' Council Chambers
8:00 P.M.; April 2, 1945
The Meeting was called to order by Mayor Dunlap
On roll -call the following Councilmen were present: Anderson, Brennan
Buchea, Gronwoldt and Dunlap.
Minutes of the previous meeting were approved as read.
Closing Alley Block 10 -Park Subdivision
A letter dated 3/21/45 was read; the Redding Public Market announcing
that they would join actively with J. G. Bastain in an effort to close
the alley in Block 10, Park subdivision after their letter of 3'1/16/45
stated that they were withdrawing from the petition. John Spann, atty
for Mat Sawger protested aotion.of Bastain and the Redding Public Mkt
He was told by the Council that the matter was to be turned over tb
the City Planning Commission to make a recommendation at the next
Council meeting.
Div of Fish and Game Farm
Dept A. A. Jordan, Andy Hamilton, Wm Bachtel,•Dr. Thos. D. Wyatt,
Bill Wittner, and Drury Elder were present to discuss with the Council
the proposal of the State of California buying the piece of land under
discussion between Cypeess Avenue and Locust Avenue. Councilman Buchea
made a motion, seconded by Councilman Brennan to sell said land to
the State Div. of Fish and Game at $100.00 an acre provided they erect
a Game Foam in a reasonable length of time as they represent to the City
of Redding. Boting was as follows:
Ayes: Councilmen: Anderson, Brennan, Buchea, Gronwoldt and Dunlap.
Park-Coneession
Frank Cortese, Rudy Balma, and George Files Appeared before the City
Council to adk about the Park Concession at the River; if it were
open for bid etc. The Council is taking their application under
consideration until next meeting.
Plater Plant Buildings
Wm T. Conway asked the Council about buying buildings at the Pumping
Plant; said that he 'i -would pay 05.00 fof them. Councilmen Brennan
made a motion seconded by Counoilman Anderson for the City Engineer
to look the situation over at the plant and sell at a price of not
less than $35.00. Voting in favor was unanimous.
Electrical Inspectinn
Dr. Wyatt appeared to report to Council that he has used Romex
V wiring in his hospital that under present wiring code the Inspector
tie unable to pass on,ibecause it had been previously used. Council-
�f�man Buchea made a motion, seconded by Councilman Gronwold t to
hwaive 1st reading of Ordinance No. —0- to change wiring
Inspection Code to meet othetftpeeifiieations.

Clikapudi Association
Councilman Gronwoldt made a motion seconded by Councilman Buchea to
authorize appropriation of $250.00 to the CleKapadi Association.
Voting in favor was unanimous.
So. Market St. Water Extension
CoaAoilman Brennan made a motion seconded by Councilman Gronwoldt to
pay final estimate on Water Extension Pipeline Sou. Market St.; less
10% to be held for 35 days from date of completion. doting was as
follows: Ayes: Councilmen, Anderson, Brennan, Buchea, Gronwoldt
and Dunlap.

Flamo Agreement,
Standard Oil Company - City of Redding Flamo Agreement extension
was referred to the City Atty.
North Redding Tract
Purchase of 48 acres in No. Redding Benton Tract for Park and Recreation
was discussed - Councilman Brennan made a motion, seconded by Councilman
Buchea to take option on said piece of property which includes Benton Mater
System for 60 days. Voting was as follows:
Ayes: Councilmen: Anderson, Brennan, Buchea, Gronwoldt and Dunlap
Noes: None Absent: None
Aaron, Davis and Wood, Auditors
A letter dated 3/17/45 from Aaron, Davis and Wood asking if Council would
want Mr. Wood to come to Redding to check on the naw Utility Dept. Set-
up. The Council decided that there would be no need for a check up
until the next audit.
League of California Cities on Airports
A letter from League of California Cities asking that a representative
be sent to Sacramento on April 6, 1945 to sit on a Policy making Board
on Airports, Councilman Buchea made a motion seconded by Councilman
Brennan to send Don Hemsted to Sacramento v_bth expenses paid.
Voting in favor was unanimous.
Agreement - Water Reservoir
Councilman Brennan made a motion seconded by Councilman Gronwoldt to
Adopt Resolution No. 1337 authorizing an Agreement of D. V.
Stutsman with City of add ing to construct a pipeline between two
Water Reservoirs. Voting was a s follows:
Ayes: Councilmen: Anddrson, Brennan, Buchea, Gronwoldt and Dunlap.
Police Department
A letter from Acting Bhief of Police Sholes asked that Earl Lincecum
�be ppt on the force to replace Elmer Nixon, leaving for service and
that Clifford Schwegerl be added to the Police Force. the Matter was
turned over to Councilman Brennan to Okay as he saw fit.
State Retirement System for City Employees
A letter from the State Retirement System gave estimate of $290.00
for a survey. Councilman Anderson made amotion, seconded by
Councilman Brennan to authorize the survey;
Voting in favor was unanimous. v
Ordinance No. ;o S 7.PFire Department
Councilman Buchea made a motion seconded by Councilman Brennan to
waive first reading of Ordinance No. 9oS -� to,r 9'g Mize the
Fire Department. Voting in favor was unanimous.
Ordinance Pio. -3„ 6 Employees' Bonds
Cou4Lcilman Gronwoldt made a motion seconded by Councilman Anderson
to waive 1st reading of Ordinance No. 3x6 to readjust Bonds of
City Employees. Voting in favor was unanimous.

A. letter from League of Calif. Cities asking that the O'day Amendment
to A. B. 272 be supported. Motion was made by Councilman Buchea,
�`. seconded by Councilman Gronwoldt to -adopt a Resolution in favor of
the O'day Amemdment to A. B. 272. Voting was as follows:
Ayes: Councilment Brennan, Buchea, Gronwoldt and Dunlap
Noes: Councilman: Anderson
Absent:, Councilmen: None
Coulloilman•Brennan made a motion seconded by Councilman Buchea to pay
the monthly bills as audited. Voting in favor was unanimous.
The Council went on record to protest the Health and Safety Code bill
No. 372. And Quinn Bill No. 931 was passed over.
