Meeting was called to order by Mayor Dunlap.
On roll -call the following Councilmen were present: Brennan, Buchea, Gronwoldt,
Councilman Anderson was absent. / and Dunlap
Minutes of the previous meeting were approved as read.
The minutes of the Special Meeting were approved as read by the City Atty,
Protest - closing of 'alleys Blk 10, Park Subdivision
!� ?, %* notice of protest of closing of alley or alleys or extensions thereof, dated
Feb. 10, 1945, signed by Mat Saviger and John A. Spann, Atty for protesting
Land Owner, was :Dead by the City Atty. This was filed in the Clerk's office
as of Date of Feb. 10, 1%5 . Atty Newton, stated that protest is in order.
Councilman Gronwoldt made a motion, seconded by Councilman Brennan to fix
date of hearing at 8:00 p.M., Feb. 27, 1945. Voting vras as follows'
Ayes: Councilmen: Brennan, Buchea, Gronwoldt and Dunlap.
Noes: Councilmen: None
Absent: Councilmen: A nderson
State of California - Division of Fish and Game
Mr. Jordan opened the discussion of the State of Calif. buying a piece of
land on Cypeess Ave. for Division of Fish and Game. City Engineer, Pearl,
said that he had run a preliminary survey, and said that there is•approximatelj<
7.8 acres in the piece of land. Mayor Dunlap stated that the committee on
apraisals had estimated valuation at $ 50.00 per acre, making total -price of
$5950.00. This survey provides for an t50 ft street adjourning the Cypress
Street School property. The City Atty ask&d the State representatives if the
deed could not be made out with a reversionary clause, so that at any time
the State should want to dispose of the property that it would be returned to
the City at purchase price. No promises could be Trade, but the clause looked
favorable to Lir. Spencer and Mr. Bade, representingothe State of California.
Mr. Bade made a resumd of State Expenditures and Improvements to be used on
this property amounting to $97,300.00, giving assurance for permanence of the
project.
Councilman Brennan made a motion, seconded by Councilman Buchea toradoptCReso.
No:r1331-forathepCktysAtty to prepare papers and proceed with negotiations
to sell said piece of property to the State of California, gibing the City of
Redding any possible advantages in buying back the land later if it should
ever change hands. Voting was as follows:

Transfer - :Nater Fund
Councilman Buchea made a motion, seconded by Councilman Brennan to transder
from the Nater Department Fund to the i'Iaterworks "1937" Bonds and Sinking
Fund the sum of $2,437.50. Voting was as follows:
Ayes: Councilmen: Brennan, Buchea, Gronwoldt and Dunlap
Noes: Councilmen: None

Redding Employees' Association
r. Roland Leslie, President of the Redding Employees' Association, representing
a group present, informed the Council that the Association had been formed last
I' July :viththe intention of instituting a pension plan for the employees. Muni-
cipal 1hployees do not come under social security benefits. The City
Employees have given the subject much study with the help of the City Atty,
and have decided that they prefer to affiliate with the State Retirement System.
IJr. Newton stated that he had correspondedwith 15 or 20 cities and found tae
great movement toward retirement plans.
Councilman Buchea made a motion seconded by Colincilman Brennan for the City
Atty to request a survey from Actuary Bureau of the State of California.
Voting was as follows:

Electrical Department
Mr. Dick made a report on his dissatisfaction on bookkeeping in the Utility
Department; the employees are having difficulty in making entries of
debits and credits on deposit refunds. A credit lying on a
bill where the deposit has been larger than the balance, the money must
be refunded from the deposit fund making it necessary to transfer the money
from the Electrical Department Fund back into the Customer's Deposits Acconht.
The Council asked Mr. Dick to take the problem up with the Utility Accountant.
Councilman Buchea made a motion, seconded by Councilman Gronwoldt authorizing
Mr. Dick to attend a meeting of the California Municipal Utilities Ass'n.
at Los Angeles, Calif. on February 23, 1945. Voting vias as follows:
Ayes: Councilmen: Brennan, Buchea, Gronwoldt and Dunlap
Noes: Councilmen: None

