development of the Dignity Healthcare - Sierra Pacific Cancer Facility site • Development of Cannabis Regulatory Framework and Taxation for Council's Consideration • Facilitated the development of River Crossing Marketplace • Stillwater Business Park developments — Pace Engineering, Frito Lay, and Amazon Last Mile facility • Facilitated the land transaction with Shasta County for the development of an Alternative Custody Program • Facilitated the acquisition and tenant improvement construction of a new facility for Redding Electric Utility • Led City through the dissolution of the Redding Redevelopment Agency and the creation of the Successor Agency and Successor Housing Agency • Led the community and staff through the Carr Fire Response, including post -disaster recovery and streamlining permitting to aid in efficient rebuilding • Led the community and staff through Snowmageddon, including post -disaster recovery assistance • Facilitated the build-up of the Code Enforcement Division to better handle substandard, blighted properties, preservation and safety of our neighborhoods, as well as the launch of the cannabis cultivation and retail licensing program. • Facilitated the update to the City's General Plan and the Redding Riverfront Specific Plan • Facilitated major upgrades to the City's key software systems (Oracle, Energov, REU billing, Dossier, etc.) • Facilitated the implementation of a Short -Term Rental ordinance and program • Oversaw development and buildout of multiple large-scale subdivisions including Salt Creek Heights, Highland Park, Shastina Ranch, among others. • Redevelopment of Mt. Shasta Malt — Sprouts, Chick-Fil-A, etc. • Led organizational change in the Electric Utility to be successful in the modern environment • Served as a Director and Chairman of the Transmission Agency of Northern California (TANG) • Served as a Director and Chairman of the Balancing Agency of Northern California (BANC) • Facilitated the development of several subdivisions and City parks contained within, including: Salt Creek Heights, Shastina Ranch Park, revitalizing Carnegie Park, Diestelhorst to Downtown, California St. Bikeway, and the Northeast Crossing Trail. • Supported Redding Regional Airport's efforts and led staff to improve air service development that included United Airlines flights to San Francisco, Los Angeles, and Denver; and Alaska Airlines to Seattle. He was instrumental in gaining the community's financial support for the minimum revenue guarantee that secured the air services • Led the City's response to the Covid-19 Pandernic • Supported and promoted technology improvements such as: Audio/visual/technology improvements in the City Council Chambers • Facilitated converting the Redding Fire Department (RFD) operations from a two -person engine to three- person engine staffing on all City fire engines; transitioned the City to a City-wide digital radio system; responsible for standing up the Emergency Operation Center; further modernization of the RFD through mobile data computers, and enhanced station alerting systems; and navigated the purchase of five new fire engines and a ladder truck; • Facilitated the creation of the City's Communications Team • Facilitated the ad-hoc committee and developed the agreement for the long-term Rodeo Grounds Lease. • Developed a highly effective, collaborative Executive Team. WHEREAS, Mr. Tippin's financial acuity is evidenced by the City receiving a Certificate of Achievement for Excellence in Financial Reporting annually during his entire tenure, and in helping the City maintain a position of fiscal stability, particularly during the Great Recession; and WHEREAS, Mr. Tippin served as a Board Member of the Simpson University Advisory Council and a member of the Rotary Club of Redding; and WHEREAS, Mr. Tippin's professional association memberships include: California City Managers Foundation, International City/County Management Association (ICMA), and Member of the League of California Cities Sacramento Valley Division City Managers Area Group; and WHEREAS, Barry Tippin has performed his duties with pride, integrity, and accountability, always mindful and taking into consideration the welfare of the organization; NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of Redding hereby expresses its deep appreciation to Barry Tippin for his dedication and the many contributions he has made to the City of Redding and its citizens, and wishes him future success and happiness as he retires from public service.
