Upon being questioned by me�bers of the City Cw ncil, P�oert s.. Dick declared that
the P. G. and 5. Pooer Cor.tract rras all ri�ht; but that he difl not want to approve
it because of the Resolution No. 1j�0 :�h!ch referred to his approving "Techaical
Details." He said the "Service" part +�as okay. When asked mhy he did not �pprove
it, he said the Peak penalizes _rcm the hiehest 3e;n�ard Lo the lowest demand; this he
had o�•erlooked on July 2, i945; but admitted that the City would save the 1j.9 as
had been expected.
