The meeting was called to order b -r hiavor Dunlap.
On roll -call the folloting Councilmen were present: Anderson, Brennan., Haskell,
Hernsted and Dunlap.

Frank D. Elliott, B27 State Street and other residents presented their protests
to the main sewer in the 800 and 900 block on State Street in the Park subdiv-
ision having been opened up into a storm drain. 'S:eepa.'gev through�'defa tike t4®
sewage line had overloaded the line,and to avoid water backing kip into homes,
220 ft, of the line had been removed. Plans to repair and improve conditions
in this district are underway by the City Engineer and Phil Storm, Superinten-
dent of Sewers and Dlrains��0 check into the Job of laying more _;ipe. Council-
man Anderson made a motion seconded by Councilman Hemsted that the whole sewer
sy::+tem in the Park sub division by inspected. Voting was ar: follmvs:

TRUCK ROUTE
Fred Eastlund congratulated the City Council on tl_eir having okayed the truck
route through, the Garden subdivision: and residents of the Garden subdivision
protested it as a truck route.
Donald S. Kennedy, 1854 Continental Avenue, presented a petition from property
owners of the Garden subdivision, who petitioned for the following improvements
on South Street:
1. The present dangerous. grade on South Street be lowered to a safe and reason-
able grade.
2. This portion of South Street be widened to remove the dangerous conditions
now prevailing.
Council instructed the City Engineer to check this.
ALTERNATE PLAPiS
SE;'71'_GE DISPOSAL P�ANT
Robert J. Zi.evers, of the Dorr Co., 811 tAlest 7th Street, Los Angeles, appeared
asking the Council to allow his Company to make up an alternate set of sewage
Disposal plant plans to those now set up by the Citi Engineer. This would
clang,e tl-e condrete des_i.Fn 1%o. The City Engineer, said it would take two men
four months to work out alternate set of plans. Mr. Zievers said the Dorr Co.
would forward cost of change.

Councililian Brennan made a motion seconded b,,- Council.n;an Hemsted to waive the
second reading of Ordinance {x`312, relating to the uniform Building code, 1943
Edition, published by the"Pacific Coast Builcti.ng Offici.a:i_s' Conference", and
adopt same; and to waive tl)e second reading of Ordinance #313 establishing
Fire and occurancy zoning maps within the City of Redding; and adopt the same.
Voting was as follows:

lenn D. Newton reported that a, letter from Representative Clair Engle
on airpor�s'that priority goes to t}e Goverent Agencies first — Counties and
Cities second: seems that the County and City has a very good chance to have the
Airdrome turned over to them for no compensation.
The City Council gave Mr. Newton authority to proceed with the investigation.
PUBLISH DELINQUENT TAX LIST
U,:)on announcement that the Shasta Dial_ is low bidder on publication of Delinquent
Tax List, Councilman Anderson rade a motion seconded by Couricilman Haskell to
give the publication of same to the Shasta Dial.

R.ESCLUTION ##1381 - CYPRESS ST. R/W to Division of
Councilman Anderson made a i«otion seconded by Counci_lrcran Hemsted to ad.opt Reso-
lution #1381 autf-orizing execution on a contract with and a deed conveying and
dedicating to the State of CalLiforni,a right of way for a public Yiighway for a
strip of land of variable width, embracing portions of lots 29, 30.and:31 of the
Olivia Addition.to Redding, Race trackfield and abutting streets.
Voting was as follows:

Councilman Haskell ;,rade a motion, seconded by Hemsted to adopt Resolution (`#1382
to accept the Benton Tract petition of Annexation. Voting was as follows:

A dkltgation from the Garden subdivision requested a sewage system which would
have to be formed through an assessment District. The City Engineer and the
City Atty. were iristructeed to go ahead with plans of sane.