Re: Business Licenses
Hr. Lintner of the Redding Office Supply Company protested opening his
bookkeeping records to the City in order to buy a business license. He
asked'if there couldn't be a basic license for businesses. The Council
told; that it was an idea to take under consideration at budget time.
Mr. Riley, lAcense Collector, assured Mr. Lintner that any reports filed
by a business are open only to the Collector and City Council.
Police and Pound Departments
The Police Chief appeared and asked that one more man be added to his force.
He stated that his budget would not support another man, but that one is
needed. He vias told that his problem would be 'checked into. He reported
that John Nichols, the Poundman had resigned, and that Russell Bassham
visa ready to t"e over the job with the okay of the Council. The Clerk was
instructed to inform Phillip Storm to have the Poundman's house cleaned;
and also to put a door on a closet space in the vestibule of the City Hall
for the Janitor.
Councilman Brennan made a motion seconded by Councilman Buchea for Russell
Basshan to succeed Mr. Nichols as Puundman at the same salary. Voting was
as follows:

Mr. Sholes informed the Council that 'Marvin Woodruff is in Sacramento
at a meeting which is Studytngitheaprobtem of Juvenile Delinquency, and
when he gets back, he will have a report to make.
February 22, 1945 declared a Holiday
The Council authorized the City Offices being closed on Feb. 22, 1945,
as a holiday.
Lir. George Archer of 658 West Street appeared and told of his troubles
in moving and improving as Shasta Dam House that he was not given full
instructions as to what and how improvements were to be made; and that
upon finally completing his building, five small houses were being moved
in and set up on the next lot. This brought up the subject of Occupational
Zoning and Mr. Pearl vias instructed to get the Pldnning Commission together
and present the work that had been done on zoning prior to this date, and
the City Atty was asked to present an ordinance of zoning that had been
prepared in the past.
The following letter was read from Donald J. Spoon, protesting that Liberty
Street between South and Placer Streets has been obstructed by an individual
and that his family is greatly handicapped in getting to @nd from their
home. Lir. Spoon is in the Armed Forces and cannot be home to take any
hand in the matter. The Council is unable to actually do anything about ?
the matter, because this is not a dedicated portion of the street, but "
turned the letter over to the City Atty to advise Mrs. Spoon in any way
she might be benefited.

Boy Scouts of America
A letter from the Boy Scouts of America thanking the City of Redding for
rendering assistance with the paper drive of February 3, 1945• Forty (40)
tons of paper was collected and shipped.
League of California Cities
A letter from the Leqgue of California Cities explaining that the League
dues are raised from $1550.00 to $225.00 for the year 1945 because of increase
of population over 1930 census.
Pacific Tel & Tel
A letter from the Pacific Tel & Tel Co. asking permission to construct .two
weatherproof telephone booths in space on their property just north of
their Redding office -As It is not in the power of theCity Council to approve
this construction, The letter was passed over.
Closing of Alleys in Block 10
As Atty Glenn D. Newton will be out of town February 27, 1945, Councilman
Brennan made a motion, seconded by Councilman Buchea to cancel that
hearing date and set March 6, 1945 at 8:00 p.m. for date of hearing of
protests on closing of alleys in Block 10, Park Subdivision. The Citic
Clerk is to notify parties concerned. Voting was as follows: -

ADDlication for Vehicle Permit
Councilman Bushes made a motion, seconded by Councilman Brennan to accept
the application of Charles E. Bull for a. vehicle permit. Voting was as
follows:
Ayes: Councilmen: Brennan, Buchea, Gronwoldt and Dunlap
Noes: Councilmen: • None
Absent: Councilmen: Anderson
Benton Tract
A letter frau Mrs. Bate Benton stating her position and.price on water
extension in Benton Trach North Padding visa read but as more time
is needed to study the situation, no action was taken.
Resolution # 13N
Mr. Newton, City Atty, announced that the Rules & Regulations for the
Utility Departnnnt were ready for approval. Councilman Buchea made a
motion, seconded by Councilman Gronwoldt to pass Resolution ;1332
adopting Rules & Regulations for Utility Department. Voting was as
follows:
Ayes: Councilmen: Brennan, Buchea, Gronwoldt, and Dunlap.
Noes: Councilmen: None
Absent: Councilmen: Anderson
Claim
The Art Floral Shoppe's claim for $26.00 no nth of holly hauled away
during the holidays by -the City Garbage men, wfi$epre sentednghdirecbmnedded
to beipa$d %ytthet'Cytya&tty;sidered. Councilman Brennan made a, motion
seconded by Councilman Buchea to settle for $20.00 on.the claim, out
of the Sanitary Fund. Voting was as follows:

League of California Cities
The City Clerk was instructed to make reservations for six to attend a
Saoramento dinner and meeting of the League of California Cities in
Sacramento, on Wednesday evening, February 28, 1945•
As there was no further business the meeting was ourned.
