(a) That the efficient administration of t�e a�fairs of the �overnment
of t�e City of Redding is impaired and de�arimentally affeeted by reason of i�;e: ].::.
the lack of cooperation between the said James Neal, as City L�ianager and
the officials and employees of the City of Reddin�;
(b) T�at by reason of the inabilit� of J�es Neal, as City Manager, ta
obtain cooperatinn between himself and the o�h�r officers and employees oP
the City of Rec�ding the conduct of' thE adn:inistrative affairs of the City
of Redding has been adversely affected and the �relfare of the Cit;� of Red-
ding issand has been dsmaged and injured;
� (c) That in order to attain efi'iciency andstability in the op�ration
� and c�nduct .of the affai:rs of the �overntnent of the Gity of Redding, both
�04aIR1I[1Q71t",fll and proprietary, it is necessary to remove said J�nes Neal,
as City I�Ian�ger, and to appoint in his place and st�ad an individual
�cap�.�le of obt�zining the required cooperatio:� in the conduct of �he City
Government and,,�Une resul:ting maxi.mum efi iciency.
The Above Resolution No. 14�0 �vas adopted by motion of Co�ancilm�n..Andersan
which was seconded by.Councilman 5warts. Voting was as follows:
