Gronwoldt, and upon roll call the following Councilmen were present:- Anderson, 3uchea, Dunlap, Harrison- and Gronwoldt. The minutes of the meeting of June 7, 1943 were. -.approved as read: City Attorney Glenn D. Newton was also present. Thost in charge of the various City Departments were also present: E. E. Storm Street Department Fred Branstetter -.Garbage Collector Mrw.Branstetter and his attorney Mr. Ira Shadwell appeared before the City Council to discuss the collection ofgarbage in the City of Redding and to answer any questions that the City Couric_1 would desire to ask concerting Mr. Branstetterts business. After much discussion relative to Mr. Bran- stetters gross income, number of customers, and --cost of opeaation, Mr. Branstetter informed the -Council it would-be imposs.ible-for-him_to reduce the figure of $3,250.00 or to --grant any.extension of gime-past the dead- line which -he set as July 1, 1943. Mr:_Brenstetter stated he would not care to dispose of any of his .equipment should he discontinue operations.. A motion was made by Councilman Anderson and seconded by.Councilman.Harri- son that the City Council refuse to pay 03,250.00 per month which Mr. Fred Branstetter.demanded to collect garbage in the City of Redding, also cancel .any oral agreement the City might have with Mr. Branstetter and accept his resignation to become-: effective July -Ll, 1943. On roll call,voting,was= as follows: Ayes: Anderson, Buchea, Dunlap, Hvrrison,= and Gronwoldt. Noe: s : None Absent: None Transfer - Funds A motion was made by Councilman Anderson and seconded by Councilman Buchea that the -following funds be transferred: From the Electrical Department.Fund to the Municipal Lighting and Power Improvement Bond Sinking Fund, Interest Coupons No. 43 from Bonds No's. 22 to 40 inclusive $5?0:00. On roll call, voting was as follows: Ayes: Anderson, Buchea, Dunlap, Harrison and Gronwoldt.. Noes: None Absent: None Concession Stand CitR Park -Lake Reddi A motion was made by Councilman Anderson and seconded by Councilman Harri- son that Mr. Don M. Chase, Minister of the Church be allowed the privilege of operating the concession stand at Lake Redding for the remainder of the season. Expept the dates of July 3rd, 4th and 5tA, which has been reserved for the Junior Chamber of Commerce. On roll call, voting was as follows: Ayes: Anderson, Buchea, Dunlap, Harrison, and Gronwoldt Noes: None Absent: None 1 8 Life Guard - Lake Redding Application for Life Guard at Lake Redding was received from Mr. L. A. Markham and placed 'on file. Mrs. Dimmick = Pdilice Matron.- Salary. A motion was made by'Councilman Dunlap and seconded by Councilman And= erson thet.the salary of Mrs. Dimmick,'Police Matron.at Lake Reddigg be fixed at $115:0c''per month -plus the.10%.granted all employees. On roll - call, voting was as 'follows:. Ayes: Anderson, Buchea,Dunlap, Harrison, and Gronwoldt. Noes: None Absent: None A motion was made by Councilman Buchea and seconded by Councilman Ander= son that Mrs. Dimmick be placed in charge of policing Lake Redding, also to hire or discharge Life Guards: On roll call, voting was as follows: Ayes: Anderson, Buchea, Dunlap, Harrison,'and Grossoldt. Noes: None Absent; None Parking 1203 California.Street A letter was received from Miss Josephine Puente regarding cars which park in front of her residence during the daytime. Letter was referred to the Police Department,: Letter - Jas. Ashfield A letter was received from Mr. Jas. Ashfield regarding dry grass which is a- fire .hazard, -near his, residence on Magnolia and placed on file. Chamber of Commerce A motion was made by Councilman Buchea and seconded by Councilman Ander son that, a warrant be drawn in the amount of 61`50.00 the balance of the amount budgeted for'the Redding Chamber of Commerce.. On roil call voting was as follows: Ayres: Anderson, Buchea, Dunlap, Harrison -and Gronwoldt. Noes. None Absent: None. ordinance #'297 A;motion was made by Councilman Dunlap and seconded by Councilman Ander- son-tonwaive the second reading of Ordinance Not 297. On roll call, voting was as follows: Ayes: Anderson, Buchea, Dunlap, Hdrrison and Gronwoldt Noes: None Igbsent: None Ordinance No. 298 An Ordinance amending Section 63 of Article.l and Secd)non 94 of Article.III, Part I of the Municipal Code of the City:of Reddin relating to the duties of Supt of Streets,.Parks and Playgrounds was read for the first time by City Attorney Glenn D. Newton. Resolution No. 12 A resolution authorizing Project Statement No. 9 to the Department of Public Works of the State of California, Division of Highways, and:sauthorizing the Mayor and the City Clerk to execute the same was adopted by the following vote: Ayes: Anderson, Buchea, Dunlap, Harrison, and Gronwoldt. Noes: None Absent: None Ordinance #297 (Continued) A motion was made by Councilman Anderson and seconded by Councilman Dunlap thatordinande. No. 297 be adopted On roll call voting was as follows: Ayes: Anderson, Buchea,, Dunlap, Harrison and Gronwoldt Noes; None Absent; None 11 1 0 Resolution No. 1272 A resolution aut.horizing.renewal of lease covering the former Redding C.C.C. Camp was adopted by the following vote: Ayes: Anderson, Buchea, Dunlap, Harrison and Gronwoldt. Noes: None Absent: None Fall Salmon Run Senator Oliver J. Carter appeared before the City Council ask- ing that a resolution be passed protesting against the closing of the Sacramento River, to salmon fishing, from Jelly's Ferry near Red Bluff to Keswick Dam each year. The City vouncil asked Yx. Curter to prepare a Resolution to be considered at next meeting Friday night, June 25, 1943. E. Tedeschi-W, Bliss -Garbage Mr. Oliver Carter, attorney for N`r. E. Tedeschi and Ivr. W. Bliss, spoke before the Council stating these parties would like the opportunity of taking over the collection of garbage in the City of Redding should Mr. i3ranstetter discontinue operations. 1�11r.Carter stated he would have a definite program for the Council at the next meeting Friday, June 25, 1943. Yx . James Smith also stated he would be at the next meeting as he also was interested in submitting a program of operations to the Council. 'WEST STREET SEWER DISTRICT City Engineer, George L. Pearl, spoke regarding the sewer in front of several homes on Lakeview -Drive, stating that_ it is impossible for them to connect to it, as the sewer line is much higher than that of the homes involved. Mair. Pearl stated a right-of-way would be granted to the city providing the city would build a lane to the rear of the horms involved in order that they could be served. IVIr. Pearl estimated the cost about $250.00. Mr. Pearl also suggested that a filtration box be built at the city's open reservoir which would improve the drinking water. Mr. Pearl estimated this cost at about $500.00. The City Council are to inspect the West Street Sewer and City Reservoir and make a report Friday, June 25, 1943.
