Mrs. Hinds also appeared and `asked that -��ier�r�application be considered. Her letter
of application to manage the airport oP July 31, . 19� was read and considered.

Racreation,.Committes
A delegr�tion Prom the Recreation Committee, namely, Sae Burton,. Ralph Grace, -
John Fitzpatrick, Dr. C. C. Gerrard,_ Lucy Hunt and giebert Stephens appeared �-
before the City Council .to discuss getting started o� their Recreation Program
� immediat�3:y'. They were interested in getting a swimming pool built first.

, ..__.�`�'',�;��� Gr�ce stated b�at he could get rejeeted cement from tr:e Bureau of Reclamation
,� f'or� 2�j"� a sack. b�r. Storm, Supt. mP Streets, reported that it would add 14� + 5¢
per sack to the cost oP the cement to handle and transport it. After much dis-
cussion, Mr. Newton, City Attorney, assured the committee that to start the pro-
' gram as they wished, would be a capital expense, and it wou��d�be advisable that
it �re��� be put before the people on the November ballot; this was alwo the deci-
sion of the City Cougcil. The Co�rimittee v�as requestee� to figure a budget and tax
rate and meet with the City Council at a later date.
The meeting v�as adjour�ed to 2:08€= P.M. Friday, Aug. 11, 19� with the follo�ving

Re; Garbage Department
Mr. Sti�el appeared representin� Frank Farnea and. Company,. interested .in taking
over the collection oP the g�rbage in`the City of Redding. Mr. Stimmel stated
that tY:e buyer would appear bePore the O.P A for certificates for the trucks; - -�
and that the maximum price on the trucka�eould� be 92� of the n�w price.

Mr. �ronwoldt voicsd the opinion that the City �hould not sell the garbage t�usi_ i''z ` ���
ness, that the City had worked hard to put it on4:a paying basis and that the City �
shouTd keep it.
Mr. Dunlap and other Couracilmem '�felt that if the garb��e Department was sold, that
it sliould be put up Por bid; as �other private parties. should have the opportu�iity
of� biddir,g for t�e business 'a^l�so, if t�ey wished.
Mr. �ndersoii stated that he felt that an ind.ivi.dual could handle tue garbage col.lec-
tio� bette�° �han the City, `triat they would giva-.,better serviee; and atill the job :::, ..

E. T. Bishop �tated that he liked the way of billing that is being done at present;
the� bills being sent out by the Eity wit�i the electric and water bills.
�o that the public might knoau thet the Cit� waul�d act on the garbage situation, l�r.
Buchea m��e a motion, and Mr. Anderson seconded it that the garba�e collection
system be put up for bid; bid to go to the highest bidder; notice of cslling Por
bids for Garbage Collection is to include equipment and bill collection. The
vote was as follows:

Library - lawn and grounds
Mr. Storm ma�e a report on improving tYie library lawn and grounds, at a cost oY
�1100.00 ana expressed the wish to get started immediately. Permission was given
by the Gou�cil.
Emergency u�ard at Hospital
The Council asked Glenn D. Newton to aegiotiate with the St Caroline Aospital
, for an emergency ward and fscilities. He is to report at a Tater meetin�.
