Oct. 16, 1944 f�'�� �eeting was called to o�(4der by hqayor Dunlap On roll call the fotlowin� were present:- Anderson, Brennan, buchea, Gronwoldt and Dunlap. � Minutes of the previous vuere read, corrections made,, and approved: � SQ N`.�1RK�L"I' ST WATER EXTE[�TSION _ Atty John Spann, appeared b efore the City Council in behalf of the S�asta Box �o. with t heir agreement to be executed with the City of Redding in regard to Water Extension south bf Reddin�, I��r Newton, City Atty, suggested - that the City advertise for bids for the job before any -agreements are sigried. -�The users �not put up guarantee bond until City executes a contract for � �ob. After much discussion, a motion was .made�by Buchea and seconded by Brennan to advertise .for bids to put in water line, carried by following vote; Ayes- Brennan, Buehea, Gronwoldt, and Dunlap Noes- none . � Absent- none Anders�n passed on voting. ' MANAGER-�IRPORT Mr. AJewton, City Atty, reviewed much literature and several letters from various airports that he had received on airports and management, and after much discussion between councilman and applicants, it was decided that a short term lease on the airport was most advisable. Motion was made by Buchea and seconded by Brennan authorizing Mr. t`�ewton to prepare a reso- lution to lea"se the airport to Al.a�a Hind"s and Dou Hemsted as a partnership. Vot ing was as f ollows:- ' � Ayes; Anderson, Breru�.an, Buchea, Gronwoldt and Dunlap Noes- none � Absent- none Mr. Pearl, City Engineer is to work with Hinds Bc�Hemsted to see what is needed to put the �ai.irport in shape to use and survey the field. ' AIJDITOR'S RFPORT - A motion was made by Buchea and seconded by Brennan that th e offer of Aaron,Davis an d 4Jood, certified public accountants of II1 Sutter St., �att Francisco, California as embodied in their letter oP October 12, 1944 for installation of a new accounti.ng system f or the Utilities Departments be accepted and that the A.�ayor of the City of Redding be authorized to execute it on behalP of the City be attested by City Clerk and approved by City Attorney on the condition that the Cfty Council reserves the right .to terminate the contract at anytime. Votin� was as follows:- , Ayes- �.ndersoih, Brennan, Buchea, Gronwoldt and Dunlap. � Noes- none � Absent-none - - Mr. ti�Tood, auditor, appeared before the Council to rep�rt on progress of aecounting and to make the following suggestions: To send circulars to consumers explaining reroutin� To enfor�e discontinuance of service on delinquent bills To cre�ate a separate bank account for utility deposits. To apply one set of rules to all utility bills To increase amount of deposits to �over utility bills DOZIER 3tS CITY OF REDDII�'G ` � r Buchea made a motion and Gronwol�t seconded it that P„�Ir. Carlton be employed in the Dozier vs City of Redding case as an associate. Voting was as � follows: Ayes anderson, Brennan, Buchea, Gronwoldt and Dunlap Noes- none Absent- none 'e s �a�� ' . - , DELIN;Q'(�NT UTILITY BILLS Motion was made by Anderson and seconded by Brennan adopting a Resolntion that it ,be the policy of City Council to discontinue Electric Water and , � � Sanitary Service when bills are unpaid after lst regular notice and second five day notice.