A claim of ;.airs. Helen Hanson, Temple Hotel, City, vs the City of Redding was read
Report: and opinion of City Atty. Newton was that after investigation the City is
not liable for the incident. The matter was passed over.

monthly bills as audited, passed by a unanimous vote.

The Redding Chamber of Commerce Committee on City -anaier Plan presented
their proposed Ordinance. C. IM. Dicker said that it had been forged after
m>ch study and information had been received from the National :4unicipal
League and League of California Cities.

Upon request of John Fitzpatrick, Clerk of the Redding Elen.etery Schools,
and upon presentationn of petitions to close alley immediately north of the
Magnolia Street School Building and between Lagnolia Ave and Orange Ave.,
Council]Tlan Hemsted made a motion, secbnded by Councilman Haskell to adopt
Resolution No. 1383 of lr.,tention to Close Street as above described.
Voting was as follows:

TRUCK ROUTE •A

Fred Bastlund again asked for action on the/Truck Route. City Engineer
stated that all surveys and rightof way descriptions are nearly complete.
Councilman Haskell made a motion, seconded by Councilman Anderson to
adopt Resolution No._1384 that the City Attorney iuork vith State Engineers
to secure a Free ilfay through town in addition tot he proposed Truck Houte.

GARBAGE. DEPAiiTI,;�T'NT
Sale of the Garbage Department was brought up once again; and several
protests were forth -coming from namely: Councilman Haskell, Richard
Mallery and Villiarn Quinlan and Fred Eastlund. Further business in
the matter was postponed until the prospective buyers had met with
the Conii;iittee on the sale.
b,A.SEIL,D,,NTS - Blk 11, PARK SUBDIVISION
E. E. Dick, Supt of Electrical System asked what to do about ease-
iz:ents of Right of ','Jay in Blk 11, Park Subdivision. The alley has been
closed and persons in that block have built buildings over the.right:.of
way. Since the City of Redding had retained easements where closing the
alley, it was the contention of the City Council that it is the res-
ponsibility of the property owners not to obstruct the right of way.
ALTERNATE PLANS - SEVdAGE DISPOSAL SYSTEiy!
A letter dated January 21, 1946 from Clair A. Hill, Reg. Civil Engineer
of Redding made application to construct a set of Alternate Plans for the
proposed Sewage Disposal System, if the City Council should decide to
have theirs made up.
Carl Noel of the American 176111%lorks who has been working with the City
Engineer on the present set of Sewage Disposal Plans discussed at length
the design and purpose of the `'ystem. He said that the State of Calif.
is insistant that a plant be simple to operate and meet over-all needs;
that, it is impossible to design a sewage treatiilent plant without incor-
porating other ideas; that there are 4 or 5 companies that can handle the
job, and that the American ':'Jell Norks is capable of presenting a good
job.
NAVY ROOD LEASE - Reso. No. 1385
Rescinding; Reso. Nio. 1372
A letter dated January 19, 1946 from the U. S. Navy Recruiting Station,
98 Golden Gate Ave., San Francisco, Calif, asked tY-e City Cou,cil to
rescind their-Reso. Aso: 1372, asking them to give up their recruiting
room in the City hall_ on account of their urgent need to keep a station
in lRedding. Whereupon Councilman Haskell made a motion seconded by
Councilman Heinsted to Adopt peso. No. 1385 to rescind Reso. No. 1372.

John Dockery reported to theCity Council that he had application for
three additional services in the Benton Tract which would require
installation of water pipe. The City Council told him to tell the
prospective users that theCity would furnish the pipe if they would
lay it.

stating that on Dec. 18, 1945 they had communicated with theCty of
Redding in regard to purchase of property by the Wonderland BEv. Co.,
no record of such communication is available.
PETITION TO CUT CURB FOR DRIVEWAY - 1350 Blk
California Street
A letter from Winetroute Motor Company dated $an. 16, 1946 asking for
permission to cut, curb for driveway onto property in the 1300 Blk on
California St; was referred to the City Engineer.
