The meeting was called to ord�r by �dayor Buchea. On roll-call the follow-
ing Councilmen were present: Anderson, Haskell, Swarts and �uchea.
Councilman Dunlap was absent.
The minutes of t he previous meeting were approved as r�ad.
STtZEET IN PARK SUBDIVISION:
Chas Akard appeared and asked tha;, the City except title to a .strip of
land 25' X 215� for a Street in the Park Subalivision, which is south of �
the drain canal and runs EaSt from Leland Avenue.This insures ingress '
and egress_ f�r different property owners. This was r�ferred to the
City Engineer. The City Attorney told the City Couricil that u�o�receipt
of a Quit Claim Deed from Chas. Akard•and R. J. Anderson, and/alcertificate
of acceptance attached, would be suffic�ent._
H9N�AR8 t�T AIRPORT:
Dr. H. A. Bursell, Project City, �alifornia, asked the City Council about,. �
the possibility of private individuals erecting their own hangars at the
P�unicipal Airport based on a ten year lease. The matter was favorable to
the Council, and was referred to the �ity Attorney and the �City ?�+ianager.
Councilman Swarts moved to grant the City Attorney and the �'i'ty Manager
authority to arrange for permits for the construction of hangars on the
� airport. Second to the motion by Councilman Anderson. Voting was as follows:
Ayes: Councilmen: Anderson, Haskell, �warts and Buchea. .
Noes: Councilmen:' NOne

GASULINE: AIRPORT:.
The City �da.na.ger reported that the City of Redding receive� 1¢ per g�llon on
g�soline and oil sold to the City-Co. Airport in addition to the agreement now
in effect.

Letter on tax problems by Senate Committee was tabled.

NAVY LEASE, LIBRARY BUILDING;
Councilman Haskell moved to adopt Resolution .No. 1I+45, approving. lease� with the
Office of Corruna.ndant, twelfth Naval District, and the City of Reddin� coverin�
two� rooms in the Carnegie Librar•y, Reudl.ng, �alif. for iJ::eS. Navy $ecruiting
Sub-station. Subject to the approval of the Board of Trustees of the Reddin�
Carnegie Library. �dotion was seconded by CounciLuan Swar�s. Voting was as
follows:

Upon hearing the second reading of Ordinance No. 331, Councilman Haskell moved,
seconded by Councilma.n Swarts to Adopt Ordinance No. 331, arnending sections
of the Municipal Code entitled "�l.ectrical Installation; Standards and Inspec-
tion." Voting was as follows:
Ayes: Councilmen: Anderson, Haskell, Swarts and Buc}:ea.
Noes: Councilmen: None

CLOSING OF DAKYN S'I'REET:
Hearing on closing of pc;rtion of Dakyn Street was held over.
RECREATION CENT`�LR:
Carl �A. Williams appeared wi�th�i.tentative plans for a recreation center project
that could .be constructed in the Narth City Park by individuals willing to
invest capital and operate business and return a percentage of the gross
receipts to the City of Hedding. This project is subject to the approval of
the City Council and to be� discussed f�.�rther.
iv1ASTER, PLAN•
�ity Attorney Newton stated that he had commvui.cated with the League of Calif.
�Cities and that the n�atter of Waster Plan for Cities had been taken up at ithe
SanyDiego Annual Conference; that adoption of same by Resolution would be up-
held. "
SURVEY OF CITY PROPERTY: �
Approval was given of the survey and establishment of clear� title to land
belonging to the Eity of Redoling by the Engineer's Office.
TRAVELING PHOTOGRAPHERS:
Letter dated Oct. 11, 1946, from Redding Photographic Studios protesting mi.ni- �
mum license fee of .$�5.00 for traveling photographers. The matter to be conside- �
� red later with other licensing problerns:

Cominerce, Bureau of Census, Washington, D. C., Councilman Hnderson moved
that�600.00 be deposited in a special account to the Credit of b+iz�. Albert
L. Craig, Area Supervisor, Bureau of Census, Los Angeles, Calif.ornia as
a deposit on special census of City of Redding to be s�artea} in the latter
part of November 1946, �lotion was seconded by Councilman Haskell.

for an audit of� the 1944-45 and 1945-46 records"-of the°City of Redding and
�that they will proceed with same as of November 11, 1946.
TURN RIGHT ON RED SI�GNALS:
'I'he City Council approved the �ity wanagers request that traffic be allowed�
to turn. right on �ed traffic signals. This was subject to the approual of _ .
the Ca�irforr�ia llept. of Highway Patrol.
REDUCE �iARKET STR`� T� PAR,KING:
Reduction of �'arking Time on l�arket Street was discussed as was also the
. matter of pa.rellel and �iagonal parking on str�ets. The problems were
� _le�'t for further study.by the City '�'anager and the �h�.ef of Police.
