City of Redding Contract.
Senator Carter apoeared before the �ity Corincil and informed them that he had
delivered petitions for Referendum on contract betvieen the Pacific Gas and ,
Electric CotRpar�y and The City of Redding subject to the approval o£ the
Electrical Superintendent and the City Attoraeq to the City Clerk £or filing.
He inquired as to Rhat steps the Committee rras to take next as it would
have to conform �aith the intention of the City Council. It �vas his content-
ion that the issue involves thousands of dellars, therefore the people should
pass it upon it. If the City Cauncil wwld approve of having the problem
go before the peonle in the form o£ tnttia��ve re£erendue�, the co�nittee
would file anpiaitia:tiderpetttipn:8or voting for Shasta Dam po�ser, and both
questions rrauld be placed side by side on the ballot.
Remedies to counter action by the Council, he said,might require court action
on the part of the conmitteo� or petition for recall.
City Attorney Nerrton brought forvrard the question as to zshether the aetion
by the �ity Council rras legislative or administrative. The fact that it
msy be an admini'atrative act rrould not call for referendum, lEayor Dunlap
asked that ar�y referendum include a decision a�, to the amaunt that might
be trans£erred from the Electrical� Department und to the General F1md.

It rras the decision o£ the City Council to arrait a�q decision in the matter
until they had received a legal opinion from the City Attorney. Senator
Carter was in agreement rrith the Coanncil on this action.
SPRAYIidG ELSi TREES
1drs. Saylor, 1264 East Street reported that the Street Department had sprayed
the Elm Tree in her yard; but it h2d failed to kill the bugs and would like
for Mr. Stox�, Supt. to find another solution to her problen.

W. P. Doll, 21L,$ Court Street filed a oetition containing 29 names �zith the
City Cwncil a3king that the City forget the swimming pool and recreation
set-up, and give them plenty of r,ater and at a cheaper rate to keep theii
yards looking a little bit dedent. The,difference betvreen a Co�ercial
rate and a Domestic rate was explained to 6tr. Doll vrho orms several aoart-
ments.

A group rrith Ira Shadrrell as spokesman appeared to ask about advertisin�
£or bids to build the svrimming pool. The Ass�t City Engineer explained '
to them that rrork on the specifications rras being rushed.

John P. Lannberg asked the Council for permission to mave a house into
Redding. As long as the construction held up to the building code, he
cvas told to move it under the supervision of the Fire Department.

Rev. Cli£ton A. Phillips appeared before the City Council to ask that
strictly residental aoning on Lot 6, on West Street, betcreen Shasta
Street and Eureka Y1ay be $.��ed, so that he and his congregation might

�ir. Chas. Akard introduced hfr. Warner L. karsh, Park Architect� �+ho had
looked wer the north City Park grounds to estimated the r�ork to be done
to plan a fliture park. Slidespictures of various parka he had p�anned
rrere shorn� and he gave a talk on the natural adventa�;es o£ our park.

meeting on August 20, 1945 rega�ing application of Franchise by the GiBson
Bus Lines into Redding.

A report on Post �7ar Planning was given by H, A. Ross, AcLing �ity �ngineer '
as foll�ows: Sec+age Disposal Plant Plans 60� to '7p� complete; specifications
not started; detailed estimate aot started; appraxitnate estimate of cost
$100,000.00; �apacity for 10,000 inhabitants and should be increased. The
Acting Enginaer vvas given instructions to take a17. necessary steps to cmnplete
the plans. To Cover Calaboose Creek, he recmvnended to present entire plans
and split up the �ob as san fit at a later date; suggested that propertp
ovmers on the creek might be assassed to assist on paying for property.

Elbert �'. Dick took the f3�oor and presented a letter crritten by Jno A.
Henning� Supt of Public Utilities of Lodi� �alif, asking that other cit�es
join Lhen before the Railroad Comnission in getting best rates from the
P. G, and E,, also asked to have put on file vrith the City �lerk a letter
from him to Glenn ll. Newton, City Attorney in regard to Resolutions No, 134g
and Na. 1949. - re: Dozier �s �ity of Redding.
In re�ard to the P. G. •and L. Contract, Acting G7ayor Anderson remonstrated
in joining crith the City of Lodi before the Rs�lroad Comnission, because
it might jeopardize the 5� ciifferential that is noR in favor of the �ity of
Redding. E. E, Dick reported that he did not oY.ay the F. G. and E, C�tract
as anstier to the questi� put to him by C. Buchea. Atty Newtan �as undere
the impression that iAr. Dick did as, after a San Francisco call� hfr. Dick '
stated that he understood the contract. In regard to the City of Lodi rQquest
Senator Carter stated that he did not lmorr of a dif£erentiation in contracts,
that Lodi instuted the Railroad Commission to go into the rates and that the
City of Redding should take position along with other citjes to look at future.
Acting Llayor Anderson stated tt�at Redding got a break in rates becaase it costs
money to transport porrer �tbh Carter admitted. Counci.lman Buchea made a
motion that Redding join crith the other cities; crhich cras dr000ed srith ¢�ant of
a second. It mas decided that the �it;� Atty should stand by at the hearing.

ELM TREES
Mrs. Sa,ylor appeared once agair. about her e1.m trees.After much discussion Fhil
Storm asked permission of the City CoLmcil to spray all trees again as the pest
is so bad. This �vas granted. Also the City Council instructed the City Attor-
ney to work out a cost on soraying trees on private propertq and that a charge
is to be c�ade hereafter.
' HIGH CURBS
J.V. Stanton asked that the curb in front of the Postof�ice be cut docm and a
culvert be put in the drive �ay at his home because of engineeri.ng work in the
past. His driver.ay is very abrupt. The Street Committee is to look into this.

Senator Garter asked that the petitions of referendum be returned to the city
cZerk�oe certified and that he be notified o£ the intention of the Oity Own-
cil, This r.zs passed to the City Attorney to take care of.
GIBSON L?I�'ES HEARIh'G
Captain Roche of the Gibson Lines presented his ap�eal for recormendation to
tbe Railroad Conmission for a frsnchise into Redd3ng. Acting 1�leyor Anderson
asked vrhat evidence a resolution of tha City Council croUld be. Capt. Roche said
that it rrould be evidence. 1.ir. Anderson advised Capt. Roche that he had crritten
to the Railroad Commission asking them if they wanted action of the City Coun-
cil end had never received a reply.
Mr. Ed. Schute, Paci;ic Greyhound representative, oresented his ar�wnents
s�ainst any reconmendation, asking that the matter be dropped or that the
Pacific Greyhound Lines be favored crit*� a similar recotmnendation for a franchise
from Chico to Sacramento. Clyde J. Holland and Amos Meininger, drivera for
, Pacific Greyhound spoke in behalf of the drivers' interests. Many of the drivers
orm their ovra homes in Redding and Rould not e�ant to be moved out. They asked
that the matter be dropped.

ern Pacific being adequate to taY.e care of more business non.
Captain Roche listed endorsements given Gibson Lines.

not endorse tha Gibson Lines, Acting M�ayor Mdersan told him: that in America
the Railroad Comnission is a court; that tY:e �
