Upon Roll call by the City Clerk, the follotving Councilmen were present:

Police Chief John Balma appeared before the Citv Council and requested that
tiie Co�.�ncil Confirm cortain ap��ointments that he wishe�3 to make; viz ,
Scott Lincecu� as Sergeant o� Police, Austin Suoup as �ess vfficer.
Councilman "riasxell made a motion that these co��firmt�tions be made, motion
was seconded by CoulzciLman Uunlap, and upon roll call by tne City Clerk
approved by unanimous vote .

R.�. y+ells, U.S. '�feather Bureau, requested permission to use t'ae �?adio
Room at the Municipal Air Port; this request was granted by unanimous
eor,sent of the Council.
Liabilitv Insurance.
A sealed bid was received fror,i the Hartford Aecident and Inde_nnity Co�pany
for the Public Liabilitp insurance oP tne City oi I�edding, for the policy
expiring .on September 6,1341. This bid was f or the account of Clark Nye.
S.C. Baker and 6dm �. Craig also submitted policiss for this insi�rance.
The Pr�ayor directed that these poliefes t�e turnea over t� the tire Committee

�>'ir. F.O. Branstetter ap�ea�ed before the Cou�xcil relative to an increase
in �arba�e rates. He was advised by t;.�e council t��at no action had been
taken relative to the �arba,�r,e arraugeme�.t , �nd �vould be noti�ied in dua
time whe�z ti:is matter had had further discussion by tlle council , but that
in the meanwhile, he was advised to keep his g�°�a$e trucics cove:�ed in
conforulity with the r�.quirement of the existir�g ordinance.
Deposit of ,�he Cali�o�nia �rater a�:rvice Co.
The City Ulerk was directed to return a deposit of �500.�0 to the Calif'oinia
water 8ervice Co�pany, as per t�ieir re�uest of August 7,1941. This dap�,�sit
P�as a guarant�e of t;ieir paytrent fc�r biils fos° stx•eet repaire The return of
tr�is deposit was approved by City �ngil�eer Ada�7s.

a se2���age syatem to be put in o.z Loeust Avenue. C�tSr En�in:�er ��a:��s advised
the Council that certain p�eliininary v�or� had been already done on ti�is pro�
ject. The�Council directed the City Engineer a,�d �ity Attorney to prepare a
notice of intention as tl�e next step in ti_is proposed se�er system.

An ordinance creating a Local Defense Council ar.d t rescribin� its vuties and
�eaponsibilities ��as introducad for its sec�nd rea3in�. Councilman. '�lilliaris
mad� a motion to waive t�e detail roading oi this ordinanez. 1+iotion seco_Lded
by Councilman I�askell, and upon roll call by the City i.lerk, ap�raved by
unanimous vote. The heading of this ordinanee ��.s then ra�d. Cou�cilman
riasizell made a motion that t1lis ordinance be adopted. �,�iotion caas secosded by
