On roll -call the following Councilmen were present: Buchea, Dunlap, Haskell, Swarts and Anderson. Minutes of the previous meeting were approved as read. RE: BOND ISSUES City Councilman Buchea moved, seconded by Councilman Swarts that the /add $25,000 to proposed bond issues for Redding Municipal Airport administration building and lighting. Voting was as follows: Ayes: Councilmen: Buchea, Haskell, Swarts and Anderson Noes: Councilmen: Dunlap Absent: Councilmen: None RESOLUTION NO. 1502 Councilman Buchea moved, seconded by.Councilman Swarts to adopt Resolution No. 1502 of intention to call a.Special Election on the followinBond Issues: (1):Improvements to Water System (2) To construct Rimming Pool N To light Baseball.Park. Voting was as follows: Ayes: Councilmen: Buchea, Dunlap, Haskell, Swarts and Anderson. Noes: Councilmen: Norte Absent: Councilmen: -,None OLD HIGH SCHOOL BUILDING City Manager Philip W. Storm reported -that the County is contemplating to remodel the old High School Building soon. PLACER STREET RIGHT -of -WAY In regard to widening of Placer Street, Councilman Buchea moved, seconded by Councilman Haskell that the City Attorney and the City Manager be authorized to complete negotiations for Right-of=UJay on Placer Street and place matter in escrow. Noes: Councilmen: N8ne Absent: Councilmen: None SLOT MACHINE ORDINANCE Councilman Dunlap moved, seconded by Councilman Haskell to waive first reading of Ordinance pertaining to Slot Machines, Pin Ball Machines, etc. Voting was as follows: Ayes: Councilmen: Buchea, Dunlap Haskell, Swarts and Anderson. Noes: 8ouncilmen: None Absen�: Councilmen: None ACCUPrNLATEDJ CENT GAS TAX The.City Attorney was asked to check on the necessity of programming accumulated 4 cent gas tax held by the State of California. Councilman Buchea moved,seconded by Councilman Swarts to approgedCity of Redding Job #1 as contained in a Division of Highways Project Statement for impropement of Scheley Avenue; any balance of this amount of $8,476.00 to be used on improving Walnut Street. Voting was as follows: Ayes: Councilmen: Buchea, Dunlap, Haskell, Swarts and Anderson. Noes: Councilmen: None , Absent: Councilmen: None PARKING METERS ON TEHAMA STREET Request by Diamond Match Company that Parking Meters be placed on Tehama Street between the Southern Pacific tracks and California Street was held for a survey at a later date.. CLOSE KUT.RAS POOL The Council left the date of ,closing of the Kutras Pool up to the City Manager. Sea ORD • 351 RESOLUTION N0. 90- STOP SIGN AT EUREKA WAY AND PINE STREETS Councilman Buchea moved, seconded by Councilman Haskell to amt oe:o #_-_109.plac-a stop ,sign on north side of intersection of Pine Street at Eureka Way making it a four way stop for public interest and control of traffic. Noes: Councilmen: None Absent: Councilmen: None VMESTERN UNION POLES Councilman Dunlap moved, seconded by Councilman Haskell.that the Mayor be authorized to accept bill of'sale from the Western Union Telegraph Company for two poles in sum of $2.00 payable # the City of Redding. Voting was as follows: Ayes: Councilmen: Buchea, Dunlap, Haskell, Swarts, and Anderson Nees: --Councilmen: None Absent: Councilmen: None DRIVE -IN -RESTAURANT In reply to request of Drive -in -Restaurant to'be constructed at South East corner Market and South Streets for driv ways, Councilman Haskell moved, seconded -by Councilman Dunlap that thefeet .be allowed on Market Street and approximately 60 feet on South Stfeet be allowed for driveways as recommended by the City Engineer and City MAnager. Voting was as follows: Ayes: Councilmen: Buchea, Dunlap, Haskell, Swarts and Anderson Noes: Councilmen: None Absent: Councilmen: None INTER. CITY MEETING - LEAGUE OF CALIFORNIA CITIES SEPTEMBER 3, 1147 Councilman Buchea moved, seconded by Councilman. Swarts that the Mayor and City Manager, and any other members of the City Council who desire, attend an inter city meeting at'M,arysville September 3, 1947. Voting was as follows: Ayes: Councilmen: Buchea,, Dunlap, Haskell., Swarts and Anderson Noes: Councilmen: None Absent: Councilmen: None LEASE--REDDING UMQUITO ABATEPENT DISTRICT Councilmen Buchea moved, seconded -by Council Dunlap to instruct the City ;! Attorney to draw up a lease m&erd1gy, the certain City land would be leased to the Redding Mosquito Abatement District for a period of 5 years with an option to renew same. Voting was as follows: Ayes: dounc3.imen: Buchea, Dunlap, Haskell, Swarts and Anderson Noes: Councilmen: None Absent: Councilmen: None OLD CITY PARK BOAR.DMAN ADDITION The City Council held on file a request that they relinquish all right and title to.property knovm as City Park land in the Boardman Addition to Redding. LEGAL PUBLICATIONS Councilman Haskell moved, seconded by Councilman Dunlap to accept following prices submitted for publication of legal notices for Year 1947-48. Reddin Record -Searchlight, 66¢ per legal square for the first insertion (Daily 44¢ per legal square for each subsequent insertion Shasta Courier, 50¢ per legal square for the first insertion (Weekly) 40¢ per legal square for each subsequent insertion Voting was as follows: Ayes: Councilmen: Buchea, Dunlap, Haskell, Swarts and Anderson Noes: Councilmen: None Absent: Councilmen: None RESOLUTION NO. 1503 - SET TAX RATE_ ADOPT 1247=18 BUDGET Councilman Dunlap moved, seconded by Councilman Haskell, to adopt Resolution No. 150$, adopting 1947-48 Budget and setting Tax rate at x$.'1.53 per C. Voting was as"follows: Ayes: Councilmen: Buchea, Dunlap, Haskell, Swarts and Anderson Noes: Councilmen: None Absent: Councilmen: None 416 MENBER REDDING MOSQUITO ABATEMENT DISTRICT As proposed by Councilman Haskell, Councilman Buchea moved, seconded by Councilman Dunlap that the City Council appoint Jake Birkland as a member of the Redding Mosquito Abatement District. Voting was as follows: Ayes:�,Couneilmen: Buchea, Dunlap, Haskell, Swarts and Anderson Noes: ,Councilmen: None Absent: Councilmen: None TRANSFER OF FUNDS Councilman Dunlap moved, seconded by Councilman Haskell to transfer the following Funds: From the Electical Department Fund to the General Fund,, the sum of $111,000.00. From the General Fund to the Special Recreation Fund, the sum of $1,000.00 Voting was as follows: Ayes: Councilmen: Buchea, Dunlap, Haskell, Swarts and Anderson Noes: Councilmen: None Absent: Councilmen: None PAY BILLS Councilman Haskell moved, seconded by Councilman Dunlap to pay the monthly bills as audited. Voting was as follows: Ayes: Councilmen: Buchea, Dunlap, Haskell, Swarts and Anderson Noes: Councilmen: None Absent: Councilmen: None APPROVAL OF BOND ISSUES Councilman Buchea moved, seconded by Councilman Haskell to authorize the City Attorney to have the City Bond Issues approved by Bond Specialists in advance of sale. Voting was as follows: Ayes: Councilmen: Buchea, Dunlap, Haskell, Swarts and Anderson Noes: Councilmen: None Absent: Councilmen:_ None RAISE IN PHONE RATES A letter from the_'ity Attorney in Sacramento, California, asking sum of $500.00 to fight/ a es was passed on file. KUTRAS LEASE Letter was presented whereby Christ and Frances Kutras agreed to extend time on lease to September 15, 1947, for alterations to -be made on same.
