On roll call b„v the City Clerk, the following Councilmen were present:
I. A. Dunlap, Brodie Haskell, R. J. Lowry, C. A. V'3 1liams, A. H.,Cronwoldt.
City Attorney Glenn D. Alewton was presant.
Licensi.nA Ordinance
Nick Healy appeared before the City Council and prot�sted the existing
license fee of $�5.00 per quarter for barber shops havi.ng only one chair.
No action was taken.
Animal Ordinance
B�r. Notley addressed the Council with reference to the chicken and dog
ordinance which had been previously proposed and requested that some action
be taken to prevent destruction of his garden by nei�hboring animals.
He was advised by the City Attorney that this ordinance vaas being prepared at
the present time and soaiething definite would be pressnted� to the Council

shortly.
�r. Fitzgerald, Dr. Dozier and Mr. Jones addressed the council with reference
to this proposed ordi�iance.
The City Attorney was instruc�ed by the Council to draw up this ordinance
and present it at a later date.
Delinquent Tax Sale •
Mr. W. 5. Blazer informed the Council that he had paid city ta�ces since
1935 on the S 30 ft of Lot 4, Blk A, Pope re-$�ub of Block A & B of Pope
Addition to Redding. Investigation revealed that this property has been sold
by the �y to Mr. Diestlehorst for �xelinquent county taxes. �r. Blazer
was informe by the City Attorney that no adjustment could be made by the
City and that it tivould be necessary that any arrangements to clear title of
the property be made v��ith �ir. Diestlehorst.
Proposed �Siarket Closin.� Ordinance
I�dr. J. A. Baker addressed the Council regardin; an ordinance t�hat had been
requested by a group of market owners requiring all markets in the City of
Redding to obser_i�e certain sanitary regula.tions and openin� ancl closin,g hours.
Dr. Dozier vi�orously opposed any action by the Council adopting any similar
ordinance. Mr. Clyde Rann asked that the City Council forego an,p decision.
on this matter until they could meet with the Grand Jury which is in session
at the present time. The deeision of the Council was to wait until �dr.
Robertson, 5tate Sanitary Inspector was in Redd�in� and to meet with the Grand
Jury �when Mr. Robertson could testify as to.sanitary conditions existing in
the City of $edding.
Parkind Si�ns
Mr. Davis of the Davis Adarket inquired of the Council as to what had been done
about his previous request for parking. signs at the Davis BCarket. City
�ttorney Newton informed him that he had endeavored to have Police Crief 3alm�a
come to his office .to discuss this parking problem and that the Police Chief
has instructed:Sgt. Betts who was famiba.r with this problem to see b�r. Newton
concerning sa�,, at his earliest convenience. .
Lease of Southern Pacific Compan to the
Cit� of Reddinar�.. Resolution I233.

An a�reement was read :by the City _Attorney by and between the Southern Pacific
Company, a corporation and the City of Redding, a municipal Carporation wherein
for the consideration of �2�;00 the liceri�ee was permitted to construct, maintain
etc. one .six inch pipe line for conveying water beneath the property of t he
licensor. A resolution was introduced by the City Attorne� authorizing the
execution of this lease. Councilman VVilliams made a motion triis resolution be
adopted. The motion;was seconded by Councilman Haskell and on roll call the
resolution was adoptied by unanimous vote, ,

Citrus Bdarket
A letter was read from Ira �i. Shadwell, Attorney for Dr. H. A. �?ichaud in
response to a letter dated February 4, 191�2 from the .City Clerk requesting
that Dr. Michaud be present at the .meeting of the City Council on February
16. In his letter Mr. Shadwell explained why this invitation vaas declined.
The clerk was directed to turn his letter over to the City Attorney for
his further hand 1ing.
Licensin� Ordinance
A �.etter was read from the Building and Construction Trad'e Council dated
Febru�.ry 3, protesting the arrest of James Porterfield, or�anizer for
the Tunnel and Compressed Air Workers and demanding that the anti-labor
ordinance of the City of Redding be imcnediately revoked. The City Attorney
was directed to answer this letter to tY�e �effect that this ordinance was adopt-
ed by_a vote of the people and what steps would be necessary before it
could be revokede
License Request
Dana. Lee submitted a written application for a license to conduct the
business of Phrenolo�ist. The City Council postpcned any action on the
granting of this license and instructed the City Clerk to inform the license
collector to decline to issue same if possible. ,
Orc�inance No. 285
An ordinance amending Sections 1280, 1284, Paragraph A. 1286, Paragraph B, and
Paragraph I of Af�ticle V of Chapter II of Part IV of the I�unicipal Code of
the City of Redding relating to electrical installations came up for its
second reading.
Councilman Dunlap moved the detailed reading of this ordinance be waived. .
The motion, was seconded by Councilman Lowry and on roll call motion.
carried by unanimous vote.
Councilman �lilliams made a motion that this ordinance be adopted. The
�otion was seconded by Councilrnan Dunlap and upon roll call the ordinance --
was adopted by unanimr�us vote and a copy of same delieered to a representative
ef the.Sha.sta Dial for publication. �
Insurance
The City Attorney Newton informed the Council that the liability policy of
which Craig and Craig were agents had been corrected to his satisfaction
and was entirely acceptable to him as City Attorney. He stated that the
automobile policy as issued by Agent S. C. Ba.ker had been corrected to
his satisfaction and it was his recommendation to the Council that they accept
same. Council.man Haskell made a motion that the po�.icy as submitted by
Mr. Baker be accepted. The motion was seconded by Dunlap and on roll call
motion unanimously carried.
Fire Insurance
Councilman Dunlap made a motion that th� fire insurance policy on city
property expirinp, �a.rch l, 19t�2 for �5182.00 be given to S. C. Baker for
renewal and that the policy carried by P. T. Coleman for $8000.00 and C. A� '
6Villiams for �16,000 which expire March 1, 19� be given to C]�.rk Nye.
Included in t his motion was a recommendation that the insurance on�the
city fire schedule covering buildirigs be increased by �31,000, �b,200 of which
to become effective March 1� 1942; �6,200 to expire Pdarch 1, 1943; �6,200
to expire h4arch 1, 19k4; �6,200 to expire March l, 19k5; :�6,200 to
expire �arch 1, 194b. This motion�was seconded by Councilman Haskell and
on roll call motion carried by unanimous vote�.

, Resolution No. 1234
An agreement was ma.de by and between the Cit� of Redding, the Pacific Gas
and Electric Company and the Pacific Telephone and Telegraph Compa.ny regard—
ing the ownership of cer�tain poles in the City of Redding. Councilman
Dunlap made a motion this resolution be adopted. The motion was seconded
by Conncilman Lowr� and;.on. roll,call adopted by unanimous vote. �
Lea,oue of California Cities
, .
A bill for �150 for dues for the. calerider year 1942 to the. Lea�;ue
of California Cities was authorized to be paid. �
- �ecreation`Center
Police Chief Ba].ma informed the Council that he had received a letter
from �rs. Carter requesting that signs be installed at the Recreation Center
grounds. This request was referred to the police committee.
