� E AS, the City of Redding is the owner of real praperty lacated at 7251 Eastside Road,
Assessor Parcel Numbers 050-050�010 & QSO-070-008 (the "Property") further described in
Exhibit"A;"and
WHE AS, the subject property is currently used as a buffer fc�r odors frorn the Wastewater
Treatment P1ant; and
HE AS, the Surplus Property Act {California Government Cade section 54220 et seq.)
provides guidelines for localities to fallow regarding the sale and lease of City-owned property;
and
�HE AS, Government Code section 54221(b) requires that a local agency shall, at a regular
public rneeting; declare land as either "surplus land" or "exernpt surplus land'' before it may take
any action to dispose of the land; and
�IIE AS, the surplus property meets the definition of "Exempt" under Gavernment Cade
Section 542Z1 (�(1)(D): "Surplus land that a local agency is transferring to another local, state, or
federal agency, or ta a third-party intermediary for future dedication for the receiving agency's
use,or to a federally recognized Calift�rr�ia lndian tribe. If the surplus land is transferred to a third-
party intermediary, the receiving agency's use must be contained in a legally binding agreement
at the time of transfer tc� the third-party intermediary;" and
E AS, the property is to be used by the County of Shasta for expansion of its Alternative
Custody Program; and
E AS, the properiy is �ot listed in a coastal zane, adjacent tQ a historical unit ofthe State
Parks System, listed or determined by the State Office of Historic Preservation to be �ligible for
the National Register of Historic I'laces, +�r within the Lake Tahoe region as defined in Section
66905.5, as described in Government Code sectian 54221(�(2}{B},
